HomeMy WebLinkAbout87 - Ordinances ORDINANCE NO. 87 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, CREATING AN ADVISORY COMMISSION TO ACT IN AN ADVISORY CAPACITY TO THE CITY COUNCIL AND PLANNING COMMISSION. The City Council of the City of Rancho Cocamonga, California, does ordain as follows: SECTION 1: There is hereby created and established in the city an Advisory Commission. Role of Advisory Commission SECTION 2: The Rancho Cucamonga Advisory Commission shall act in an advisory capacity to the City Council and Planning Commission on community issues and perform such other advisory functions as may be delegated to the Advisory Commission from time to time by the Planning Commission or City Council. Advisory Commission Membership SECTION 3: The Advisory Committee shall consist of a total of fifteen (15) members with five (5) appointed from each of the three (3) geographic areas designated by zip code in the City of Rancho Cucamonga, namely Alta Loma (91701), Cucamonga (91730), and Etiwanda (91739). Members of the Advisory Commission shall be residents of Rancho Cucamonga and shall be appointed by the City Council. The Mayor shall submit to the Council the name of any person proposed for appointment to the Advisory Commission and upon such appointment ¼v the Council, the name of the appointee shall be recorded in the m~ ~tes of the Council meeting. Terms of Appointment SECTION 4: The fifteen (15) members of the Advisory Commission initially appointed shall determine the length of their terms by lot. Thereafter all terms shall be for four (4) years. Three (3) members from each of the three subcommittees (Alta Loma), (Cucamonga), and (Etiwanda) st~all serve a term of four (4) years and shall continue until their respective terms expire unless sooner removed as provided in this Ordinance. Two (2) members from each of the three (3) subcommittees st~all serve a term of two (2) years and shall continue in office until their respective terms expire unless sooner removed as provided in this ordinance. If a vacancy shall occur, other than by expiration of the term of office, it shall be filled by appointment by the Mayor with the approval of the Council for the unexpired term. Removal of Members SECTION 5: Any member of the Advisory Commission may be removed at any time by a majority vote of the City Council. In addition, the Advisory Commission may recommend to the City Council removal of any member of the Advisory Commission who has violated any meeting attendance policies that may be established by resolution. Regular Meetings SECTION 6: The dates upon which and the hour and place at which any regular meeting shall be held shall be fixed by resolution or minute action of the City Council. Officers SECTION 7: Each subcommittee of the Advisory Commission shall select a chairperson to preside at regular meetings on a monthly rotating basis. Minutes SECTION 8: The Secretary of the Commission shall cause the minutes of regular, adjourned regular, and special meetings to be kept; and shall, as soon as possible after each meeting, cause a copy of the minutes to be forwarded to each member of the Commission and to the City Clerk. ~e City Clerk or designee will serve as secretary for the Advisory Commission. SECTION 9: The Mayor shall sign this Ordinance and the City Clerk shall attest to the same, and the City Clerk shall cause the same to be published within fifteen (15) days after its passage, at least once in The Daily Report, a newspaper of general circulation published in the City of Ontario, California, and circulated in the City of Rancho Cucamonga, California.
