AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMDNGA, CALIFORNIA, APPROVING INDUSTRIAL AREA SPECIFIC
PLAN AM~qEMR~f 90-04 TO INCU3DE/~~/TRUCE REPAIR -
MAJOR AS A CONDI'IIci~s,T.T.Y P~ffTI~D USE WITHIN SUBAREA 15
AND SERVICE STATIONS AS A (ENDITIC~ATLY PE~41IT~D USE
A. Rscitals.
(i) On December 12, 1990, the Planning C~mmission of the City of
Rancho Cucamonga conducted a duly noticed public h~aring with respect to the
above-referenced ~ial Area Specific Plan Amendment. Following the
conclusion of said public hearing the Plamir~ C~Li~dssion adopted Resolution
No. 90-155, thereby rec~ending that the City Council adopt ~ial Area
Specific Plan Amendment 90-04.
(ii) On February 20, 1991, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing and concluded said hearing
prior to its adoption of this ordinance.
(iii) All legal prerequisites prior to the adoption of this
ordinance have occurred.
B. Ordinance.
The City Council of the City of Rancho Cucamonga ordains as follows:
SECTION 1: This Council hereby specifies and finds that all of the
facts set forth in the Recitals, Part A, of tb~ ordinance are true and
correct.
SECTION 2: This Council hereby finds and certifies that the project
has been reviewed and considered in compliance with the California Environ-
mental Quality Act of 1970, and further, this (buncil hereby issues a Negative
Declaration.
SECTION 3: Tne Rancho Cucamonga City Cc~ncil finds as follows:
(a) This amendment does not conflict with the rand Use Policies of
the General Plan and will provide for development within the district in a
manner consistent with the General Plan and with related development; and
(b) That the proposed amendment is consistent with the objectives of
the Industrial Area Specific Plan, and the purposes of the district in which
the sits is located; and
(c) That the proposed amendment is in compliance with each of the
applicable provisions of the Industrial Area Specific Plan; and

(d) That the proposed ame~ will not be detrimental to the
public health, safety, or welfare or materially injurious to properties or
improvements in the vicinity; and
(e) ~hat the proposed amendment will not be detrimental to the
objectives of the General Plan or the Industrial Area Specific Plan.
SECTION 4: That pursuant to Section 65850 to 65855 of the California
Govel~-~ent Code, that the City Omlncil of the City of Rancho OacanDnga does
hereby approve on the 20th day of FeX~ 1991, Industrial Area Specific Plan
Amendment 90-04 amendi~ Table III-1, Page IV-23 and Page IV-89 to read as
attached hereto as Exhibits A, B, and C, respectively.
SECTION 5: The Mayor shall sign t/kis Ordinance and the City Clerk
shall cause the same to be published within fifteen (15) days after its
passage at least ~nce in the Inland Valley Daily Bulletin, a newspaper of
general circulation published in the City of Ontario, California, and
circulated in the City of Rancho Cucamonga, California.

Thts subarea ts bounded on the north by Arrow
Route, on the east by Hellman Avenue, on the
south by eth Street, and on the est by Vtneyard
Avenue. Of the 155 acres tn the subarea,
approximately 60 acres are occupted by extsttng
Industrial uses, most of ~tch are served by
re11.

Prtmary Functton Thts area provtdes for the conttnuat]on and promotion
of the heaviest of Industrial users whtch ~ould by
nature be annoytrig to other less tntense Industrial
activities. Subareas located south of Arrow Route
extending to the project boundary 11mtts on the east
and approximately 600' north of 4th Street adjacent to
the Oevore Free~ay north of AT&$F tracks and along the
utility easelent south of ATiSF tracks. Thts area
contatns some of the Ctty's heartest Industrial uses
and along the southeast portton of thts area, outstde
the CIty Ltetts, ts the Katser Steel Plant.
Rail Service Functton Portions of the Subarea have lead/spur rat1 lines to
acco, eo<late Rat1 Service needs of Industrial uses. Zt
ts the C~ty's polfcy to encourage the development of
Rat1 Servtce facilities on parcels with strong rat1
development potential. Standards have been established
as a part of this Spectftc Plan (Part TZZ, Sectton
ZV.G) which require Rat1 Servtce development on all
