AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONCA, CALIFORNIA, CREATING AN ADVISORY COMMISSION TO
ACT IN AN ADVISORY CAPACITY TO THE CITY COUNCIL AND
PLANNING COMMISSION
The City Council of the City of Rancho Cucamonga, California, does
ordain as
SECTION 1: Repealin$ of Ordinances 87, 87-A, and 87-B.
SECTION 2: There is and shall remain in the city goverement an
Advisory Commission.
Role of Advisory Cmission
SECTION 3: The Rancho Cucamonga Advisory Commission shall act in an
advisory capacity to the City Council and Planning Commission on community
issues and perform such other advisory functions as may be delegated to the
Advisory Commission fro~ time to time by the Planning Commission or City
Council.
The Rancho Cucamonga Advisory Commission shall also bring forth and
study issues perceived by it to be of interest to the citizens of the City.
Citizen issues, when recognized by the Advisory Commission, shall be developed
and presented to the City Council or Planning Commission or both in such a
manner as will effectively encourage timely and proper consideration of any
action upon such issues. Mmabers of the Advisory Commission are encouraged to
work with individual citizens and citizen groups and to communicate their
interests to the City Council and Planning Commission. Their goal in this
capacity shall be the advancement of citizen issues according to methods
described above.
A purpose of the Advisory Commission is to enhance communication
between citizens and the City Council, increase involvement of the community in
decision mak/ng. The Advisory Commission is encouraged to adopt a formal
procedure for co~unity interaction.
Advisory C~isaign Membership
SECTION 4: The Advisory Commission shall consist of a total of
fifteen (15) members with five (5) appointed from each of the three (3)
geographic areas, desisnated by zip code in the City of Rancho Cucamonga,
namely Alta Loma (91701), Cucamonga (91730), and Etiwanda (91739). Members of
the Advisory Commission shall be residents of Rancho Cucamoaga and shall be
appointed by the City Council. The Mayor shall submit to the Council the name
of any person proposed for appointment to the Advisory Commission and upon such
appointment by the Council, the name of the appointee shall he recorded in the
minutes of the Council meeting.
SECTION 5: The fifteen (15) members of the Advisory Conmission shall
each serve three (3) year terms. One-third of the Commission shall be
considered annually by the City Council as set forth belo~. Either one or two
members from each of the three subcommittees (Alta Loma, Cucamonga, and
Etiwanda) shall complete their three (3) year term each year but each shall
continue in office until their respective successors are appointed as set forth
belo~ unless sooner removed as provided in this Ordinance.
The staggered terms shall provide that two (2) members from two (2)
of the three (3) subcommittees and one (1) member from one (1) of the three (3)
subcommittees will be considered annually for appointment and shall continue in
office until their respective successors are appointed unless sooner removed as
provided in this ordinance. If a vacancy shall occur, other than by expiration

of the term of office, it shall be filled by appointment of the City Council
for the remainder of the unexpired term. All regularly expiring terms shall
terminate on December thirty-first of each year, but members whose terms expire
shall serve until their successor is appointed.
Removal of Hembers
SECTION 6: Nembers of the Advisory Commission may be removed at any
regularly scheduled City Council meeting, upon ten (10) working days* prior
written notice to the member. Removal shall be by majority vote of the entire
City Council.
Nothing in this section shall be construed to limit the expressions
of Advisory Commission members save and except the guidelines established by
the Advisory Commission.
Regular Meetings
SECTION 7: Regular meetings of the Advisory Commission shall be
established by Resolutiou of the Advisory Commissiou.
Officers
SECTION 8: The Advisory Commission shall select a chairperson to
preside at all meetings of the Advisory Commission. The term of the
chairperson shall be one (1) year, commencing ou January first of each year.
The chairperson may be removed by majority vote of the Advisory Commission,
taken at any regular meeting at which the removal is on the published agenda.
In the event a chairperson is unable to cemplete his/her term prior to the
expiration of his or her term, the Advisory Commission shall forthwith appoint
a successor to serve the balance of the unexpired term. The successor shall be
selected from the same subcommittee as the person vacating the unexpired term.
The position of chair shall rotate aunually among the subcommittees in the
order Alta Loma, Etiwanda, Cucamonga.
Each subcommittee of the Advisory Commission shall select a
chairperson to preside at regular Subcommittee meetings and a vice-chairperson
to preside in the absence of the chairperson.
A chair-designate position will also serve for one year commencing ou
January first of each year, from the subcommittee which will provide the next
chair. The chair-designate will be confirmed as chair upon a majority vote of
the Advisory Commission taken at the regular meeting at which the Chair is
selected. In the event the chair-designate is unable to complete his/her term
prior to the expiratiou of his or her term, the Advisory Commission shall
forthwith appoint a successor to serve the balance of the unexpired term. The
successor shall be from the same subcommittee which will provide the next
chair. The purpose of these provisions is to establish a procedure by which
annually the chair-designate shall be confirmed as the Chair, to provide
continuity while allowing each subcommittee to have its equal share of the
Chair positions.
When the Advisory Commission chair is unable to preside over a
meetiug, the vice-chair from that subcommittee shall act as chair in the
absence of the chair. If the vice-chair of the subcommittee is unable to serve
then the chair-designate shall act as chair.
Joint Subcommittee Meetings
SECTION 9: City Council Subcommittee and Advisory Commission
Subcommittee (chair, chair-designate, and immediate past chair) joint meetings
shall be held quarterly on the first Tuesday of each calendar quarter which is
not a legal holiday. In the event this is a holiday, the meeting will take
place on the next regular working day. Special meetings may be called as
needed by either subcommittee.

The joint quarterly subcommittee meetings shall be for the purpose of
establishing an Advisory Commission work program and review of matters studied
by the Advisory Commission.
~ECTIO~ 10: The Mayor shall sign this Ordinance and the City Clerk
shall cause the same to be published within fifteen (15) days after its passage
at least once in The Daily Renort, a newspaper of general circulation published
in the City of Ontario, California, and circulated in the City of Rancho
Cucamonga, California.
