B. PUBLIC COMMUNICATIONS
This is the time and place for the general public to address the Trails Advisory Committee on
any item listed on the agenda. State law prohibits the Trails Advisory Committee from
addressing any issue not previously included on the Agenda. The Committee may receive
testimony and set the matter for a subsequent meeting.
Comments are to be limited to five minutes per individual or less, as deemed necessary by the
Staff Coordinator, depending upon the number of individual members of the audience. This is
a professional businessmeeting and courtesy and decorum are expected. Please refrain from
any debate between audience and speaker, making loud noises or engaging in any activity
which might be disruptive to the decorum of the meeting.
C. DISCUSSION ITEMS
C1. ENVIRONMENTAL ASSESSMENT AND TENTATIVE PARCEL MAP SUBTPM19855 — JIM
BANKER — A request for site plan review to subdivide a 3.04-acre parcel of land currently
developed with a historically designated single-family residence into 4 residential lots for the
future development of 3 single-family residences (with the existing single-family residence on
Parcel #4) within the Very Low (VL) Residential District, the Hillside Overlay District and the
Equestrian Overlay District at 9611 Hillside Road; APN 1061-571-01. Related Files:
Preliminary Review DRC2015-01050, Certificate of Appropriateness DRC2016-00291,
Variance DRC2016-00290, Minor Exception DRC2018-00934, and Tree Removal Permit
DRC2018-00232. Staff has prepared a Mitigated Negative Declaration of environmental
impacts for consideration.
The Trails Advisory Committee recommended that the project move forward to the Planning
Commission with the following changes:

1. Eliminate the proposed equestrian step-thru barriers between the proposed local
feeder trail on the project site and the existing local trail along the west property line.
2. The proposed optional local feeder trail along the south side of the cul-de-sac bulb is
not required.
3. Provide a minimum 10 foot wide equestrian gate between each parcel and the new
local equestrian feeder trail.
4. Grade the lots for the 24 by 24-foot or 12 by 48-foot corral areas and the
connection/ramp to trail.
D. COMMITTEE BUSINESS
The following items have been requested by the Trails Advisory Committee for discussion. They
are not public hearing items, although the Staff Coordinator may open the meeting for public
input.

E. IDENTIFICATION OF ITEMS FOR THE NEXT MEETING
This is the time for the Trails Advisory Committee to identify the items they wish to discuss at
the next meeting. These items will not be discussed at this meeting, only identified for the next
meeting.
