AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RANCMO
CUCAMONGA, CALIFORNIA, APPROVING ENVIRONMENTAL ASSESSMENT
AND DEVELOPMENT DISTRICT AMENDMENT, DDA 88-06, RMQUESTING
TO AMEND THE DEVELOPMENT DISTRICT MAP FOR THE PURPOSE OF
PREZONING TO LOW DENSITY RESIDENTIAL (2-4 DWELLING UNITS
PER ACRE) FOR 96 ACRES OF LAND LOCATED AT THE NORTHWEST
CORNER OF ETIWANDA AVENUE AND 24TH STREET
The City Council of the City of Rancho Cucamonga, California, does
ordain as follows:
A. Recitals:
(i) Terrance Melcher has filed an application for Development
District A~nendment No. 88-06 as described in the title of this Ordinance.
Hereinafter in this Ordinance the subject Development District amendment is
referred to as "the application".
(ii) On the 22 of June, 1988, the Planning Commission of the City of
Rancho Cucamonga held a duly noticed public hearing on the application,
concluded said hearing on that date, and recommended adoption of the
appl i ca ti on.
(iii) On the 13th of July, 1988, the City Council of the City of
Rancho Cucamonga held a duly noticed public hearing concerning the application,
concluded said hearing on that data, and duly heard and considered the Planning
Commission recommendation.
B. Ordinance.
NOW, THEREFORE, IT IS HEREBY FOUND, DETERMINED AND ORDAINED BY THE
CITY COUNCIL OF THE CITY OF RANC~O CUCAFDNGA AS FOLLOWS:
1. This Council hereby specifically finds that all of the facts set
forth in the Recitals, Part A, of this Ordinance are true and correct.
2. Based upon substantial evidence presented to this Council during
the above-referenced public hearing, including written and oral staff reports,
this Council specifically finds as follows:
(a) The application applies to 96 acres of land, located at the
northwest corner of Etiwanda Avenue and 24th Street and is presently
undeveloped land in the unincorporated area of San Bernardino County. Said
property is within the Rancho Cucamonga bphere of influence and is designated
by the General Plan as Low Density Residential (2-4 dwelling units per acre).

(b) The property to the north of the subject site is designated
Residential, County of San Bernardino, (up to 2 dwelling units per acre) and is
undeveloped; the property to the west is designated utility easement, County of
San Bernardino and is vacant; the property to the east is designated
Residential (up to 2 dwelling units per acre) and is undeveloped; and the
property to the south is within the City of Rancho Cucamonga, designated
Etiwanda ~pecific Plan and is undeveloped.
3. Based upon the substantial evidence presented to this Council
during the above-referenced meeting and upon the specific findings of facts set
forth in paragraph 1 and 2 above, this Council hereby finds and concludes as
follows:
(a) That the 96 acre property is suitable for a master planned
residential development and is compatible with the existing General Plan
designation for the land use in the surrounding area; and
(b) That the proposed development designation will not have a
significant impact on the environment; and
(c) That the proposed amendment is in
General Plan designation of Low Density Residential (2-4

4. This Council hereby finds and certifies that the Development
District Amendment has been reviewed and considered in compliance with the
California Environmental Quality Act of 1970 and, further, this Council hereby
issues a Negative Declaration.
5. Based upon the findings and conclusion set forth in paragraph 1, 2
and 3 above, this Council hereby approves Development District Amendment 88-06
on the 13th day of July, 1988.
6. The Mayor shell sign this Ordinance and the City Clerk shall cause
the same to be published within fifteen (15) days after its passage at least
once in The Daily Repo_r_t, a newspaper of general circulation published in the
City of Ontario, California, and circulated in the City of Rancho Cucamonga,
Cal if orni a.

of the City Council of the City of Rancho Cucamonga held on the 3rd day of
August, 1988.
