PUBLIC COMMUNICATIONS This is the time and place for the general public to address the Trails Advisory Committee on any item listed on the agenda. State law prohibits the Trails Advisory Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual or less, as deemed necessary by the Staff Coordinator, depending upon the number of individual members of the audience. This is a professional businessmeeting and courtesy and decorum are expected. Please refrain from any debate between audience and speaker, making loud noises or engaging in any activity which might be disruptive to the decorum of the meeting. C. DISCUSSION ITEMS C1. UPDATE ON GREEN BIKE LANE ALONG BASE LINE ROAD SAFETY ENHANCEMENT PROJECT Natalia Avila, Associate Engineer, gave the staff report and PowerPoint presentation. The Committee received and filed the report. C2. MINOR DESIGN REVIEW DRC2018-00024 — JERRY STAPP — A request to consider eliminating the requirement to construct trail improvements on one of two trail easements on each of the two parcels that make up Parcel Map 13692, related to the site plan and architectural review of a proposed single-family residence on Parcel #1 of Parcel Map 13692, located at the terminus of Cabrosa Place in the Very Low (VL) District; APN: 0201-182-33. Staff presented the applicant's request to eliminate the requirement to install trail improvements on the 15-foot wide east -west trail segment along the south property line of Parcel Map 13692. The request is related to the proposed development of a single-family residences on Lot 1 of Parcel Map 13692. The Trails Advisory Committee asked a number of questions related to how the two adjacent parcel/tract Page 1 of 3 M OCTOBER 10, 2018 TRAILS ADVISORY COMMITTEE ACTION RAINS ROOM CITY HALL 10500 CIVIC CENTER DRIVE maps (Parcel 5996 (west) and Tract 16237 (east)) were approved without providing trail connections to the two parcels of Parcel Map 13692. Staff informed that Committee that Parcel Map 5996 was approved prior to the approval of the Trails Implementation Plan, which was approved in 1991. The Trails Implementation Plan codified the current equestrian trail requirements. The tract map to the east (16327) was approved in the 2002, and there is no available information on to why this tract map did not provide a trail connection to the subject trail segment, though there is a significant grade change along the south properly line of Tract 16237. The Committee also asked questions regarding the existing wrought iron fencing along the south property line of Parcel Map 13692 (subject lot) and to whether this fence would be replaced with a wall. Staff informed the Committee that this fence was installed by the development to the south and that staff was working to ascertain as to whether this fence was located on the property line dividing the two projects. The Committee members stated that this fence runs along the entire length of the north side of Northridge Drive and that it would look awkward for a small portion of the fence to be replaced with a block wall. The Committee, though, understood that the applicant would want to protect their side yard area with a wall. Staff informed the Committee that they agreed and would continue researching the issue. The Committee members all agreed that it would not further the goals of the Trails Implementation Plan to require the applicant to install the trail improvement on the 15-foot wide trail easement on the south side of Parcel Map 13692. They agreed with staff that the 15-foot wide shared north -south trail fulfilled the requirement to provide trail access to the rear of the two parcels that make up Parcel Map 13692. The Committee unanimously approved the applicant's request to eliminate the requirement to install trail improvement on the 15-foot wide trail along the south property line of Parcel Map 13692. D. COMMITTEE BUSINESS The following items have been requested by the Trails Advisory Committee for discussion. They are not public hearing items, although the Staff Coordinator may open the meeting for public input. E. IDENTIFICATION OF ITEMS FOR THE NEXT MEETING 7 This is the time for the Trails Advisory Committee to identify the items they wish to discuss at the next meeting. These items will not be discussed at this meeting, only identified for the next meeting. 6:35 PM G.
