AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RANCHO COC4~MONGA, CALIFO~IA, CHEATING AN ADVISORY COMMISSION TO ACT IN AN ADVISORY CAPACITY TO THE CITY COUNCIL AND FLANNING COMMISSION The City Council of the City of Rancho Cucamonga, California, does ordain as follows: SECTION 1: Repealing of Ordinance 294. SECTION 2: There is and shall remain in the city goverzment an Advisory Co~is sion. Role of Advisory Conmissio, SECTION 3: The Rancho Cucamonga Advisory Commission shall act in an advisory capacity to the City Council and Planning Co~ission on communitY[ issues and other such Advisory ~atters as may he delegated to it by the city Council, or brought to its attention by any citizen of the City. The purpose of the Advisory ~iasion is to enhance communication between citizens and the City Council, increase involvement of the cozmunity in' decision making and advance citizen issues. The Advisory Commission is encouraged to adopt a [or~al procedure for co~unity interaction. Advisory ~ission Me~bershi~ SECTION 4: The Advisory Cc~mission shall consist of a total of nine (9) members with one (i) appointed fro~ each of the three (3) geographic areas, designated by zip code in the City of Rancho Cucamonga, ~amely Alta Loma (91701), Cucamonga (91730) , and Etiwanda . (91739), and s:ix (6)~ appointed at large. Hembers of the Advisory Co~mission shall be residents of Rancho Cucamonga and shall be appointed by the City Council. & subc°~ittee of the City Council shall sulxait to the City Council the name of any person proposed for appointment to the Advisory Commission · and upon such appoih~ent by the City Council, the name of the appointee shall bt recorded in .the '~inutes of the City Council meeting. SECTION ~: The nine (9) members of the Advisory Co~,ission shall each serve two (2) year ter~a. Either five (5) or four (4) members of the Advisory Co~mission shall he considered annually By the City Council as set forth below. In the year which five (5) Advisory Commission members are considered, then the three (3) members designated fro~ the geogr&phic areas shall be considered along with two (2) at large members. In the:'.C~erse year, the four (4) members shall be at large apl~oint,~ents. In any case, a member shall continue in office until his/her respective successor is appointed as set forth below unless sooner removed as provided in this Ordinance. If a vacancy shall occur, other than by expiration of the term of office, it shall be filled By appointment of the City Council for the remainder of the unexpired ter~. Ail regularly expiring terms shall terminate on December thirty-first of each year. Removal of Hembers SECTION 6: Hembers of the Advisory Co~mission serve at the pleasure of the City Council, and may be removed at any regularly scheduled City Council meeting, upon three (3) working days' prior written notice to the member. Removal shall he by majority vote of the entire City Council. Nothing in this section shall be construed to limit the expressions of Advisory Commission members save and except the guidelines established by the Advisory Commission. Regular Heetings SECTION 7: Regular meetings of the Advisory Comission shall ' established by Resolution of the Advisory Co,~ission. Officers SECTION 8: The Advisory Co~mission shall select a chairperson to preside at all ~eetings of the Advisory Commission, and a vice-chairperson to preside in the absence of the chairperson. The Secretary to the Advisory Co~ission shall be designated by the City ~anager. Joint Subco~ittee Nestings SECTION 9: City Council Subco=~ittee and Advisory Co==ission Subcommittee (chair and vice-chair) joint meetings shall be held quarterly on the first Tuesday of each calendar quarter which is not a legal holiday. In the event this is a holiday, the meeting will take place on the next regular working day. Special ,~eetings ,~ay be called as needed by either subcoumittee. The joint quarterly subcommittee meetings shall be for the purpose of establishing an Advisory Commission work progrm and revie~ of ~atters studied by the A~visory Co~mission. Additionally, the City Council or Planning Commission may desisnate work proEra~ assignments at anytime not vithstanding the regularly scheduled quarterly meetings. SECTION 10: The l/ayor shall sign this Ordinance and the City Clerk shall cause the same to be publi,hed ~ithin fifteen (15) days after its passage at least once in ~e Dail~ Report, a n~paper of general circulation published in the City of ~tario, ~lifornia, and circulated in the City of ~ncho Cu~=ong~, ~lifornia.
