A RESOLUTION BY THE CItY COUNCIL'bF THE CITY OF RANCHO
' CUCAMONGA, CALIFORNIA, APPROVING THE SAN BERNARDINO._
COUNTY HAZARDOUS WASTE .MANAGEMENT.. PLAN IN CONFORMANCE
......... .WITH. AB2948 (TANNER) .. .....
WHEREAS, Assembly Bill 2948 (Tanner Act, Chapter 1504, Statues of
1986) authorizes counties to adopt, as an elemen~ of the.General Plan, a
County Hazardous Waste Management Plan pursuant to guidelines adopted by the
State Department of Health Services (herein after called State) and specifies
procedures for the preparation, revision, adoption, approval, and amendment 'of
the Plan.; and
WHEREAS, the 'County of San Bernardino Board of Su'pervisors
authorized, by resolution, .the. preparation .ofJthe Hazardous Waste Management
Plan (herein after called Plan),' an~ 'a Plan' has been prepared with the
assistance of the County Hazardous Waste Management Plan .Advisory Committee
and input from the cities, local and regional agencies and the public; and
WHEREAS, the Plan ,inc~lude~c6mp~ehensive. goals, and policies for the
effective management of hazardous waste in the county, these goals include:
1. .To.protect ~he h6alth and ~elfare of the .public, environment,
and economy of San Bernardino County through a comprehensive
- program that ensures, safe- and...r~sponsi, ble~ management of
hazardous waste/material ....
.2. To reduce.the amount. 6f hazardous waste generated in the County
by providing improved 'programs for hazardods waste source
~ reduction add recycling
3. To ensure proper management of hazardous waste/material by
identifying and encouraging safe and efficien~ methods for
managing hazardous waste/material.and by providing for needed
hazardous waste facilities in San Bernardino County.
4. To prevent hazafdbus waste] from'being.permane~tly,.disposed into
land, or emitted into the air without being processed by an
economically and technically feasible alternative ~echnology.
5. To involve the public, industry, and gov6rnment in a
comprehensive process that develops solutions for the management
and disposal of hazardous waste.
6. To establish a framework for the development of San Bernardino
County's share of hazardous waste facilities.
l~.l'-iTo recog~' ~O~sumers contribute to the generation of
hazardous waste, and therefore, that limiting industrial growth
would not be an appropriate means of reducing the County's
commitment in hazardous waste management.

8, To encourage and develop public education programs on the proper
management and disposal of hazardous waste,
WHEREAS, the Plan was submitted to.the Cit~ for r~v~ and approval
as mandated by the .Tanner Act which~require$,.as one of the ,~equ~rements for
State approval of the Plan, that the County obtain.approval[from'50 percent of
the cities with 50 percent of the incorporated population; and
WHEREAS, the County must,~ubmi% the Plan .to...the~.State. for their
approval' by..June 1, 1989; and' .... ~.. .....
WHER?_AS, the City w%ll~, have. aq opportunity.to.adopt some form of the

180 days after receiving notification from the State that the Count~.Rlan.has
been approved, the City must do one of the following:

WHEREAS, the Plan when adopted by the County. and Cities will serve as
the primary planning document for the management of hazardous waste in the
county and will provide for local involyemen~..in the siting o( hazardous waste
facilities,
