A. Recitals.
(i) On May 20, 1981, the City of Rancho Cucamonga approved the
enactment of the Victoria Planned C~a,,,~]nity through the adoption of Ordinance
No. 143.
(ii) On August 5, 1991, the City of Rancho Cucamonga filed an
application for Victoria Planned Community Amendment No. 91-03, Subarea F, as
described in the title of this Ordinance. Hereinafter in this Ordinance, the
subject Victoria Planned Oaa~LLUnity ~t is referred to as "the
application."
(iii) On October 9, 1991, the Planning C~a,,~dssion of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the application
and following the conclusion of said public hearing, adopted Resolution 91-156
rec~utendLng to the City Council that the application be approved.
(iv) On November 20, 1991, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing and concluded said hearing
prior to the adoption of this Ordinance.
(v) All legal prerequisites prior to the adoption of this Ordinance
have occurred.
NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby ordain follows:
1. This Council hereby specifically finds that all of the facts set
forth in the Recitals, Part A, of this Ordinance are true and correct.
2. Based upon substantial evidence presented to this Council during
the above-referenced public hearing on November 20, 1991, including written
and oral staff reports, together with public testimony, this Council hereby
specifically finds as follows:
(a) The application applies to 18 acres of land located on the
east side of Milliken Avenue between Victoria Park Lane and Kenyon Way and is
presently undeveloped. Said property is currently designated _Me~_ium Residen-
tial (8-14 dwelling units per acre); and

(b) The property to the north of the subject site, is designat-
ed Village C~m~mercial and is developed with a c~mmercial shopping center under
construction; the property to the south is designated Lc~-M~um Residential
(4-8 dwelling unite per acre) and is developed with single family residences;
the properties to the east are designat_~_~__ Low _-Me~_ium Residential (4-8 dwelling
unite per acre) and Park and are developed with single family residences and
the park site is vacant; and the property to the west is designated IE~-Medium
Residential (4-8 dwelling unite per acre) and Park and is developed with
single family reside; and
(c) Tnis amendment does not conflict with the Land Use Policies
of the General Plan and the Victoria Planned Oam~unity and will provide for
development, within the district, in a manner consistent with the General Plan
and with related development; and
(d) This amerament promotes the goals and objectives of the
Land Use Element; and
(e) The properties located in Subarea F of the application are
suitable for the uses permitted in the proposed district and are ccm~atible
with existing and adjacent land use designations as evidenced by the location
of properties with the same land use designations bordering the subject site
to the south, west and east;
(f) This amendment would not have a significant hnpact on the
environment nor on the surrounding properties as evidenced by the findings and
conclusions listed in Parts I and II of the Initial Study; and
3. This Council hereby finds that the project ba-~ been reviewed and
considered in ccepliance with the California Environmental Quality Act of 1970
and, further, this Council hereby issues a Negative Declaration.
4. Based upon the findings and conclusions set forth in paragra[~ls
1, 2, and 3 above, this Council hereby approves Victoria Planned C,a~.,,~tnity
Amendment 91-03, Subarea F, mner~ing the Victoria Planned Oam.unity Land Use
Map frown Medium Residential (8-14 dwelling units per acre) to Low-Medium
Residential (4-8 dwelling units per acre) for 18 acres of land located on the
east side of Milliken Avenue between Victoria Park Lane and Kenyon Way as
shown in Exhibit "A."
5. The Mayor shall sign this Ordinance and the City Clerk shall
cause the same to be published within 15 days after its passage at least once
in the Inland Valley Dailv Bulletin, a newspaper of general circulation
published in the City of Ontario, California, and circulated in the City of
Rancho Cucamonga, California.
