THEREOF
A. Recitals.
(i) On July 6, 1983, the City Council of the City of Rancho
Cucamonga approved the enactment of the Regulatory ~-ovisions of the Etiwanda
Specific Plan through the adoption of Ord/nance No. 203.
(ii) On March 16, 1991, the City of Rancho Cucamonga filed an
application for Etiwanda Specific Plan Amendment No. 91-03 as described in the
title of this Ordinance. Hereinafter in this Ordinance, the subject EtiwaDda
Specific Plan Amendment is referred to as "the application."
(iii) On August 28, 1991, the Planning Ccm~ission of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the application
and recommended approval of the west portion of Subarea 6 by adoption of
Resolution No. 91-66A and also issued Resolution No. 91-65A recu~a~~ to
the City Council that the associated General Plan Amendment No. 91-02B, west
portion of Subarea 8, be approved.
(iv) On November 20, 1991, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing on the application.
(v) All legal prerequisites prior to the adoption of this Ordinance
Ordinance.
NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby ordain as follows:
1. Tnis Council hereby specifically finds that all of the facts set
forth in the Recitals, Part A, of this Ord/nance are true and correct.
2. Based upon substantial evidence presented to this Council during
the above-refer~ public hearing on November 20, 1991, including written
and oral staff reports, together with public testimony, this Council hereby
specifically finds as follows:

(a) Subare 6 of the application applies to approximately 20.34
acres of land bordered on the north by the Southern Pacific Railway, on the
east by the Ontario (I-15) Freew~y, on the south by existing Office/Profes-
sional designated land, and on the west by existing Low Medium Residential
designated land as shown on Exhibit "AI," and is presently underdeveloped with
two single family residences. Said properties are currently designated as
Medium Residential (8-14 dwelling unite per acre); and
(b) Tne property to the north of the subject site is designated
Low Medium Residential and is vacant. The property to the west is designated
freew~y and is developed with the Ontario (I-15) Freeway. The property to the
east is designated Low Medium Residential and is vacant. The property to the
south is designated Office/Professional and is vacant.
(c) This amendment does not conflict with the Land Use Policies
of the General Plan and of the Etiwanda Specific Plan and will provide for
development, within the district, in a manner consistent with the General Plan
and with related development, bat land use ~tibilities may result on the
east portion of Subarea 6 because this area is adjacent to significant
transportation facilities; and
(d) This amendment does prcmote the goals and objectives of the

mental to the adjacent properties and would not have a significant impact on
the environment nor on the surrounding properties, bat land use ino~pat~ili-
ties may result for the east portion of Subarea 6.
3. Based upon the substantial evidence presented to this Council
during the above-referenced public hearing and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Council hereby finds and
concludes as follows:
(a) That the properties located in the west portion of Subarea
6 of the application are suitable for the uses permitted in the proposed
district and are compatible with existing and surrounding land use designa-
tions as evidence~ by the site's being bordered on the north and west by the
same land use designation; and
(b) That the proposed amendment for the west portion of Subarea
6 would not have significant impacts on the environment nor on the surrcundir~
properties as evidenced by the findings and conclusions listed in Parts I and
II of the Initial Environmental Study and that the proposed designation for
the west portion of Subarea 6 would reduce the intensity of future residential
development on the subject properties; and
(c) That the proposed amendment for the west portion of Subarea
6 is in conformance with the General Plan and the Etiwar~__a Specific Plan by
promoting the retention of Etiwanda's rural atmosphere through reduced
residential densities.

4. This Council hereby finds that the project has been reviewed and
considered in compliance with the California Envirommntal Quality ~Et of 1970
and, further, this C~L~,dssion hereby authorizes the issuance of a Negative
Declaration for the west portion of Subarea 6.
5. Based upon the findings and conclusions set forth in paragraphs
1, 2, 3, and 4 above, this Council hereby resolves that on the 20th day of
November 1991, the City Council of the City of Rancho Cucamonga approves
Etiwanda Specific Plan Amendment No. 91-03, west portion of Subarea 6, amend-
ing the EtiwapH~ Specific Plan land Use Map from Medium Residential (8-14
dwelling unite per acre) to Low Medium Residential (4-8 dwelling unite per
acre) for approximately 10.00 acres of land as shown on Exhibit "Ai."
6. The Mayor shall sign this Ordinance and the City Clerk shall
cause the same to be published within 15 days after ite passage at least once
in the Inland Valley Daily Bulletin, a newspaper of general circulation
published in the City of Ontario, California, and circulated in the City of
Rancho Cucamonga, California.
