A. Recitals.
(i) On July 6, 1983, tba City Council of the City of Rancho
Cucamonga approved the enactment of the Regulatcry Provisicrs of the Etiwanda
Specific Plan throu~ the adoption of Ordinance No. 203.
(ii) On March 16, 1991, the City of Ranc~o Cucamonga filed an
application for Etiwar~ Specific Plan Amendment No. 91-03 as described in the
title of this Ordinance. Hereinafter in this Ordinance, the subject Etiwanda
Specific Plan ~ is referred to as "the application".
(iii) On May 22, and continued to May 29, 1991, the Planning
C~mnission of the City of Rand~ Cucamonga conducted duly noticed public
hearings on the application and follc~ing the conclusion of said public
hearings, adopted Resolution No. 91-60 rec~m, ending to tba City Council that
said application be approved and a Negative Declaration be certified.
(iv) On July 17, 1991, the City Council of the City of Rancho
Cucamonga held a duly noticed public hearing and concluded said hearing prior
to its adoption of this Ordinance.
(v) All legal prerequisites prior to the adoption of this Ordinance
B. Ordinance.
The City Council of the City of Rancho Cucammr3a does hereby ordain
as follows:
1. This Council hereby specifically finds that all of the facts set
forth in the Recitals, Part A, of this Ordinance are true and correct.
2. Based upon substantial evidence presented to this Council during
the above-referenced public hearing on July 17, 1991, including written and
oral staff reports, together with public testmy, this (IRmcil hereby
specifically finds as follows:

(a) The properties to the north of the subject site are
designated _Me~__ium and Low Medium Residential and are v~cant. The properties
to the west are designated Medium and Low _M~__ium Residential and are developed
with single family homes. The properties to the east are designated Low
Medium Residential, Flood Control/Utility Corridor, and Office (City of
Fontaria) and are under developed with single family homes. The properties to
the south are designated Medium Residential and are developed with a vacant
service statics, an existing, n~n-conforming market, and a single family home.
(b) This amendment does not conflict with the Land Use Policies
of the General Plan and of the Etiwa~_ Specific Plan and will provide for
development, within the district, in a manner consistent with the General Plan
and with related develo[mBnt; and
(c) Tnis amendment does promote the goals and objectives of the
Land Use Element; and
(d) That the properties located in Subarea 2 of the application
are suit~_ble for the uses permitted in the proposed district and are
compatible with existing and mmrourr~3~g land use designations as evidenced by
the site's being h3rdered on the north and west by the same land use
designation; and
(e) That the proposed amendment would not have significant
impacts on the environment nor on the surrounding properties as evidenced by
the firfLings and conclusions listed in Parts I and II of the Initial Study and
that the proposed designation would reduce the intensity of future residential
development on the subject properties; and
(f) That the proposed amendment is in conformance with the
General Plan and the EtiwaDaa_ Specific Plan by prcmoting the retention of
Etiwanda's rural atmosphere through reduced residential unit densities.
3. This Council hereby finds that the project ha-~ been reviewed and
considered in ccmpli~ with the California ~hvironmental Quality Act of 1970
and, further, this Cauncil hereby issues a Negative Declaration.
4. Based up3n the findings and conclusions set forth in paragra~r~s
1, 2, and 3 above, this Council hereby approves Etiwanda Specific Plan
~ No. 91-03, Subarea 2, amending the Etiwanda Specific Plan Tand Use
Map from Meiium Residential (8-14 dwelling unite per acre) to Low Medium
Residential (4-8 dwelling units per acre) designation with a Master Plan
requirement for ~tely 87.52 acres of land bordered on the north by
· Miller Avenue; on the east by East Avenue and a utility corridor; on the south
by the Foothill Boulevaz~ Specific Plan Boundary, whic~ is approximately 530
feet north of Foothill Boulevaz~; and on the west by Etiwanda Avenue, as shown
on Exh/bit "AI".

5. The Mayor shall sign this Ordinance and the City Clerk shall
cause the same to be published within 15 days after its passage at lease once
in tb~ Inland Valley Daily Bulletin, a newspaper of general circulation
published in the City of Ontario, California, and circulated in the City of
Rancho Cucamonga, California.
