A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, APPROVING TIME EXTENSION
DRC2019-00559, A REQUEST TO ALLOW FOR THE FIRST ONE (1)
YEAR TIME EXTENSION OF A PREVIOUSLY APPROVED 6-LOT
TENTATIVE TRACT MAP (SUBTT20026) ON 1.67 ACRES OF LAND
WITHIN THE LOW (L) RESIDENTIAL DISTRICT, LOCATED AT 10235
19TH STREET; AND MAKING FINDINGS IN SUPPORT THEREOF -APN:
1076-121-03.
A. Recitals.
1. Sally Cheng filed an application for the extension of the approval of Tentative Tract
Map SUBTT20026, as described in the title of this Resolution. Hereinafter in this Resolution, the
subject Tentative Tract Map Time Extension request is referred to as "the application."
2. On October 26, 2019. the Commission adopted Resolution No. 16-52, thereby
approving the application subject to specific conditions and time limits.
3. On February 26, 2020, the Planning Commission of the City of Rancho Cucamonga
conducted a noticed public hearing on the application and concluded said hearing on that date.
4. All legal prerequisites prior to the adoption of this Resolution have occurred.
B. Resolution
NOW, THEREFORE, it is hereby found, determined, and resolved by the Planning
Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts set forth in the Recitals,
Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission during the above -
referenced public hearing on February 26, 2020, including written and oral staff reports, together
with public testimony, this Commission hereby specifically finds as follows:
The application applies to a 1.67-acre parcel of land located at 10235 19'" Street;
and
b. The subject property is within the Low (L) Residential District and is generally
level with an elevation at the north and south sides of about 1.441 and 1,430 feet, respectively;
and
C. The subject property is surrounded by single-family residential development to
the north, east, and west, within the Low (L) Residential District. The lot to the south across
Hamilton Street, is developed with an elementary school within the Low (L) Residential District;
and
d. The subdivision of the project site conforms to all applicable development
standards of the Low (L) Residential District; and

e. This application is a request to extend the approval period of Tentative Tract Map
SVBTT20026 for one (1) additional year. The time extension is necessary to provide the applicant
time to sell the project site. The expiration date with the approval of Time Extension DRC2019-
00559 will be October 26, 2020.
3. Based upon the substantial evidence presented to this Commission during the
above -referenced public hearing and upon the specific findings of facts set forth in Paragraphs
1 and 2 above, this Commission hereby finds and concludes as follows:
a. The previously approved subdivision is consistent with the City's current General
Plan and Zoning Code. The approved project is for the subdivision of 1.67 acres of land for the
future development of 6 single-family residences. The approved subdivision is consistent with
each of the related City requirements for the project site; and
b. The site is physically suitable for the type and density of the previously approved
subdivision. The project site is well suited for the approved subdivision as there are similar
residential developments to the north, east, and west of the site; and
C. The previously approved subdivision, together with the conditions applicable
thereto, will not be detrimental to the public health, safety or welfare, or materially injurious to
properties or improvements in the vicinity. The project qualifies under the Class 32 exemption
under State CEQA Guidelines Section 15332 (In -Fill Development Project) because the project
involves the construction of development within City limits on no more than 5 acres that is
substantially surrounded by urban uses. Additionally, approval of the project would not result in
any significant effect relating to traffic, noise, air quality, or water quality; and
d. The previously approved subdivision complies with each of the applicable
provisions of the Development Code. The previously approved subdivision complies with all
development standards outlined in the Development Code for the development of single-family
lots within the Low (L) Residential District; and
e. The time extension is within the time limits established by State law and local
ordinance. State law allows for one (1) year time extensions of tentative maps.
4. The Planning Department staff previously determined that the project is categorically
exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's
CEQA Guidelines. The project qualified under the Class 32 exemption under State CEQA
Guidelines Section 15332 - In -Fill Development Projects, as the project includes in -fill
development consistent with the applicable General Plan designation and regulations. In addition,
there was no substantial evidence that the project may have a significant effect on the
environment. The Planning Commission reviewed the project and the Planning Department's
determination of exemption, and based on its own independent judgment, concurred in staffs
determination of exemption on October 26, 2016. There continues to be no substantial evidence
that the project may have a significant effect on the environment.
5. Based upon the findings and conclusions set forth in Paragraphs 1, 2, 3 and 4 above,
this Commission hereby grants a one (1) year time extension. The new expiration date for
Tentative Tract Map SUBTT20026 is October 26, 2020.

6. All applicable Conditions of Approval in Planning Commission Resolution No. 16-52
for SUBTT20026 shall apply to Time Extension DRC2019-00559.
7. The Secretary to this Commission shall certify to the adoption of this Resolution.
