PUBLIC COMMUNICATIONS This is the time and place for the general public to address the Trails Advisory Committee on any item listed on the agenda. State law prohibits the Trails Advisory Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual or less, as deemed necessary by the Staff Coordinator, depending upon the number of individual members of the audience. This is a professional businessmeeting and courtesy and decorum are expected. Project Setting and Background: The project consists of multiple parcels within the City and within the City's Sphere of Influence that have a combined area of 4,385 acres. The parcels are located in an area extending from Haven Avenue, easterly to the City's boundary with Fontana, and from the northerly City limits to the San Bernardino National Forest boundary in the City's Sphere of Influence. The subject parcels are proposed to be incorporated into, and governed by, the proposed Etiwanda Heights Neighborhood and Conservation Plan (EHNCP) Specific Plan. As the proposed EHNCP Specific Plan is within the Equestrian Overlay District, the Specific Plan will include standards/guidelines that will implement, and regulate the design and development of, a system of multi -purpose trails that will be used by pedestrians, bicyclists, and equestrians. Overview of -Proposed Standards/Guidelines: The proposed standardslguidelines describe the overall alignments, i.e. the locations, and the design of the various regional- and Specific Plan -level of the trails (see Figures 6.1.4B and 6.1.4C of the attached). In regard to the design, the Specific Plan discusses trails, for example, located adjacent to existing service access roads flanking the Deer Creek and Day Creek flood control channels. The precise alignments of the trails within the individual neighborhoods of the proposed Specific Plan will be determined when development applications for the individual neighborhoods are submitted for review by the City. At that time, Staff will verify consistency with the General Plan, Development Code, Trails Implementation Plan, and any applicable City standard drawings. In the proposed Specific Plan, trails are organized into two types: "Neighborhood Area (NA) Trails" and "Rural/Conservation Area (RICA) Trails". For trails within the NA, the master developer, defined as the entity that controls or owns all or the majority of the NA, is responsible for the TRAILS ADVISORY COMMITTEE COMMENTS ETIWANDA HEIGHTS NEIGHBORHOOD AND CONSERVATION PLAN SPECIFIC PLAN CITY OF RANCHO CUCAMONGA July 10, 2019 Page 2 Master Plan of Trails which will apply to the merchant developers, i.e, the developers of the neighborhoods within the Specific Plan. For trails within the RCA, primary responsibility for the Trail Master Plan lies with the land manager, i.e. a conservation entity responsible for the management of the conservation lands in the RICA. In instances where the trail design criteria departs from the standard slguidelines described in the above -noted documents (or does not exist as there is no equivalent), new criteria is proposed to be established. For example, for Trail Type 11, Neighborhood Area Trails (labeled as page 300 of the attached), standards are specified that require a trail to be "at least 12 feet wide with 6 foot landscaped shoulders, with a stable, granular surface for use by hikers, runners, mountain bikers and equestrians." This type of trail is aligned through the "Central Greenway", and is designed to provide residents of Etiwanda Heights and the City (overall) with access through open areas and to the trails within the resource/conservation area (RICA) of the proposed Specific Plan where development will be relatively limited. Staff Recommendation: Staff recommends that the Trails Advisory Committee recommend to the Planning Commission and the City Council the approval of the regulatory stand ardslguidelines described in the proposed EHNCP Specific Plan.
