90-02, AM~]qDING ~ SPECIFIC PLAN SUBAREA 4, SECTION
9.8, TO ADD LANGUAGE REQUIRING ALL NEW DEVEIDPM~qTS TO
RESTORE AND/OR RECENSTRUCT I~0CK CURBING ALONG ETINANDA
AVENUE FROM FOOTHIIL BOULEVARD NORTH TO 24TH STREEt
(WILSON AVE~K/E), AND MAKING F/NDINGS IN SUPPORT THEREDF
A. Recitals.
(i) On December 12, 1990, the Planning Cammission of the City of
Rancho Cucamonga conducted a duly noticed public hearing with respect to the
above-referenced Foothill Specific Plan Amerament. Following the conclusion
of said public hearing, the Planning Commission adopted its Resolution 90-157.
(ii) On Fe~ 6, 1991, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing pursuant to Section 65864 of
the California Gov~t Code and concluded said hearing on that date.
(iii) All legal prerequisites prior to the adoption of this
Ordinance have occurred.
Ordinance.
NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby find, determine and ordain as follows:
SECTION 1: This Council hereby specifies and finds that all of the
facts set forth in the Recitals, Part A, of this Ordinance are true and
SECTION 2: Environmental
a. The City Council specifically finds and determines that a
Negative Declaration for this project has been prepared in ccmpliance with the
California Environmental Quality Act of 1970, as amended, and the guidelines
prc~algated thereunder; and further, this Cear~il finds and determines that,
based upon the findings set forth in paragraphs A and B and changes and
alterations which have been incorporated into and conditioned upon the
project, that no significant adverse environmental effects will occur.
b. Tne City Council finds that the facts supporting the above-
specified findings are contained in the Negative Declaration, the staff report
and exhibits, and the information was provided to this Council during the
public hearing.
S~.~2TION 3: Based upon substantial evidence presented to this Council
during the above reference public hearing on February 6, 1991, including
written and oral staff reports, together with public testimony, this Council
hereby specifically finds as follows:

a. The proposed amendment will not have a significant impact on
the environment as evidenced by the conclusions and findings of the Initial
Study Part I I.
b. The proposed amendment will promote and further implement
the goals and policies of the Foothill Specific Plan by helping to preserve
the unique historical characteristics of Etiwanda Avenue through the
restoration and/or reconstruction of the rock curbs.
c. The proposed amendment is consistent with the goals and
objectives of the Co~uunity Design Element of the General Plan.
d. The proposed amendment will not be materially injurious or
detrimental to adjacent properties.
SECTION 4: The Foothill Specific Plan, Subarea 4, Section 9.8, is
hereby amended to add language requiring all new developments to restore
and/or reconstruct rock curbing along Etiw~nda Avenue from Foothill Boulevard
north to 24th Street (Wilson Avenue), as shown in the attached Exhibit "1".
SECTION 5: The Mayor shall sign this Ordinance and the City Clerk
shall cause the same to be published within 15 days after its passage at least
once in the Inland Valley Daily Bulletin, a newspaper of general circulation
published in the City of Ontario, California and circulated in the City of
Rancho Cucamonga.
PASSED, APPROVED, and ADOPTED this 20th day of February, 1991.

California, do hereby certify that the foregoing Ordinance was introduced at a
regular meeting of the Council of the City of Rancho Cucamonga held on the 6th
day of Fe__hruary, 1991, and was finally passed at a regular meeting of the City
Council of the City of Rancho Cucamonga held on the 20th day of February,
1991.
