May is just around the corner and the City
of Rancho Cucamonga Community Services
Department (CSD) is currently working with
the local American Legion and Veterans of
Foreign Wars (VFW) posts to organize the
City’s annual Memorial Day ceremony. While
the response to this event has been positive
over the years, the CSD Special Events
division plans to revamp the 2019 version
and make each element as meaningful and
accurate as possible.
Event organizers started by reaching out
to American Legion Post #835 and VFW
Post #8680 to secure their participation
and gather their input on the ceremony.
Organizers then developed the program for
the upcoming May event. This collaborative
effort ensures that attendees will again enjoy
a ceremony that honors all who have made
the ultimate sacrifice for our country. The
City is extremely grateful to partner with
both the American Legion and the VFW.
Their willingness to apply their extensive
knowledge and experience to the planning
of this event is invaluable.

Have We Talked Lately?
Hopefully this title caught your eye. And inspired you to read on
for a few minutes more, if nothing else, out of curiosity. But humor
aside, communication is a serious issue. With the Internet, and
the rise of social media and decline of traditional media, we are
simultaneously bombarded by more pieces of information than ever
before. Yet with this information, we struggle to find the time to tell
real from exaggerated, digest it all in a meaningful way, and then
analyze what it means for our lives and the lives of those around us.
So, while we have access to more information on our phone than
ever before, we are at the same time strangely out of touch with what
is happening all around us.
Let’s review the key elements of communication. The initial sender
encodes or creates the information and selects a channel of
communication by which to send the message. The receiver receives,
reads/listens, and decodes the message. Finally, the receiver may
provide feedback to the sender on the information.
Community participation is a value prized by the City Council, and
a key goal for City staff, and the recent Etiwanda Heights outreach is
a great example. Community dialogue and engagement was used
to create a new vision for the Etiwanda Heights Neighborhood and
Conservation Plan. We utilized community workshops, newspaper
articles, surveys, questionnaires, mailings, social media postings and
more. Despite all of those channels of information and over a year
of work, the City still receives feedback that people are unaware
or confused about what is happening, often repeating early
misinformation that has long since been discredited and moved past.
Why? Once the sender (City) selects a channel of communication
and sends the information, if the receiver (resident) is not tuned into
that channel at that moment, then the message may not be received.
With more channels than ever before, the likelihood that any one
individual is listening to any given channel at a given time is, in many
ways, smaller than ever. This makes effective real time communication
more challenging than ever before.
To that end, the City is merging its communication staffing in different
departments into a unified team. Different departments and different
assignments, but one unified team to help with messaging. We are
expanding our methods and tools to help keep our eyes/ears on
formal and informal social media channels to get a better pulse for
what is being discussed by our community members. Once we have
an idea of what topics are trending, staff will develop short videos,
Instagram stories, targeted media outreach, infographics and other
new communication channels to help reach all our residents from
age 8 to 89, no matter what their preferred medium.
Hopefully, the next time you read “Have we talked lately?” the first
answer that will jump to mind is “Absolutely.”

Enriching our community through
outreach and empowerment.
The RC Family Resource Center focuses on
fostering human development and supporting
the physical, psychological, sociological,
and recreational needs of all community
members. It is a place where children, adults,
and families from all walks of life can connect
to the resources they need.
The nonprofit and faith-based organizations
that program the Center strive to provide a
place where individuals can find services,
neighborhood youth can participate in
educational and recreational programs,
and community members can call to ask
a question. It is a place that has not only
enriched the lives of many individuals, but
has also enhanced the whole community by
providing leadership for agencies partnering
to provide much needed services and
assistance to the public. Hundreds, even
thousands, of individuals currently utilize the
Resource Center every month for basic social
service needs. All programs are FREE unless
otherwise stated.
The RC Family Resource Center is also an
ideal rental space for meetings, banquets,
churches and small parties. This multi-use
facility features several on-site amenities and
holds various size rooms with space for up to
200 guests, available daily with affordable

FitSpo: Fitness & Sports Expo
Get fit and have fun at the brand new FitSpo: Fitness and Sports Expo.
The Community Services Department (CSD) is excited to announce the newest community
event, FitSpo: Fitness and Sports Expo. The event is part of a larger effort to develop more
ways to encourage the residents of Rancho Cucamonga to get out and be active. Join our
CSD team at the Expo and celebrate National Physical Fitness and Sports Month this May.
Do you live an active lifestyle? Do you always want to get in shape, but it just never seems to
be the right time? Maybe you want to start eating healthier, but you aren’t sure how to make
sense of all the available options. No matter your answer(s), this event is the perfect way to
either get on the path to a healthier version of yourself or increase your access to knowledge
and resources that can enhance your workouts and eating habits.
The Expo will take place on May 4th at the Epicenter and feature interactive booths from the
Rancho Cucamonga fitness and health community. The event kicks off at 9:00 am and will
include fitness and health demos in the grass area outside of LoanMart field, and a vendor
fair featuring local groups aimed at
creating a “Healthy RC.” Instead of
just receiving a pamphlet for a gym
membership, this event will be hands-
on, with groups offering real-time
training techniques, exercise routines
and tips right there on the spot.
Don’t miss the exciting cooking
demonstrations from local plant-based
food organizations, and of course
samples to try! There will even be a mini
farmer’s market where attendees can
pick up healthy food to take home and
practice the preparation skills learned
at FitSpo. 3

The Compassionate
Community initiative
launched by the City
of Rancho Cucamonga and Healthy RC in
2017 continues to inspire residents to make a
difference in their community. Whether a project
is big or small, the effort of sharing compassion
and promoting acts of kindness ultimately leads
to a more healthy, sustainable, and resilient
community.
Acting on Compassion
Compassionate Community members are
working to promote neighborhood cohesion
through the new Little Free Library installation at
Los Amigos Park. A Little Free Library is a “take
a book, return a book” exchange. They come in
many shapes and sizes, but the most common
version is a small wooden box of books. Anyone
may take a book or leave a book to share. Little
Free Library book exchanges have a unique,
personal touch. There is an understanding that
real people are sharing their favorite books with
their community and serving as a catalyst for
improving reading motivation and deepening

You can get involved in creating a welcoming
and unifying environment for everyone. Take
action and share your story by tagging us on

Healthy RC Steering Committee Dedicated residents, local businesses, non-profit
agencies, City and County staff, hospitals, and community groups work together to
develop action plans, events, programs, policies, and teams that focus on the eight
community health priorities identified by our residents. Meetings are held on the fourth
Tuesday of the month from 10:00 a.m. - 1:00 p.m. at Central Park, Creative Corner Room.
Mental Health Subcommittee Develops strategies and initiatives to destigmatize
mental health and direct resources available through mental health campaigns and
symposiums. Meetings are held on the second Tuesday of the month at City Hall,
TriCommunities Room and the fourth Tuesdays of the month at Central Park, Creative
Corner Room from 12:00-1:00 p.m.
Evaluation Subcommittee Coordinates and integrates evaluation activities to track
Healthy RC’s progress over time by identifying, prioritizing, and monitoring health
outcomes. Meetings are held on the fourth Thursday of the month from 12:00-1:30 p.m.
at City Hall.
Community Champions Provides leadership training and fosters civic engagement
among Latino residents while developing and implementing policies and programs to
address health priorities. Meetings are held on the first and third Tuesday of the month
from 6:00-7:30 p.m. at the RC Family Resource Center.
Youth Leaders Empowers middle and high school students to represent their peers and
take action to promote a healthier community. Applications for Youth Leaders will be
available at HealthyRC.com. Deadline is August 1, 2019.

Healthy RC Celebrates with High School Teens at 2nd Annual Teen Summit
Local teens maintain commitment to address difficult topics in their
community.
The City of Rancho Cucamonga and Healthy
RC organized the second annual Teen Summit
on March 27th to empower teens to make a
difference and become catalysts for positive
change in their home, school, and community.
Realizing that teen voices are unique and their
ideas matter, the goal was to host a specific
event targeted to them.
Teens in attendance engaged in meaningful conversations about day-to-day issues and
shared challenges they face as individuals, on campus, and in the community. The event
provided teens with a safe space to openly discuss difficult topics such as mental health,
violence, and social isolation. Mental health professionals were available throughout the event
to provide support to those who needed it. Teens also discussed goals, celebrated diversity,
and strategized ways to break down stereotypes. Other activities included a keynote speaker,
panel discussion, graphic recorder, and a photo booth. More than 130 teens from various
high schools including Los Osos, Alta Loma, Rancho Cucamonga, and Etiwanda attended the
event.
Thank you to all the volunteers and partners from the Healthy RC Steering Committee,
Community Services Department, Public Works, Central Park Staff, panelists, and mental

Healthy RC are partnering to increase
beverage container recycling with a special
ticket promotion on Recycle Tuesdays.
Baseball fans can receive one club level ticket

Youth Say, “It’s Okay to Air
Your Dirty Laundry”
Celebrate National Mental Health Awareness Month
Join Healthy RC and communities nationwide this May to celebrate National Mental Health
Awareness Month. Healthy RC Youth Leaders believe “It’s Okay to Air Your Dirty Laundry”
and shed light on mental health awareness for the entire community. These empowered middle
and high school volunteers scripted, filmed, and created a brief public service announcement
for the statewide Directing Change Film Competition. Their 60-second video is inspired by
the cultural barriers and mental health stigma associated with the term “don’t air your dirty
laundry” which translates to “La ropa sucia se lava en casa” in Spanish. The message of the
film aims to inspire teens to make a difference and openly share mental health issues with a
friend or to call the suicide hotline 1-800-273-8255. This video is part of Healthy RC’s broader
Your Mind Matters campaign and strategy to promote breaking mental health stigmas and
bringing accessible, culturally appropriate mental health resources to the community. If you are

Local Teens Learn Just How Much Can
Change “Every 15 Minutes”
Mock event teaches students the impacts of drunk driving.
The Rancho Cucamonga Police Department’s popular Every 15 Minutes Program teaches
students and their families the consequences of driving drunk, including what happens to
someone who dies in an alcohol-related accident and how it impacts the family. Students
at our local high schools experience these horrific incidents first-hand through simulations
that put them in both the drunk driver’s seat and the victim’s.
Every year, the Police Department partners with a host school to put on a three-day event
that includes a mock accident, booking of a suspect, and an overnight stay at a hotel to
demonstrate their absence at home and the impact on their family. This year on March
12th, 13th, and 14th, the Police Department selected 17 students from Rancho Cucamonga
High School.
Day One Students rode adult trikes
through an obstacle course while wearing
DUI goggles to simulate driving impaired.
Although it was a cheery atmosphere, the
students were unable to get through the
course without “crashing.”
Day Two The grim reaper removed
participating students from their
classroom, one at a time, every 15
minutes. Simultaneously, officers set up
a mock accident with damaged cars,
injured students, Rancho Cucamonga
Fire Department rescue, ambulances, an
airlift and other affected pedestrians. The
rest of the high school juniors and seniors
gathered to witness the mock accident.
Whether they take it seriously or not, their
faces prove there is an impact. The tears,
hugs, nervous laughs, and grins all serve
to prove this program and others like it are
making a difference. In fact, the national
average for alcohol-related deaths
incident is now every 51 minutes.
Day Three The students and their families
attended a memorial service where guest
speaker, Josh Jahn, told his story. On
November 6, 2008, as his wife Mandy
and two children, Ryan and Kaitlyn, were
driving home, a drunk driver struck their
vehicle and killed all three. Josh’s story tells
of love, sadness, anger, and eventually
healing. A parent and student also read
farewell letters to each other, which
inspired a heartfelt reunion.
The Every 15 Minutes Program is funded by the California Highway Patrol, supplemented
by the City of Rancho Cucamonga, and facilitated with the help of the County jail, the
coroner’s office, and the courts. The Rancho Cucamonga Police Department encourages
everyone to avoid catastrophic and irreversible consequences by never drinking and
driving.
There’s a Lot to Learn from BERT
(Business Emergency Response Team)
Learn to protect your business, your
employees, and yourself.
Rancho Cucamonga’s Fire Protection District
now offers the Business Emergency Resiliency
Training (BERT) program. This unique offering is
specific to local businesses and draws inspiration
from the success of the Community Emergency
Response Team’s (CERT) training for individuals
and families.
The six-course BERT curriculum prepares
businesses and employees for all stages of
an emergency, especially recovery. Program
classes are free and offered every other month
throughout the year.
Each session is available as a stand-alone
preparedness course and the entire series offers
comprehensive training in: disaster business
operations, employee preparedness, fire safety,
emergency planning, exercise planning, and
crime awareness. Local businesses that complete
all six courses and fulfill additional requirements
earn City recognition at a City Council meeting,
including an official ReadyRC designation.
The BERT program is a massive success
with approximately 375 businesses and their
employees having received the training since
2015. Your participation in the program will
have a positive impact in building community
preparedness and resiliency as businesses can
help each other in a time of disaster. If you are

Make Homes Healthy
and Safe
Home health and safety are in your
hands.
Keep your home healthy and safe by
properly disposing of unused household toxic
substances like cleaners, paint, used motor
oil, and electronics at the City’s Household
Hazardous Waste Collection Facility. The
collection facility is located at 8794 Lion
Street off 9th Street between Vineyard and
Hellman Avenue and open on Saturdays
from 8:00 a.m. to noon. The HHW collection
facility will be closed on May 25th and
July 6th.
It is illegal to abandon hazardous substances
outside the facility when it is closed. Residents
can also use any of the other participating
HHW collection facilities in the county when
the Rancho Cucamonga facility is closed.

The facility only accepts waste from residents
of Rancho Cucamonga or San Bernardino
County. There is a 15-gallon, or 125-pound,
limit per trip. Waste must be in containers no
larger than five gallons. Business waste is not
accepted. Call the Environmental Programs

list of acceptable items, transportation
guidelines, and holiday closure information.
Pavement Rehabilitation Projects
Improving the driveability of our roadways.
The Engineering Capital Improvement division is planning a series of asphalt pavement
rehabilitation projects as part of the City of Rancho Cucamonga‘s effort to provide a top-
quality roadway system. This project will place more than 9,000 tons of asphalt rubber hot
mix along roads – which is enough to cover over 22 football fields at more than an inch
thick. Look for crews working along the following roadways this summer:
•Foothill Boulevard, from Haven Avenue to Milliken Avenue
•Hermosa Avenue, from Arrow Route to Foothill Boulevard
•Haven Avenue, from Church Street to Base Line Road
Did you know Foothill Boulevard carries approximately 30,700 vehicles per day, Haven
Avenue carries approximately 32,700, and Hermosa Avenue carries approximately
12,600? The heavy use of these roadways causes the pavement to deteriorate overtime,
thus requiring overlay resurfacing. Asphalt overlay will extend the life of the roadway
pavement and improve driveability. Residents are encouraged to drive safely this summer
and anticipate any road repair in these areas.

Electric Vehicle (EV) Readiness Plan
Accelerating Electric Vehicle infrastructure in Rancho Cucamonga.
The City of Rancho Cucamonga is in the process of
developing an Electric Vehicle (EV) Readiness Plan
(Plan). The Plan will be a comprehensive outline of electric
vehicle readiness strategies, particularly for workforce
and multi-family locations, in Rancho Cucamonga. It
will also support regional collaboration for reducing
emissions through the adoption of electric vehicles
and infrastructure. The City’s Healthy RC Program will
implement the project and conduct surveys to solicit
community input. The City was previously awarded the
“Plug-In Vehicle (PEV) Ready” Community designation
by the Southern California Council of Governments and
Southern California Edison. Through the Healthy RC
Initiative, those efforts continue through strategic planning
and community input.
The City’s Sustainable Community Action Plan, passed in April 2017, serves as roadmap for
sustainability efforts. Healthy RC strives towards a greener, cleaner Rancho Cucamonga by
adopting policies and implementing programs and strategies that advance environmental

Family Fun
All Summer Long
Enjoy the sights, sounds, and
sensations of a summer full of fun!
The City of Rancho Cucamonga invites you to
join us this summer for a collection of events the
entire family will enjoy! With summer rapidly
approaching, mark your calendar now with
these fun-filled events. Beginning on June 27th,
every Thursday night from 7:00 p.m. until 9:00
p.m. we will be hosting our annual Concerts in
the Park series at Red Hill Community Park.
This series is set to become the longest in recent
years, as six bands of various genres will play on
Thursday nights all the way through August 8th.
Another exciting new addition is a beer garden
for adults 21 and over to enjoy while listening
to the music. The entire family can enjoy food
vendors and the much-anticipated weekly mid-
show raffle!
Following the initial concert on June 27th, we will take the next week off from concerts to celebrate
our nation’s birthday with our annual 4th of July Fireworks Spectacular at LoanMart Field. Just because
we are taking the week off doesn’t mean we are taking a week off from live music. This year’s event will
feature a live band in addition to other entertainment and activities. Following the fun, the firework show
will begin at 9:00 p.m., so be sure to purchase tickets for the entire family and join us as we celebrate
the 4th of July!
Also, be sure to catch us at various parks across the community for the Summer Movies in the Park series.
The series begins July 8th and runs through August 8th. Los Amigos Park plays host on Mondays, Chaffey
Town Square at Victoria Gardens on Tuesdays, and Red Hill Community Park on Fridays. Each movie
night is themed for kids and includes pre-show games and activities and a raffle with multiple prizes. The
movie begins once it is dark enough for audiences to see the screen. The lineup for this summer includes:
Captain Marvel, Spider-Man into the Spider-Verse, Incredibles 2, and Christopher Robin.

Star Wars Day
Celebrate the 12th annual Rancho Cucamonga Public Star Wars
Day on Saturday, May 25th. This intergalactic event is now the
largest annual Star Wars event held at a public library on the West
Coast and draws nearly 3,000 attendees each year. Highlights for

library! This year’s Summer Reading
Program theme is “It’s Showtime at
Your Library!” Your local library
invites readers of all ages to
embrace their inner performer
through reading from June 3rd to
July 21st. Check out spotlights on
amazing materials such as classic
plays, movies, poetry, and more as
you channel your own artistic spirit.
You can also enjoy free
special summer programming
and performances aimed at
encouraging community learning
while promoting reading and
literacy. The whole family will enjoy
stories, music, magic, juggling, and
more.
