Recitals. (i) On March 9, 1994, the Plaruing Ckmmission of the City of Rancho Cucamorr3a corrtucted a duly noticed public hearir~ with respect to the above- referenced Industrial Area Specific Plan Amendment. Following the conclusion of said public hearing, the Planning (Imlnission adopted Resolution No. 94-17, thereby reoa~sLerdlng that the City Cauncil adopt Industrial Area Specific Plan kmerdl~ent No. 94-01. (ii) On April 6, 1994, the City Council of tba City of ~ Cucamorrja conductad a duly noticed public hearing and concluded said baarir~ prior to adoption of this Ordirance. (iii) All legal prerequisites prior to the adoption of this Ordinance B. Ordinance The City Council of the City of Rancho Orannrr3a ordains as follows: SBETION 1: This Council hereby specifies and finds that all of the facts set forth in the Recitals, Part A, of the Ordinance are true and correct. S~CTION 2: This Council hereby finds and certifies that the pr~ amendment has been reviewed and considered in cc~pliance with the California Environmental Quality Act (CI~A) of 1970, and datermines that the prupoeed amendment will establish procedures to help inlorove air quality, ard therefore the amendment is catego~rically exempt frce env~ review provisions of the California E~virormmntal Quality Act (C~3A), per Section 15061(b)(3) of the C~QA Guidelines, ard further this Council hereby directs the City Clerk to file a Notice of E~ion pursuant to ~ Guidelines Section 15062 reg~ this matter. ' SECTION 3: The Rarr~ Cucamonga City Council finds as follows: a. That the proposed amendment is consistent with the objectives of the Industrial Area Specific Plan, and the purposes of the District in which the site is located; and b. That the prc~ amerriment will not be detrimental to the public health, safety, or welfare or materially injurious to properties or improvements in the vicinity; and Ordinance No. 523 Page 2 c. That the proposed amendment is in compliance with each of the applicable provisions of the Industrial Area Specific Plan; and d. That the proposed amerdment will not be detrimental to the objectives of the General Plan or the Industrial Area Specific Plan. S~3FION 4: Tthe City Council of the City of Rancho Cucamonga does hereby approve Industrial Area Specific Plan Amendment 94-01, amending Part III to read in word and figures as follows: Part III Section III B.2 B. 2. The access and circulation of a develo~z~nt should be designed to provide a safe ar~ efficient system, both on and off the site. Points of access shall be designed in conformanoe with the City access regulations. The circulation system shall be designed to pedestrian traffic, minimize impacts on adjacent properties, ccebine circulation and access areas where possible, and Points of access shall not conflict with other planned or existin~ access points.
