A RESOLUTION OF THE CITY ..COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORN~.A,I ADOPTING REGULATIONS
FOR CANDIDATES FOR ELECTIVe' OFFICE, PERTAINING TO
MATERIALS SUBMITTED TO THE ELECTORATE AND 'THE COSTS
THEREOF FOR THE GENERAL MUNZC!.PAL ELECTION TO BE
HELD IN THE CITY ON TUE~aY, APRIL 10, 198q.
WHEREAS, Section 10012 of the Elections Code of the State of California
provides that the governing body of any ]loeai-agenc~. adopt reguls~iOds
pertaining to materials prepared by any canal'date for a =municipal 'electloft,
including costs of the candidates statement:' ' :
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO CUCa~K)NGA,
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWSi
SECTION 1. FILING FEE. That in accordance with Section 228q3 of the
election Code of the State of California, the City Council of the City of
Rancho Cucamonga hereby determines that eech candidate for munici~.al office
shall at the time of filing, pay a fee of ~.00 to cover costs of procesSin~
nomination papers.
SECTION 2. GENERAf. PROVISIONS. That pursuant to Section 10012 of the
Elections Code of the State of CalifornJ~,;each candidate for.electiVe office
to be voted for at the General Municl~/"Election to be held in the C~y of
Rancho cucamonga on Tuesday, April 10, 1983, may prepare a candid~e's
statement on an appropriate form provided by the City Clerk. Such statement
may include the name, age and occupation of the candidate and a 'brief
description of no more than 200 words of the candldate's education and
qualifieatlons expressed by the candidate himself or herself. Such statement
shall not include party affiliation of the candidate, nor membership
activity in partisan political organizationS. Such statement shall' be file~
in the office of the City Clerk at the time the candidate's nomination ~MxperS
are filed. Such statement may be withdrawn, but not changed, durir~ the
period for filing nomination papers and until 5:00 p.m. of the next wodcin~
day after the close of the nomination period.
SECTION 3- SPANISH LANGUAGE. The City Clerk shall provide a Spanish
translation of the Candidate's Statement to be included in the Voter's
Pamphlet which contains the Statement of each Candidate in both English and
Spanish pursuant to the Federal Voting Rights Act of 1965.
SECTION ~. ADDITIONAL MATERIALS. No candidate will be permitted to
include additional materials in the ~an~le ballot package.
SECTION 5 PAYMENT. That each candidate filing a candidate's statement
shall, at the time of fllin~ said statement, pay a deposit of $300 to offset
the estimated pro rata cost of printing, handling, translating, and mailing
the voter's pamphlet. Funds collected in excess of actual pro rated costs
shall be refunded within 30 days a~tsr the .certification of the municipal
election by the City Clerk. If the actual pro rated costs exceed $300 per
candidate, each candidate shall pay that oandidate's share of ~he balance
within 30 days after notification by the City 'Clerk.
SECTION 6. That in accordance with Section 4015.5 and 5015.5 of the
Elections Code of the State of California, the City Council of the City
Rancho Cucamonga hereby determines that rebuttal arguments not exceeding 300
words may be submitted for each measure which will appear on the municipal
ballot.
SECTION 7. That the City Clerk shall provide each candidate or the
candidate's representative a copy of this Resolution at the time nominating
petitions are issued.

SECTION 8. That all previous resolutions establishing council policy on
payment for candidates statements are repealed.
SECTION 9. That this resolution shall apply only to the election to be
held on Tuesday, April 10, 1983 and then shall be repealed.
SECTION 10. That the City Clerk shall certify to the passage and
adoption of this Resolution and enter it into the book of original
Resolutions.
