AND TO MODIFY THE DEFINITICt~ OF "~
1. On tba 23rd day of February 1994. the Planning Ccenissi~n of the
City of Rancho CUcamcrr~ cunducted a duly noticed public hearing with respect
to the above-referenced Industria/Area Specific Plan Amendment. Followin~
the conclusim of said public hearing, the Plannin~ CU~assic~ _~bpted
Resolutiun No. 94-10, thereby re~a,=Lendir~ that the City Council adopt
Industrial Specific Plan Amerament 94-02.
2. On April 6, 1994, the City Council of the City of Rancho
oramxr3a ~ a du~y noticed mblic hearing and ccrcluded ~id haarin~
prior to its ad~fcicn of this Ordinance.
3. All legal prerequisites prior, to the ado~tic~ of thie Ordinance
B. Ordinance.
The City Council of the City of Rancho Cucamcr~a hereby ordains as
follow~:
S1~IIC~ 1: This Council hereby specifies and finds that all of the
facts set forth in the Recitals, Part A, of this Ordinance are true ar~
correct.
SECT/C~ 2: This Oouncil hereby finds and certifies that the project
has been revieed and considered in cu~pliance with the California
Envirur~ental Quality Act of 1970, ar~ further, tb~-~ Council hereby issues a
Negative Declaration.
SECTIC~ 3: The Rancho (~ City Cuuncil finds and concludes as
follows:
the pruposed district in terms of access, size, and cumpatibility with
existi~ l~d use in the surrmmxli~ area; and
b. The proOFed change would not have significant adverse
Plan; and
d. The amendment does not cunflict with the Land Use Policies
of the General Plan ar~ will ~k-ovide for develc[mmnt within the district in a
manner cu~sistent with the General Plan and with related develop; and

e. The proposed amendment is consistent with the objectives of
the Industrial Area Specific Plan, and the purposes of the district in whic~
the site is located; and
f. The proposed ~t is in compliance with each of the
applicable provisions of the ~ial Area Specific Plan; and
g. The proposed amendment will not be detrimental to the
public health, safety, or welfare or materially injurious to properties or
improvements in the vicinity; and
h. The proposed amerament will not be detrimental to the
objectives of the General Plan or the ~ial Area Specific Plan.
S~CTICN 4: The City Council of the City of Rancho Oacamorr3a hereby
approves Iraustrial Area Specific Plan Amendment No. 94-02, changing the
Primary Function and Special Consideration Section of Subarea 7 and am~
Table III-2 as attached.
SF3TION 5: The City Clerk shall certify to the adoption of this
Ordinance ar~ shall cause the same to be published within fifteen (15) days
after its passage at least ~nce in The Inland Vallev Daily Bulletin, a
newspaper of general circulation published'in the City of Rancho Oammonga,
California.

Primary Function: Subarea 7 occupies an area directly south of Foothill
Boulevard which represents an important land use edge between the City's
Industrial Area and a large master planned cummanity to the north. Foothill
Boulevard is the City's primary ccmmmrcial corridor and serves as a gateway to
the City. Along Foothill Boulevard, the intersections at HaM, Milliken, and
Rocbaster Avenues have been designated as activity centers to prcmote
concentrated activity and establish a unique design theme.
Special Consideration "Foothill Boulevard is a major arterial which is
projected to carry a significant volume of traffic. In order to limit
vehicular access problems, the minimlm parcel size requirement along Foothill
Boulevard is 2 acres and minimum parcel width is 200 feet.
For property within the bourrlaries of the Haven Avenue Overlay District, refer
to the Overlay District for a modified list of permitted land uses and special
development criteria.
The San Bernard/no County Law and Justice Center near the corner of Foothill
Boulev-~rd and Haven Avenue may include a detention facility if municipal court
facilities are provided.
On the east side of Haven Avenue north of Arrow Highway, Develo[~ent Code
provisions for the General C~m~ercial District shall apply to K Mart and the
adjoining northerly building. Development and use of satellite buildings in
the K Mart Center are subject to provisions of the Industial Are Specific
Plan.
At the southwest corner of Foothill Boulevard and Rochestar Avenue, adjoining
allowed in the Recreational Ccmm~rcial general plan land use category shall
be permitted within the planned 27-acre mixed use center.
To preserve and enhance the image of the ccmmunity, special considerations
shall be given to tba quality of site design, architecture, and landscaping of
all properties adjacent to the 1-15 Freeway. Attractive screening of
work, loading, storage areas, roof- and ground-mounted equipment frcm
significant freeway points of view shall be required.

LAND USE TYPE DEFINITIONS
AUIDMUITVE SERVICE COURT: An integrated cluster of related autc~otive service
activities, which typically include: gas stations; service stations, with or
without ancillary uses such as car washes and food marts; general a~ive
service and repair including mufflers, shocks, alignments, brakes, oil
changes, lubrications, tune-upe, smog checks, tire repair and replacement, and
transmissions; installation of air conditioning, car phones, stereos,
wira-~hields, and u~hols~; windshield tinting; sale of auto parts; and other
related services.
Auto Courts shall cc~ply with the following design criteria:
- Maximum Size: 4 acres.
- Maximum frontage along a major or secondary arterial street:
300 feet.
- No access to the site will be perremitted directly off any major
arterial.
- Service bays and pump islands shall be screened frce all major
and secondary arterials through a cumbination of berms,
landscaping, low walls, and building orientation.
- An appropriate combination of berms, l~ping, and
architectural elements shall be provided around the entire
perimeter of the site to minimize the impact of the auto court
uses from the existing and future surrounding uses.
- Outdoor storage of inoperative vehicles, parts, or equipraent is
prohibited.
- All signage shall be limited to signs approved under a Uniform
Sign Program.
