NEW BUSINESS A. ENVIRONMENTAL IMPACT REPORT (EIR) DRC2004-01048 FOR ANNEXATION DRC2005-00602, DEVELOPMENT DISTRICT AMENDMENT DRC2005-00477, DEVELOPMENT AGREEMENT DRC2005-00629, GENERAL PLAN AMENDMENT DRC2006-00030, SPECIFIC PLAN DRC2008-00940 AND TENTATIVE TRACT MAP SUBTT16925 - MILLER DEVELOPMENT CO. —A review of the trail plans fora section of the Almond Trail and the Regional Trail for the Carrari Ranch project (the proposed subdivision of approximately 74 acres for 110 single-family lots), generally located north of the City boundary, north of Delphin Place and west of Archibald Avenue in the City's Sphere-of-Influence. Staff Planner: Candyce Burnett, Senior Planner Committee Action: Continued to an unspecified future date(at Applicant's request)to revise plans consistent with TAC Comments as expressed by the committee members regarding the following concerns: 1. Applicant is reviewing the Culvert design and will revise the plans accordingly. 2. Clarify the crossing at Almond Avenue and Gooseneck Road. This crossing is addressed in the Specific Plan but should be represented on the Trail plans. 3. Expand the trail easement to the full 20 feet on the north/south Almond Trail section and provide a separate(no overlay)26-foot easement for the secondary access road and amend plans to reflect the full width. 4. Concern with the substandard width of the on-site Regional Trail and the potential to have up to 11 driveway crossings. Consider narrowing driveway approaches, creating a signage program, other amenities including tie up area/rest areas, and utilizing a different pavement treatment within these driveway crossings. Show dedication but improvements only within the existing disturbed areas for the Regional Trail from the proposed tract boundary to the property line of the current ownership area. B. DRC2009-00839 ANNUAL TRAIL PRIORITIES REVIEW FOR 2010-CITYWIDE Staff Planner: Larry Henderson, Principal Planner; Jerry Dyer, Sr. Civil Engineer Committee Action: Recommended Approved as presented to forward to the Planning Commission and Parks and Recreation. III. PUBLIC COMMUNICATION: None This is the time and place for the general public to address the Trails Advisory Committee.
