Reci___~ls. (i) On March 9, 1994, the Planning C~massic~ of the City of Rancho Cucamurr/a conducted a duly noticed public hearing with respect to the above- referenced DevelcFment Code Amendment. Followin~ the conclusion of said public hearing, the Planning c~,Lassion adopted Resolution No. 94-16, thereby rec~Ls&~nding that the City Council adopt Develc[ment Code Amendment No. 94-01. (ii) On April 6, 1994, the City Council of the City of Rancho Cucamonga conducted a duly noticed public hearin~ and concluded said hearir~ prior to adoption of this Ordirance. (iii) All legal prerequisites prior to tba adoption of th~ Ordinance B.~ The City Council of the City of Ranc~o Cucamonga ordains as follows: S~: Tb~ Oouncil hereby specifies and finds that all of the facts set forth in the Recitals, Part A, of the Ordinance are true and correct. ~: This Council hereby finds and certifies that the pruposed Environmental Quality Act (CE~A) of 1970, arr] de~ that the proposed the ~ is cate~urically exenpt f~-~ es~smBntal review provisicrus of the California Ehvir~ental Quality Act (CE~A), per Section 15061(b)(3) of the CE~A Guidelines, and further this Council hereby directs the City Clerk to file a Notice of Ebemption pursuant to CE~A Guidelines Section 15062, rer~miin~ this totter. The access and circulation should be designed to provide a safe and efficient system for vehicles and pedestrians. Points of access shall comply with city access regulations and shall not conflict with other planned or existing access points. Two points of access shall be provided for all but the smallest residential develop. The circulation system should be designed to reduce conflicts between vehicular and pedestrian traffic, minimize impacts on adjacent prc~oerties, ccsnbine access where possible, and provide whenever possible. Vehicular and pedestrian traffic shall be separatea, to t_ha extent possible, through the use of a cont~ system of interconnected public and private sidewalks. (c) Aocess/C~ation: The access and circulation of a develo[mmnt should be designed to provide a safe and efficient systen, both on and off the site. Points of access shall be designed in conformance with the City access regulations. SECTION 9: Section 17.12.040.C.1, .2, .3 and .4 is hereby amended to read in words and figures as follows: C. Soecial Require~e_n~_~. The following parking requirements are applicable to ~ multi-famil][ residential, ccnmBrcial and office land uses as designated. ~ Special stalls shall be closest to the facility for which they are designated in order to encear~ge their use. 1. Handicapped: Those commercial and office facilities with twenty-five (25) or more spaces shall designate two (2) percent or one (1) space, whichever is greater, of the total number of stalls for use by the standards. Ordinance No. 522 Page4 2. Motorcycle: Commercial and offic4 Facilities with twenty-five (25) or more parking spaces shall provide at least one designated parking area for use by motorcycles. Developments with over one hundred (100) spaces shall provide motorcycle parking at the rata of one percent. Areas delineated for use by motorcycles shall meet sta~ set forth in subsection 17.12.030-C-1. 3. Bicycle Storage: Bicycle storage spaces shall be provided in all multi-family residential projects of more than 10 units, cu,~Lercial, office, and irrhlstrial districts in accordance with the following: (a) Minimum spaces equal to 5 percent of the recovered automobile parking spaces or ~ 3 bicycle storage spaces, whichever is greater. After the first 50 bicycle storage spaces are provided, additional storage spaces required are 2.5 percent of the required automobile parking spaces. Warehouse distribation uses shall provide bicycle storage spaces at a rata of 2.5 percent of the required autceobile parking spaces with a m{.~. of a 3-bike rac~. In no case shall the total number of bicycle parking spaces re~{ved exceed 100. Where this results in a fraction of 0.5 or greater, the number shall be rounded off to the higb~.r whole number. 4. Car pools/Vanpools: Off-street parking close t~ the huil~tng shall be provided for c~L~Lercial/office/industrial facilitie~/~l~/~de at ~ the rats of ten (10) percent of the total parking area as designated for use by car pools and vanpeels. Ordinance No. 522 Page 5 .SBETION 12: The City Clerk shall certify the adoption of this Ordinance and shall cause the same to be published within 15 days after its passage at least once in the Inland Valley Daily Bulletin, a newspa~ of general circulation published in the City of Ontario, California, and circulated in the City of Rancho Cucamonga, California.
