Engineering Plans for Trail Section from Amethyst Avenue to Hellman Avenue (Continued from the November 12, 2008, meeting.) ACTION: Romeo David, Associate Engineer, and Jerry Dyer, Senior Civil Engineer for the City of Rancho Cucamonga, presented an alternative Banyan Trail improvement. The residents of the adjacent single-family lots suggested to build the Trail adjacent lot to the street side condition and connect to the local feeder trail that runs behind the front on lots. Several residents attended the meeting, asked questions, and offered additional enhancement recommendations. Only one resident spoke in opposition and generally indicated that any trail improvements would not be acceptable from a need stand point. Committee members recommended Engineering move forward with the alternative suggested by the residents with the following enhancements: • Install(2)City Standard vehicle control gates with step through at the Community/local Feed Trail connections on Layton Street and Banyan Avenue (Near Hellman Avenue). • Work with the property owners on any grade difference design issues. • Replace the existing chain link fence adjacent to Banyan Avenue on the lot at the south west corner of Banyan Street and Amethyst Avenues instead of a separate retaining wall and PVC fence on the inside of the Trail. • Use any budgeted Trail savings to construct a temporary AC path on the south side of Banyan Street west of Hellman and to replace and enhance the sidewalk and parkway on the south side of Banyan Avenue between Hellman and Amethyst Avenues. The proposed trail improvements will consist of removing the existing landscaping (including trees, shrubs, and irrigations) grading and installation of decomposed granite and installation of a two rail (36 inch tall) PVC fence within the public street right of way. The Engineering staff held a neighborhood meeting last December 11, 2008, to obtain feed back from the residents that are being affected with the proposed Community Trail. All of the fronts on property owners oppose the proposed trail because they believe installation of the trail fencing does not allow adequate sight distance to exit their private driveways, and feel it is a safety issue. Cost and the removing the mature trees were thought to perhaps interfere with the existing septic tanks and leach lines. Attached are the comments from the residents for further consideration. The residents have been notified of the January 14, 2009, Trails Advisory Committee meeting. An alternative map to construct the trail on the side on properties only is also attached. Enclosed are 8 sets of plans and cost estimate for your review. There are a lot of reasons why this is a bad idea but three come to mind immediately. 1. We rely on our elected officials to spend taxpayer money wisely. This seems like an incredible waste of money at the worst possible time, when cities and states are struggling with budget shortfalls. There are almost no horses in the area and the existing horse trails behind our properties are never used by horses. Why spend so much money on a project that provides so little practical utility? 2. The trees along Banyan Street provide both beauty and shade during the hot summer months as well as hiding the power lines. These trees would be torn out in favor of vinyl and gravel. This,is not an improvement. The south side of Banyan is available and undeveloped and presently just a place for weeds to thrive. So if there must be a horse trail why not use the south side of Banyan? 3. Using the north side of Banyan would require creating many openings in the trail for driveway access. Banyan can be a very busy street and having horses in close proximity to street traffic is an accident waiting to happen. Horses are beautiful but unpredictable animals who could bolt into traffic when least expected. Lawyers love to sue deep pockets so get ready for the lawsuits (assuming there actually were horses).
