the Agenda but set the matter for a subsequent meeting.

SIDE OF HERMOSA AVENUE AT VISTA GROVE) — MANNY BADIOLA—A request for site
plan review to subdivide a 4-acre parcel of land into 6 residential lots for the future
development of 6 single-family residences within the Very Low (VL) Residential District and
the Equestrian Overlay District on the west side of Hermosa Avenue at Vista Grove Street;
APN 1074-201-01 and 02. Related File: Minor Exception DRC2020-00217, and Tree Removal
Permit 2020-00218. A Mitigated Negative Declaration of environmental impacts was prepared
for consideration.

A. Call to Order @ 6:00p.m.
The meeting of the Trails Advisory Committee was held on March 11, 2020. The meeting was called to
order by Mike Smith at 6:00pm.
Committee Members present: Francisco Oaxaca, Tony Morales, Mike Smith, Tom Tisler and Carol
Douglass.
Additional Staff Present: Gianfranco Laurie, Sr. Civil Engineer Developer, Lori Sassoon, Deputy City
Manager; Jason Welday, Director of Engineering Services.
B. Public Communications
Mike Smith opened the public communications and hearing no comment, closed public
communications.
C. Consent Calendar
C1. Consideration to adopt Regular Meeting Minutes of February 12, 2020.
D. Discussion Items
D1. DESIGN REVIEW DRC2017-00193 — GEORGE BOTROS — A request for site plan and
architectural review of a proposed 12,350 square foot church and 18,033 square foot social
building on a 3.28 acre (143,053 square foot) project site located at the northwest corner of East
and Wilson Avenues in the Very Low (VL) Residential District of the Etiwanda Specific Plan; APN:
0225-123-05. Related Record: Conditional Use Permit DRC2017-00194. This item is exempt from
the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA
guidelines under CEQA Section 15332 — Infill Development.
Trails Advisory Committee raised the following questions and concerns:
1. Would the project be required to construct half of Wilson Avenue at the time the project
is constructed? Staff responded that the project would be required to pay an in-lieu fee
of the future construction of Wilson-East Avenue street improvements.
2. Will the Wilson-East Avenue intersection continue to have a roundabout when fully
completed? Staff responded that an upgraded roundabout would be included when
Wilson Avenue is fully improved.
3. Where the East Avenue crosswalk will be located? Staff responded that the crosswalk
will be located to the south of the entrance to the roundabout.
4. Committee member Tom Tisler stated that from his experience roundabouts are unsafe.
The project was recommended for approval by the Planning Commission by all the Committee
members (Oaxaca, Morales, Tisler, Douglass, Smith).
D2 DISCUSSION OF STEP-THRU BARRIER REPLACEMENTS AT FLOOD CONTROL
ENTRANCES (Oral report).
Staff presented the report on the project. The Committee asked several questions about the
reasons and technical details for the project. Staff answered these questions to the Committee's
satisfaction. The Committee consented to the actions related to the implementation of the
project. The report was received and filed.
D3. DISCUSSION OF PACIFIC ELECTRIC TRAIL DRAINAGE IMPROVEMENTS (Oral report).
Staff presented the report on the project. The Committee asked several questions about the
reasons and technical details for the project. Staff answered these questions to the Committee's
satisfaction. The Committee consented to the actions related to the implementation of the
project. The report was received and filed.
E. Identification of Items for the Next Meeting
No items were discussed.
F. Adjournment

D1. San Sevaine Trail Project
Gianfranco Laurie presented Committee with an oral presentation (copy on file).
• Gianfranco Laurie shared a PowerPoint presentation that summarized the funding,
Memorandum of Understanding (MOU), design (including 4-ft elevated future equestrian trail
and constraint beneath 210 Freeway combining uses(equestrian, bikes, peds) to share the multi-
use path.
• Jason Welday updated Trails Advisory Committee with information supplied by Larry Henderson
(ALRC) regarding the tunnel beneath 19th Street west of Sapphire Street which serves as an
existing shared multi-use path (equestrian, bikes, peds).

Trails Advisory Committee raised the following questions and concerns:
Carol Douglass requested pavement markings or signage for proposed mixed use path beneath the
210 bridge to have "Slow to Users". As well as a sign about user hierarchy(equestrian, bikes, peds).
Francisco Oaxaca inquired about funding beneath the 210 bridge which proposed mixed use path
is funded through State and AQMD grant funding.
Trails Advisory Committee general consensus: To proceed with Option 2— Provide concurrence that
the trail improvements be submitted with design of 4-foot high retaining wall for an elevated equestrian
trail in the future to meet the City's MOU.

ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT18305 — MANNY
BADIOLA — A request for site plan review to subdivide a 4-acre parcel of land into 6 residential
lots for the future development of 6 single-family residences within the Very Low (VL) Residential
District and the Equestrian Overlay District on the west side of Hermosa Avenue at Vista Grove

Removal Permit 2020-00218. A Mitigated Negative Declaration of environmental impacts was
prepared for consideration.
Site Characteristics and Background:
The 4-acre project site is located on the west side of Hermosa Avenue, at the western terminus
of Vista Grove Street. The project site is generally rectangular in shape with a 50-foot-wide strip
of land connecting the project site to Hermosa Avenue. The project site is approximately 630 feet
along the north property line, 505 feet along the south property line, 309 feet along the west
property line, and 280 feet along the east property line (plus the above noted 50-foot-wide strip).
The site generally slopes from north to south, with an elevation change of approximately 24 feet
from the north property line (1,927 feet) to at the south property line (1,903 feet). There is an
existing single-family residence and an accessory structure at the southwest corner of the project
site. The remainder of the project site is undeveloped and covered with native and non-native
grasses and multiple trees.
The existing Land Uses on, and General Plan land use and Zoning designations for, the project
site and the surrounding properties (relative to the above-noted lot) are as follows:

Project Overview:
The applicant is requesting to subdivide the 4-acre project site into 6 lots for the future
development of 6 single-family residences. The existing single-family and accessory structure on
the project will be demolished with the development of the project site. The proposed lots will be
accessed by a private street off of Hermosa Avenue.
Each lot complies with the development standards for the Very Low (VL) Residential District. A 6-
foot-tall retaining wall with a 5-foot wrought iron fence is required along the south property line of
the 50-foot-wide flag due to a grade difference between the project site and an existing single-
family lot to the east. The applicant has submitted a Minor Exception application (DRC2020-
00218)for the additional wall height.

The project site is within the Equestrian Overlay District, which necessitates the installation of a
15-foot wide local feeder trail to provide trail access to the rear yard of each lot and the larger trail
network. Accordingly, a proposed 15-foot-wide trail will be located adjacent to the south, west,
and east property lines of the project site with a 15-foot-wide trail connection to Hermosa Avenue.
The trails will connect to the existing private trail network to the west and will include a 4-inch
cover of decomposed granite along with required access gates and equestrian step-throughs.
Corner cutoffs to aide vehicle navigation are provided adjacent to Parcels #3 and #4 along with
Vehicle turn-arounds at Parcels #1 and #6. Each lot also provides a flat area for a 24-foot by 24-
foot flat area for an equestrian corral that is a minimum 70 from the building pad on the adjacent
parcel.
Staff Comments:
Staff is in support of the proposed equestrian trail alignment for Tentative Tract Map
SUBTT18305, which provides local feeder trail access to the rear yard area of each of the 6
proposed lots, and to the wider equestrian trail system, in conformance with the Trails
Implementation Plan. The proposed lots also provide two convenient vehicle turnarounds as well
as corner cutoffs to aid vehicle movement.
The plans on file show a conceptual location for a 24-foot by 24-foot corral location on each lot
that is a minimum 70 feet from a residence on an adjacent lot. Each lot will also include an access
gate to the equestrian trail along with the required trail gates, equestrian step-throughs, and 4-
inch cover of decomposed granite. A three-foot-wide drainage easement will be provided
adjacent to the equestrian trail to convey runoff from each lot.

Staff recommends the Trails Advisory Committee approve the proposed equestrian trail design
as presented and to recommend approval of Tentative Tract Map SUBTT18305 to the Planning
Commission as presented.
