PROJECT AND SITE DESCRIPTION: A. Site Charecteristics: The site was rough greded with the construction of the In-N-Out Burger facility to the north. The site is bordered on the south and east by existing ddve aisles for the commercial center. Access to the site is obtained from a drive aisle on the west side of the site. D. Ft PLANNING COMMISSION STAFF REPORT CUP 95-33 - FOOTHILL MARKETPLACE PARTNERS January 10, 1996 Page 2 ANALYSIS: A. Backoround:' On August 21, 1991, the City approved the Master Plan and Phase 1 development plans (Price Club) for the Foothill Marketplace center. In 1992, the City approved the plans for the In-N-Out Burger facility. As part of the application, the Master Plan for the site adjacent to In-N-Out was planned for retail development. A 2,640 square foot retail building with related parking was identified at that time. B. General: The applicant is proposing to modify the Master Plan for the center to allow the development of a 1,900 square foot lube facility adjacent to In-N-Out Burger. The facility is designed with three service bays and a small customer waiting area. The vehicles will be serviced from a work space in the basement of the building, cam will not be hoisted on jacks. Vehicles will enter the facility from the west side and exit to the east. The building design contains elements characteristic of the center and introduces some new elements unique to this building. C. Desion Review Committee: On December 5, 1995, the Design Review Committee (Lumpp, Melcher, Fong) reviewed the application and did not recommend approval. The Committee expressed sedous concerns with the impact any additional development would have on the interior traffic circulation. While Price Club has been conditioned to realign the drive aisle as part of a previous application, there is no indication when the realignment may occur. As a result, additional square footage constructed will further impact the circulation system. The Committee also expressed concern in two other areas. First, the Committee was concerned about the potential conflicts between the exiting from the lube facility and the stacking for the In-N-Out ddve-thru lane. Presently, the stacking extends beyond the lube facility exit dudng In-N-Out's peak hours. And second, the Committee questioned the ability to screen the service bays from the adjoining drive aisles, the existing freeway off-ramp, and the future freeway off-ramp that will be located closer to the proposed building. The Planning Commission has a policy requiring service areas to be screened from public view. The location and orientation of the facility will make screening of the bays extremely difficult, thereby violating the policy. The Committee did not review the architecture of the facility because of the circulation and screening concerns. The Committee requested that the full Planning Commission review the application to determine the appropriateness of the application at this location. If the location is found acceptable, the application would return to the Design Review Committee to consider the architectural elements of the proposal. Following acceptance by the Design Review Committee, the application would be rescheduled for Planning Commission consideration. D. Environmental Assessment: Staff has reviewed the application and completed Part 2 of the Initial study. Based on this review, staff has determined that the application will not have a significant impact on the environment. If the Commissions concurs, issuance of a Negative Declaration would be appropriate. FACTS FOR FINDING: In order for the Planning Commission to approve the application, the Commission must find facts to support all of the following findings: A. The proposed use is in accord with the General Plan, the objectives of the Development Code, and the purposes of the district in which the site is located. The proposed use, together with the conditions applicable thereto, will not be detrimental to the public health, safety, or welfare or materially injurious to properties or improvements in the vicinity. C. The proposed use complies with each of the applicable provisions of the Development Code. RECOMMENDATION: Because of the conflicts with the circulation for In-N-Out Burger and the Planning Commission's policy on'screening of service bays, staff recommends that the Planning Commission deny the application through adoption of the attached Resolution. Desima Parameters: The site is located to the southwest of the In-N-Out Burger facility. The drive-thin lane for In-N-Out Burger extends to the northeast comer of the site. The pad was previously planned as a retail pad. The pad has been rough graded and landscape improvements have been installed along the south side of the lot, adjacent to the drive aisle. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Ma_ior Issues: The following broad design issues will be the focus of Committee discussion regarding this project: 1. During the peak hours for In-N-Out Burger, the drive-thru lane stacking extends beyond the proposed exit for the hibe facility. As a result, the customers exiting the lube facility will be obstructed until vehicles move forward in the drive-thru lane. 2. Detailing proposed at the entry and to cantilever the trellis members is inconsistent with previous approvals. All details used for the building should be consistent with the approved architecture for the center. 3. Because of the location proposed for the facility, the service bays will be visible from the surrounding drive aisles, the existing freeway off-ramp, and the future freeway off-ramp. No method of screening is proposed. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues: 1. As indicated on the Site Plan, the operational realities of this type of facility is that vehicles will be parked at the bay entries waiting their turn for servicing. The staging of the vehicles is comparable to a drive-thru lane and should be screened. 2. The 2:1 slope on the southeast side of the building should be minimized/eliminated by exposing the exterior basement walls and providing additional architectural treatment. All roof-mounted equipment shall be screened by the parapet or secondary roof screen. StaffReXommendation: Staff recommends that the Committee review the application and direct the applicant to revise the plans in accordance with the above-referenced comments. The Committee felt there were significant issues with the location of the facility, the ability to screen the bays fi'om surrounding areas, and the potential conflict with the stacking for In-N-Out Burger that warrant consideration by the full Commission prior to any discussion on the architectural design. RESOLUTION NO. A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, DENYING CONDITIONAL USE PERMIT NO. 95-33, A REQUEST TO ESTABLISH A LUBE FACILITY WITHIN AN EXISTING COMMERCIAL RETAIL CENTER IN THE REGIONAL RELATED COMMERCIAL DESIGNATION (SUBAREA 4) OF THE FOOTHILL BOULEVARD SPECIFIC PLAN, LOCATED ON THE SOUTH SIDE OF FOOTHILL BOULEVARD, EAST OF INTERSTATE 15, AND MAKING FINDINGS IN SUPPORT THEREOF - APN: 229-031-37, A. Recitals. 1. Foothill Marketplace Partners has filed an application for the issuance of Conditional Use Permit No. 95-33, as described in the title of this Resolution. Hereinafter in this Resolution, the subject Conditional Use Permit request is referred to as "the application." 2. On the 10th day of January 1996, the Planning Commission of the City of Rancho Cucamonga conducted a duly noticed public headng on the application and concluded said headng on that date. 3. All legal prerequisites prior to the adoption of this Resolution have occurred. B. Resolution. NOW, THEREFORE, it is hereby found, deternined, and resolved by the Planning Commission of the City of Rancho Cucamonga as follows: 1. This Commission hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon substantial evidence presented to this Commission dudng the above- referenced public headng on January 10, 1996, including wdtten and oral staff reports, together with public testimony, this Commission hereby specifically finds as follows: a. The application applies to property located at south of Foothill Boulevard. East of Interstate 15 with a lot width of 125 feet and lot depth of 130 feet and is presently improved with parking and a drive aisle; and b. The property to the north of the subject site is designated for commercial uses and is developed with a church. The property to the south and east of the subject site is designated for commercial uses and is developed with a commercial retail center. The property to the west is designated and developed for freeway purposes; and c. The applicant proposes to construct a 1,900 square foot lube facility which is cenditionally permitted within the Regional Related Commercial designation of the Foothill Boulevard Specific Plan; and d. The application proposes the construction of a three bay lube facility, including a customer waiting area; and e. The facility will be bounded the south, east, and west by existing and proposed circulation elements; and PLANNING COMMISSION RESOLUTION NO. Current Planning Commission policy requires service bays to be screened from public view; and h. The location and orientation of the bays results in inadequate screening of the service area. 3. Based upon the substantial evidence presented to this Commission dudng the above- referenced public hearing and upon the specific findings of facts set forth in paregraphs I and 2 above, this Commission hereby finds and concludes as follows: a. The proposed use is not in accord with the General Plan, the objectives of the Development Code, and the purposes of the distdct in which the site is located. b. The proposed use, together with the conditions applicable thereto, will be detrimental to the public health, safety, or welfare or materially injurious to properties or improvements in the vicinity. 4. Based upon the findings and conclusions set forth in paragraphs 1, 2, and 3 above, this Commission hereby denies the application. 5.
