Page 2 of 2 TRAILS ADVISORY COMMITTEE COMMENTS 6:00 p.m. Tabe van der Zwaag April 12, 2017 ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT20042 — NEWLAND HOMES -A request to subdivide 18.2 acres of land into 26 lots for the purpose of developing 26 single-family residences for a site located on the east side of Carnelian Street and north of Hillside Road in the Very Low (VL) District (.1 —2 Dwelling Units per Acre) and within the Hillside Overlay District. APN: 1061-261-01. Related records: Hillside Design Review DRC2016-00377, Variance DRC2016-00748, Variance DRC2017-00014 and Tree Removal Permit DRC2016-00376. Staff has prepared a Mitigated Negative Declaration of environmental impacts for consideration. Prosect Overview: The project site is a mostly vacant property of 18.2 acres located at the northeast corner of Carnelian Street and Cherry Lane, about 665 feet north of Hillside Road. The project site is generally rectangular in shape with dimensions of about 663 feet (north-south) by 1,324 feet (east-west). The site has street frontage along Carnelian Street of about 334 feet. The project site and all surrounding properties are within the Very Low (VL) Residential District, the Hillside Overlay and the Equestrian Overlay The applicant is requesting to subdivide the property into 26 residential lots. The proposed subdivision will have private internal streets with access from Carnelian Street through a gated entrance. The subdivision also includes 11 lettered lots (Lots A- K) for private areas that will be maintained by a homeowners association. The homeowner's association will also maintain the internal private equestrian trails. Within the project site is a single-family residence that was constructed in the 1980s and a number of outbuildings used for storage. These structures will be demolished as part of the project. The site is covered by non-native grasses, ornamental vegetation, and numerous trees, including seven (7) heritage trees (to be removed as part of the project). It drains generally from north to south with a grade change of approximately 50 feet from the north to south property lines. A significant characteristic of the site are three (3) ephemeral streams and disturbed habitat. The General Biological Assessment and Jurisdictional Delineation prepared for the project determined that two (2) of the ephemeral streams meet the criteria to be classified by the Army Corps of Engineers as Waters of the United States (WUS) and must be protected in place. The third stream has been determined to not meet the Waters of the United States (WUS) criteria. The seasonal rains carried by this ephemeral stream will be directed to a new underground drainage facility to an existing spillway located on the property to the south. The presence of the 2 ephemeral streams results in six (6) oddly-shaped lots (Lots #5, #6, #16, #24, #25 and #26). Additionally, the width of the project site, which dictates the street alignment, creates 5 lots (Lots #11 —#15) at the center of the project site that do not adhere to the 200-foot minimum lot depth requirement. These 5 lots have a lot depth of approximately 187 feet. As the streets are private, i.e. not publicly accessible nor publicly maintained streets, lot depth is measured from the front property line (behind the curb face of the street) to the rear property line. A 20-foot wide vehicle access easement located on Lot #10 will be provided to allow access for the City's Public Works Department to maintain the aforementioned spillway along the south C1-C2 pg1 TRAILS ADVISORY COMMITTEE COMMENTS SUBTT20042 — NEWLAND HOMES April 12, 2017 Page 2 property line, behind Lot#9. This easement will also allow vehicle access to the property located to the south of the project site at 8900 Hillside Road. The owner of that property stores his recreational vehicles on the northern portion of his property. To access that part of his property, he currently drives through the project site. Although his property has street frontage along Hillside Road, it is difficult for him to access the northern portion of his lot from Hillside Road due to the terrain and presence of mature trees. The easement will allow him to continue to access his property as he does now. The project includes the required internal network of 15-foot wide private local equestrian trails that will serve each of the 26 residential lots. Along Carnelian Street will be a 20-foot wide Community Trail as identified in the General Plan. The Community Trail is incomplete in this area of the City, and as a result, the new segment will currently not directly connect with the rest of the Community Trail system. The nearest completed segments of the Community Trail along Carnelian Street is 0.5 mile to the south, at the intersection of Carnelian Street and Wilson Avenue, and 0.25 mile to the north, adjacent to the Maloof residence (5131 Carnelian Street). The internal network of local trails will provide direct access to an existing equestrian trails located at the northeast corner of the project site (north of Lot #17) and along the south property line (south of Lot#4). Due to the unusual layout of the private equestrian trail network, the alignments of the trails vary and are summarized as follows: a. Lots#1 -#5: The trail will be located along the south property line and access will be provided at the rear side of these lots. This segment of the trail will provide direct connection to the Community Trail along Carnelian Street and will terminate at Lot#5. A hammerhead vehicle turn around will be provided between Lots #4 and #5, The trail cannot continue beyond Lot #5, due to the on-site stream and a retention basin. b. Lots #6 - #10: The trail will be located along the south property line and on the east side of Lot #9. This trail does not continue to the east project boundary due to the drainage spillway located south of Lot#4. This segment of trail terminates at Lot#6 with a hammerhead vehicle turnaround, which will partially be on an easement provided by the property owner to the south. Trail access for Lot#10 will be provided by the north-south trail on Lot#9. c. Lots#11 -#15: The trail will be located along south property line of these lots, adjacent to the private street. This segment of trail will include a split rail equestrian fence between the trail and the private street. This trail will connect to Community Trail along Carnelian Street via a proposed trail on the south side of Lots #16, #25 and #26. The bridge over the stream will include an equestrian trail. This trail will also connect to a proposed segment of trail adjacent to the eastern project boundary, which will connect to a proposed trail along the side and rear property lines of Lots#16 —#24. d. Lots #16 -#24: The trail will be located along the side property line of Lots#16, #17 and #24 and the rear property line of Lots #17 -#24. This portion of trail will also be used by Rancho Cucamonga Public Works to maintain the drainage inlet at the rear of Lot#19. This portion of trail is wider than 15 feet and includes radius corner cutoffs to allow larger maintenance vehicles to maneuver the trail. e. Lots #25 and #26: The trail will be located along the eastern property line of Lot#26 and will terminate at Lot #26. Vehicles servicing the equestrian uses on Lot #25 will use the vehicle driveway on this lot and thus a vehicle turnaround is not necessary. As stated above, a trail C1-C2 pg2 TRAILS ADVISORY COMMITTEE COMMENTS SUBTT20042 — NEWLAND HOMES April 12, 2017 Page 3 also runs along the south property line of Lots #25 and #26 to provide trail access to the Community Trail along Carnelian Street. A portion of this trail connection will also cross Lots D and E, which are designated as open space and will be maintained by the homeowners association. Each lot will include a graded pad of 576 square feet (12 feet by 48 feet)for the purpose of future equestrian corrals. These pads are a minimum of 70 feet from the adjacent residences. Lots #1 and #26 will have 24 by 24-foot equestrian corral areas. With the exception of Lot #1, the corral pads are located adjacent to the trail. The corral pad on Lot#1 is located on the north side of a 2:1 slope —this location is necessary to provide the required 70-foot separation from residences on the adjacent lots. The corral pad on Lot#1 includes a 5:1 graded connection to thel5-foot wide equestrian trail easement along the south property line. Each lot also provides railroad tie steps to maneuver the 2:1 slope from the flat yard area to the corral pad and trail. All trails will include a decomposed granite surface with a depth of 4 inches. The trails along the private streets will include a 2-rail equestrian fence. The required gates and equestrian step-thrus will be provided where the private equestrian trails intersect with the Community Trail along Carnelian Street. The applicant proposes a combination wall/fence, consisting of a 3-foot high wall and a 3-foot high wrought iron fence on top of it, along the equestrian trails. In most cases the trails are separated from the required 15-foot flat rear yards by either up- or downhill 2:1 slopes. A similar combination wall/ fence design was approved by the Trails Advisory Committee on December 8, 2009, for a residential subdivision (Tract 18122) that is currently under construction at the northeast corner of East Avenue and the 210 Freeway. Staff Comments: Staff supports the proposed 26 lot tentative tract map (SUBTT20042) and the related equestrian trail design and layout. The 2 existing on-site streams place limitations on the design of the internal trails system which precludes one continuous looping trail. However, a trail segment along the eastern property boundary, will provide a short loop trail for Lots #11 -#26. The proposed design provides each lot with direct access to the private equestrian trails within the project site, to the 2 existing private equestrian trails along the north and south property lines, and to the project's portion of the Community Trail along Carnelian Street. The project will include all of the requisite trail improvements including trail gates, trail fencing and a 4-inch deep decomposed granite surfacing. Each lot provides a 12 by 48-foot or 24 by 24 foot- corral pads with access to the equestrian trail. Although the houses on four lots (Lots #4, #8, #13 and #18) will have a lot coverage of nearly 25 percent (the maximum permitted in the development district of the project), each of these lots will still have adequate area to construct a covered corral area of at least 200 square feet. The project was reviewed by the Design Review Committee on March 14, 2017. The meeting was attended by members of the Alta Loma Riders Club and a local resident. The following issues were raised by the public at the meeting (staff comments follow in italics): 1. Joseph Cowan, president of the Alta Loma Riding Club, asked whether project density was calculated from gross lot size and stated that the Alta Loma Riding Club was concerned that the project only provided 1 point of access, that the equestrian trail system did not loop and that the lots that were near maximum lot coverage would not be able to construct a covered corral area. Staff responded that lot coverage was calculated from gross lot size as required by the Development Code. The applicant stated that the streambed running through the site C1-C2 pg3 TRAILS ADVISORY COMMITTEE COMMENTS SUBTT20042 — NEWLAND HOMES April 12, 2017 Page 4 limited them from providing a loop trail and that the property owners of the public street to the east were opposed to a street connection with the project. To address the lot coverage question, the applicant investigated the maximum size of solid roof structure that could be constructed on the lot. The applicant determined that with minor adjustments to the lot lines that each lot would be able to accommodate at minimum a 200 square foot covered corral area. The changes have been incorporated into the plans that are being presented to the Trails Advisory Committee. 2. Judith, Brennan, a local resident, asked whether the project would provide an equestrian connection to Carnelian Street and whether a horse trail could be provided adjacent to the east property boundary, so that horses and walkers would not be required to walk in the street. Staff stated that the project would provide 2 equestrian connections points to Carnelian Street and that they would have the applicant investigate whether it was technically feasible to provide an equestrian trail adjacent to the eastern property boundary. After the meeting, the applicant investigated the possibility of providing an equestrian trail along the eastern project boundary and determined that they would be able to plot an 8-foot wide equestrian trail adjacent to the proposed 4-foot wide side walk. The new 8-foot wide equestrian trail along the eastern property boundary is shown on the Trails Exhibit on the plans that are being presented to the Trails Advisory Committee. The Design Review Committee accepted the project as proposed, with any necessary revisions as described above, and recommend approval to Planning Commission. Major Issues: None Secondary Issues: Whether the proposed 8 foot trail along the eastern property boundary is of adequate width to accommodate a horse and rider. Staff Recommendation: Staff recommends the Trails Advisory Committee recommend approval to the Planning Commission of the proposed Tentative Tract Map SUBTT20042 as presented. Dyer, Principal Civil Engineer SUBJECT: CONSIDERATION AND ADOPTION OF THE TRAILS PRIORITY PLAN FOR FISCAL YEARS 2017/18-2021/22 RECOMMENDATION: It is recommended that the Trails Advisory Committee adopt the Trails Priority Plan for a period of 5 years covering Fiscal Years 2017/18-2021/22. BACKGROUND: The Trails Advisory Committee adopts the Trail Priorities List annually providing priorities to staff for construction and completion of trails throughout the City. The list provides the Committee's recommended order of construction for trail improvements subject to available funding. The Fiscal Year 2017/18 budget included two trail projects to complete missing trail segments on Archibald Avenue from Norbrook Drive to Carrari Street and north of Sunflower Street. Both projects are being funded by the Beautification Fund and are currently in the design phase with a combined estimated cost of $417,000. ANALYSIS: Based on previous priorities set by the Trails Advisory Committee, staff recommends that the Committee adopt the following priority list for use in identifying projects for future funding opportunities. Trail Priorities List for Fiscal Years 2017/18-2021/22 1. Haven Avenue from Wilson Avenue to north of Vivienda Street—Trail on the west side completing the missing links and continuation of the existing trail on Haven Avenue, south of Wilson Avenue. Note, the southwest corner of Haven Avenue and Wilson Avenue is undeveloped and the trail along that portion of Haven Avenue would be constructed upon development. 2. Banyan Street from Carnelian Street to Beryl Street — Trail on the north side and continuation of the Banyan Street trail from Beryl Street to Archibald Avenue and linking to the proposed Carnelian Street trail from Banyan Street to Wilson Avenue listed below. 3. Carnelian Street from Banyan Street to Wilson Avenue—Trail on the west side and continuation of Banyan Street trail above and linking to existing Wilson Avenue trail. 4. Banyan Street from Sapphire Street to Carnelian Street —Trail on the north side and continuation of the Banyan Street trail above and linking to the existing trail on Banyan Street from Sapphire Street west. Beryl Street from Manzanita Drive to south of Wilson Avenue -Trail on the west side completing a missing link. Funding for the construction of trail improvements such as those listed above is limited because traditional funding sources such as the Beautification Fee program and the former Redevelopment Agency have been eliminated. Other funding sources such as Federal or State grants typically have narrow scopes of eligible projects. The majority of recent grant programs being released focus on bicycle and pedestrians improvements and have become very competitive. The projects listed above may not meet the requirements of future grant opportunities or might be considered noncompetitive. As grant opportunities become available, staff will use this list as a starting point to identify projects for submission. Should the projects on the list not meet grant requirements or be determined to be noncompetitive, staff will identify additional projects that will be most appropriate for the grant and will help to further the development of the City's trail system. The Trail Priorities List has remained generally unchanged over the past few years, therefore staff is requesting that the list be adopted for a period of 5 years. If funds become available to construct the projects on the list or the Committee desires to recommend changes to the list prior to the end of 5 years staff will schedule the item for the Committee's consideration.
