AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RANCh0
~, CALIFORNIA, APP~OVING INDUSTRIAL AREA SPECIFIC
PLAN ~ 91-03, ESTABLISHING RBTa/TIONS FOR THE
INDOOR WHOL~4~LE/RETA]3L ~ USE, ~DDIFYING THE
DEFINITION OF EXTENSIVE IMPACT CC~q4~RCIAL USE, AND MAKING
FINDINGS IN SUPPOR~ THEREDF
The City Council of the City of Rancho Cucamonga does hereby ordain
as follc~s:
S~CTION 1: Part III, Table III-1 is hereby amended to read, in words
and figures, as shown in the attached Exh/bit "A" .
SECTION 2: Part III, Table III-2, land Use Type Definitions, Section
D is hereby added to read, in words and figures, as follows:
D. CC~MERCIAL USE TYPES
Indoor Wholesale/Retail Oa~ercia]: Activities
typically include, but are not limited to: retail,
wholesale, or discount sales. The types of
~usinesses exclusively involve multiple vendors
selling new goods in separate, permanent display
structures. Uses typically include, bat are not
limited to: discount outlets and indoor swap meets.
SECTION 3: Part III, Table III-2, Subsection D, land use type of
definition for Extensive Impact Oam~ercial is hereby amended to read, in words
and figures, as follows:
Extensive Impact C~u~ercial: Activities typically
include, but are not limited to: those which
produce or may produce a substantial impact upon the
surrou~ area. Uses typically include, bat are
not limited to: outdoor swap meets, amusement
parks, and drive-in movie theaters.
SECTION 4: Part III, Section IV - Subsection F.3, parking and
loading requirements, is hereby amended to add:
g. Indoor Wholesale/Retail Ccmu~ercial use: 1 space per
100 square feet. Alternatively, as part of the
conditional use permit review, the Planning
C~mdssion may allow 1 space per 150 square feet
subject to presentation of traffic and parking
studies.
SECTION 5: Part IV is hereby amended to add "Indoor Wholesale/Retail
Con~ercial" as a conditionally permitted use within Subareas 8-11 and 13-15.

is hereby added to read, in words and figures, as shown in the attached
Exhibit "B".
SECTION 7: This Council finds that this amendment will not adversely
affect the enviromnent and hereby issues a Negative Declaration.
SECTION 8: The City Council declares that, should any provision,
section, paragraph, sentence, or word of this Ordinance be rendered or
declared invalid by any final court action in a court of competent jurisdic-
tion, or by reason of any preemptive legislation; the remaining provisions,
sections, paragra~hs, sentences, and words of this Ordinance shall remain in
full force and effect.
SECTION 9: The Mayor shall sign this Ordinance and the City Clerk
shall cause the same to be published within fifteen (15) days after its
passage at least once in the Inland Valley Daily Bulletin, a newspa~ of
general circulation published in the City of Ontario, California, and
circulated in the City of Rancho Cucamonga, California.

EXHIBIT B
K. Indoor Wholesale/Retail Comercial Criteria: To ensure that
surrounding land uses are not negatively impacted, additional filing
requirements shall include a Site Management Plan and a Traffic
Impact Study as described below:
K. 1. Site Management Plan: Issues such as security and site
maintenance shall be addressed by the applicant to ensure
that adequate services are provided for clientele and
surrounding land uses. Items to be addressed within the Site
Management Plan are:
a. Trash collection and site maintenance
b. Security and safety control measures
c. Parking attendants and circulation directors
d. Graffiti removal and building maintenance
e. Personnel management
K.2. Traffic Impact Study: Because of the possible traffic
intensity related to the uses, a Traffic Impact Study shall
be submitted to the City Engineer addressing the following
items:
a. Trip generation
b. Traffic volume distribution
c. Access analysis
d. Internal circulation
e. Mitigation measures, if required by the analysis, shall
be shown.
