A RE~OLUTION OF THE CITY COUNCIL OF THE CITY OF RAN(~O
CUCA~D/qGA, CALIFORNIA, ORDERING THE WORK IN CONNECTION
WITH ANNEXATION NO. 8 TO STREET LIGHTING MAINTENANCE
DISTRICT NO. 3 AND ACCEPTING THE FINAL ENGINEER'S REPORT
FOR ,R 87-43
WHER AS, the City Council of the City of Rancho Cucamonga did on the
17th day of F~bruary, 1988, adopt its Resolution of Intention No. 88-089 to
order the thezein described work in connection with Annexation No. 8 to Street
Lighting Maintenance District No. 3, which Resolution of Intention No. 88-089
was duly and legally published in the time, form and manner as required by law,
shown by the ~ffidavit of Publication of said Resolution of Intention on file
in the office of the City Clerk; and
WHEREAS, after the adoption thereof, notice of the passage of said
Resolution of Intention, headed "Notice of Improvement", was duly and legally
posted in the time, form, manner, location, and number as required by law, as
appears from the Affidavit of Posting said notices, on file in the office of
the City Clerk and
WHER~ 6, after the adoption thereof, notices of the adoption of the
Resolution of Intention were duly mailed to all persons owning real property
proposed to be assessed for the improvements described in said Resolution of
Intention No. 88-089, according to the names and addresses of such owners as
the same appears on the last mailing or as known to the City Clerk of the City
of Rancho Cucamonga, which said copies were duly mailed in the time, form, and
manner as required by law, as appears from the Affidavit of Mailing on file in
the office of the City Clerk; and
WHERE~S, said City Council having duly received considered evidence,
oral and documentary, concerning the jurisdiction facts in this proceeding and
concerning the necessity for the contemplated work and the benefits to be
derived therefrom and said City Council having now acquired jurisdiction to
order the proposed work.
SECTIDN 1: It is hereby resolved by the City Council of the City of
Rancho Cucamo~ga that the public interest and convenience requires the
annexation to the District and the ordering of the work, and said City Council
hereby orders that the work, as set forth and described in said Resolution of
Intention No. 38-089, be done and made; and
SECTI)N 2: The Report filed by the Engineer is hereby finally
approved; and

SECTION 3: The assessments and method of assessment in the Engineer's
Report are hereby approved.
SECTION 4: The assessments shall not begin until after 60 percent of
said tracts hav_~.been occupied.

Engineer's Report for
Street Lighting Maintenance District No. 3
Annexation No. 8 for
DR 87-43
SECTION 1. Authority for Report
This report is in compliance with the requirements of Article 4,
Chapter 1, Division 15 of the Streets and Highways Code, State of California
(Landscaping a.~d Lighting Act of 1972).
SECTION 2. General Description
This City Council has elected to annex all new developments into
Street Lighti~g Maintenance District No. 3. The City Council has determined
that the stree: lights to be maintained will have an effect upon all lots
within said tevelopments as well as on the lots directly abutting the street
lights.
Work to be provided for with the assessments established by the
district are:
The f ~rnishing of services and materials for the ordinary
and ul:ual maintenance, operating and servicing of street
light improvements on major streets (arterial and certain
colle,:tor streets) as shown on the Lighting District Atlas
Map w]~ich is on file with the City Engineer. Improvement
maint~:nance is considered of general benefit to all areas
in tile District and cost shall be assessed on a per unit
basis
SECTION 3. P1. Lns and Specifications
The pi ams and specifications for street lighting have been prepared by
the developer~... The plans and street lights are as stipulated in the
conditions of approval for the development and as approved by the City
Engineering Di%ision. Reference is hereby made to the subject tract map or
development p]an and the assessment diagram for the exact location of the
street lightirg areas. The plans and specifications for street lighting
improvement on the individual development is hereby made a part of this report
to the same extent as if said plans and specifics were attached hereto.
Detail ed maintenance activities on the street lighting
distr ct include: the repair, removal or replacement of
all r any part of any improvement, providing for the
illum nation of the subject area.

SECTION 4. Est imated Costs
N° ~osts will be incurred for street lighting improvement
construction, mall improvements will be constructed by developers. Based on
available! data,I it is estimated that maintenance costs for assessment purposes
will be a~ indicated below. These costs are estimated only, actual assessments
will be based In actual COSt data.
~treet~ Lighting Maintenance District No. 3 has been demarcated into
two zonep. Z~ne 1 is comprised of street light improvements on local streets
for resid~ntia~ improvements (single family, multi-family, condominiums and
apartmentS) t~roughout the Victoria Planned Community. Each dwelling unit in
this zone will be assessed as one assessment unit for the operation of the
District.
Zone is comprised of all industrial, commercial and institutional
projects ghrou~out the Victoria Planned Community. It has been determined
that one acre 9f land in industrial, commercial and institutional areas derives
the same benefit as two assessment units in Zone 1.

Assessmen shall apply to each lot or parcel as explained in Section 6.
SECTION 5. A sessment Diagram
Copias of the proposed Assessment Diagrams are attached to this report
and labeled "Street Lighting Maintenance District No. 3", Annexation No. 8.
These diagram are hereby incorporated within the text of this report.
SECTION 6. A sessment
Improvements for the District are found to be of general benefit to
all units within the District and that assessment shall be equal for each
unit. When units are based on acreage, assessment will be 2 units per net
acre.
SECTION 7. Order of Events
1. City Co~cil adopts Resolution of Preliminary Approval of City Engineer's
Report.
2. City Coun:il adopts Resolution of Intention to annex a District and sets
public he.~ring date.
3. City Coun.:il conducts public hearing, considers all testimony and
determine, to form a District or abandon the proceedings.
4. Every yea in May, the City Engineer files a report with the City Council.
5. Every yea in June, the City Council conducts a public hearing and
approves, or modifies and approves the individual assessments.
