Action: Approved as submitted provided that the applicant obtain an access easement
from the neighboring properly owner to extend a required equestrian trail to Etiwanda
Avenue prior to the recordation of the parcel map.

A. TRAIL IMPROVEMENT PLANS FOR TENTATIVE PARCEL MAP SUBTPM19043 —
HUGO LEPE - A request to subdivide a property of 2.43-acres into two (2) parcels in the
Estates Residential District, located on the north side of Amber Lane approximately
370 feet west from the centerline of Etiwanda Avenue - APN: 0225-111-37.
SITE CHARACTERISTICS: The project site is in the Etiwanda Specific Plan District. The
2.43-acre site is located on the north side of Amber Lane, west of Etiwanda Avenue. The
parcel is generally square in shape with overall dimensions of approximately 320 feet
from east-to-west and approximately 330 feet from north-to-south. The grade difference
between the north and south property lines is approximately 15 feet. The lots to the north
are zoned Very Low Residential and the lot to the south is zoned Estate Residential, and
is developed with a school.
BACKGROUND: The applicant proposes a 15-foot equestrian trail that will run along the
north property line of the proposed subdivision. The proposed trail will provide the future
homeowners access and use of an equestrian trail and other connecting trails, which
otherwise would not be possible without constructing a private equestrian trail within the
properties of the proposed subdivision.
The Equestrian Overlay Plan requires that equestrian trails and/or feeders be provided on
all lots. The housing tract to the north has developed a 15-foot wide trail along their
southern property line. The applicant has requested use from the residents (that reside in
the tract) of the existing trail and was unable to secure consent from all of the property
owners. The applicant proposes constructing a new 15-foot wide trail directly adjacent to
the existing trail to meet the trail requirement.
ANALYSIS: The proposed subdivision is located in the Estate Residential District within
the Equestrian Overlay District, which requires the development of equestrian trail (private
equestrian easements). The average lot size for the proposed project is 48,000 square
feet, which exceeds the Development Code requirement of 20,000 square feet to keep
horses on the property. Furthermore, the horse corral areas are at the minimum of
70 feet from the nearest dwelling unit as required by the Development Code.
In order to ensure that the full width of the trail is provided, the existing chain link fence
will be removed. The proposed horse trail will traverse eastward through an adjacent lot,
APN: 0225-111-36 and connect at Etiwanda Avenue. The property owner of the
aforesaid parcel is Mr. Robert Lee. Mr. Lee and Mr. Lepe are in agreement to draft and
record a reciprocal agreement.for right-of-use of the proposed equestrian easements of
both properties.
Staff Comments: Staff feels that the proposed subdivision will be well integrated into the
overall design of the existing surrounding lots.

Staff Recommendation: Staff recommends that the Trail Advisory Committee approve the
project.

Subject: DISCUSSION OF POTENTIAL TRAILHEAD NAMES FOR THE TRAILHEAD, LOCATED
AT FOOTHILL BOULEVARD BETWEEN VINEYARD AVENUE AND GROVE AVENUE.
The Pacific Electric Inland Empire Trail Master Plan envisioned a trailhead to be constructed nearby at
the Rains House. However, the proposed site located at the junction of Route 66 and the old Pacific
Electric Railroad, turned out to be a more optimal location. It has the size to accommodate vehicle
parking, equestrian parking, a restroom, connection to several historic points of interests, etc. Other
improvements include a picnic table, benches, several connections to the Pacific Electric Trail, and
drinking fountains for humans, dogs and horses.
At present, this trailhead site is referred to as the "Route 66 Historic Point of Interest." Staff is seeking a
recommendation for an official name for this trailhead:
After some discussion, staff is suggesting that the trailhead be named after "Uncle Billy" Rubottom who
owned and operated a stage coach stop on Foothill Boulevard in Rancho Cucamonga before 1850. It is
now the site of present day Sycamore Inn. This was also known as the Butterfield Trail in the 1840s.
The Sycamore Inn site actually had three restaurant establishments that had come and gone before the
present-day Sycamore Inn building in use today. The Trailside Inn on the property was called the
Mountain View House and was operated by William "Uncle Billy" Rubottom, a good friend of John and
Maria Merced de Rains (Light Over The Mountain, Clucas, 1991). He was known for the Inn's warm
hospitality and the famous corn dodgers, buttermilk, and fried chicken. Later his stagecoach stop
became a favorite meeting place for Southern Sympathizers during the Civil War.
Therefore, staff created a list of potential names for the new trailhead based on this history of the area:
• Uncle Billy Rubottom's Rest Stop
• Uncle Billy Rubottom's Rail Way
Uncle Billy Rubottom's Butterfield Stagecoach Stop
• Uncle Billy Rubottom's Roadside Rest Stop
• Rubottom's Trailhead Rest Stop
Additionally, since this is the location of major transportation crossings such as the Pacific Electric Trail,
Old Route 66, Stagecoach Stop, and Bear Gulch Site, other potential names for discussion are:
• Original Route 66 Stop
• Red Hill Rest Stop
• The Pacific Electric Trailhead Stop/Rest Station
• The Pacific Electric Rail Way Stop
• "Arroyo Los Osos" aka Bear Gulch Stop
• Butterfield Trail Rest Stop
