A. Recitals.
(i) On July 10, 1991, the Planning Commission of the City of Rancho
Cucamonga conducted a duly noticed public hearing with respect to the follow-
ing proposed amendment to Title 17 of the Rancho Cucamc~g~ Municipal Code
(hereinafter referred to as the "Development Code") regarding regulations for
property maintenance standards for multiple family dwellings within
residential districts of the City.
(ii) At the conclusion of said public hearing on July 10, 1991, the
Planning C~m~Hssion adopted its Resolution No. 91-100 thereby rec~ending
that this Council adopt the prc~Dosed Develc~eent Code amendmetes as set forth
inthisOrdinanceo
(iii) On November 6, 1991, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing with respect to the proposed
Development Code amendments as set forth herein and said hearing was concluded
prior to the adoption of this Ordinance.
(iv) All legal prerequisites prior to the adoption of this Ordinance
B. Ordinance.
NOW, THEREFORE, the City Council of the City of Rancho Cucamong~ does
hereby ordain as follows:
SECTION 1: That all of the facts set forth in the Recitals, Part A,
of this Ordinance are true and correct.
SECTION 2: Subsection 17.08.040-P is hereby added to the Development
Code of the City of Rancho Cucamonga to read, in words and figures, as
follows:
P. Property Maintenance. Property owners are responsible for the
continuous maintenance of all buildings, structures, yards, landscap-
ing, signs, parking areas, recreational facilities and other improve-
ments in a manner which does not detract from the appearanoe of the
surrounding area. In addition, Multiple Family Residential Develop-
ments subject to the Development/Design Review process shall maintain
site improvements in ompliance with all applicable conditions of
approval imposed by the Planning C~.~,~seion.

SECT/ON 3: Subsection 17.08.070-E is hereby added to the Development
Code of the City of Rancho Cucamonga to read, in words and figures, as
follows:
E. Multiple Family Dwellinq Maintenance-. The following maintenance
requirements shall be applicable to all Multiple Family Residential
Developments in addition to other general maintenance provisions of
this Code.
a. Shall not be permitted to deteriorate, or remain in an
unrepaired or dilapidated condition;
b. Building exteriors shall be maintained, painted or treated
to provide for weather protection;
c. Damage to structures shall be repaired within 30 days from
the date of occurrence;
d. Doors, fences, gates, and similar structures shall be kept
in proper operating condition, including their locking and
latching devices.
2. Landscaping, trees, shrubs, groundcover, and irrigation systems:
a. l and-~aped areas shall be kept free frcan weeds and d~h~is
and mainta]/Bd in a healthy thriving condition;
b. All plant materials shall receive regular maintenance,
including hut not limited to, fertilizing, mowing, and
c. Any d_a_~maged, dead, diseased, or decaying plant materials
shall be replaced within 30 days frc~ the date of damage;
d. Irrigation systems shall be kept in proper working order to
provide proper amounts of water and proper coverage; and
e. Iandscape screening materials, such as hedges, shall be
[=uned to maintain their screening ability.
a. Shall be kept clean and free of debris and items of
storage;
b. Paved surfaces shall be maintained free of potholes, broken
or raised sections, and other deterioration;
c. Outside lighting fixtures shall be kept in proper working
order; inoIP/~tive lights shall be repaired or replaced
within 30 days of damage or failure;

a. Shall be kept clean and the vicinity kept free of debris
and gates/doors shall be maintained in proper working
order;
b. Accumulation of refuse shall not be permitted to exceed the
capacity of the refuse containers;
5. Graffiti shall be removed within 72 baurs.
6. Recreational facilities, c~.t~n use areas, amenities, and other
sits improvements shall be maintained in a usable cc~rlition free
from deterioration;
7. Lighting shall be maintained in a usable condition free frc~
deterioration;
8. Conditions of Approval for a project, imposed in conjunction
with the Develo[m~_nt/Design Review process which set forth
rec~jre~ents for the develo[ment of the sits, shall also be
subject to ongoing maintenance requirements.
SECTION 4: Tnis Council finds that this amendment will not adversely
affect the environment and hereby issues a Negative Declaration.
SBETION 5: The City Council declares that, should any provision,
section, paragraph, sentence or word of this Ordinance be rendered or declared
invalid by any final court action in a court of cumpetent jurisdiction, or by
reason of any preemptive legislation, the remaining provisions, sections,
paragraphs, sentences, and words of this Ord/nance shall remain in full force
and effect.
SECTION 6: The Mayor shall sign this Ordinance and the City Clerk
shall cause the same to be published within 15 days after its passage at least
once in the Inland Valley Daily Bulletin, a newspaper of general circulation
published in the City of Ontario, California, and circulated in the City of
Rancho Cucamonga, California.
