CALL TO ORDER The Rancho Cucamonga Fire Protection District held a closed session on Wednesday, July 18, 2001, in the Tapia Room of the Civic Center located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 5:30 p.m. by President William J. Alexander. Present were Boardmembers: Paul Biane, Grace Curatalo, Bob Dutton, Diane Williams and President William J. Alexander. Also present were: Jack Lam, City Manager; Pamela Easter, Deputy City Manager; James Markman, City Attorney; Dennis Michael, Fire Chief. B. ANNOUNCEMENT OF CLOSED SESSION ITEM,~ President Alexander announced the items to be discussed in closed session. B1. CONFERENCE WITH PROPERTY NEGOTIATORS PER GOVERNMENT CODE SECTION 54956.8 FOR PROPERTY LOCATED AT FiRE STATION 176; DENNIS MICHAEL, FIRE CHIEF, NEGOTIATING PARTY, REGARDING TERMS OF AGREEMENT- FIRE C. COMMUNICATIONS FROM THE PUBLIC ON CLOSED SESSION ITEMS No one was present to comment on the closed session items. Closed session began at 5:32 p.m. CONDUCT OF CLOSED SESSION E. RECESS The Agency adjourned at 6:45 p.m. No action was taken in closed session. CALLTO ORDER A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, July 18, 2001 in the Council Chambers of the Civic Center located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 7:11 p.m. by President William J. Alexander. Present were Boardmembers: Paul Biane, Grace Curatalo, Bob Dutton, Diane Williams and President William J. Alexander. Also present were: Jack Lam, City Manager; Pamela Easter, Deputy City Manager; James Markman, City Attorney; Mitch Slagerman, Sr. RDA Analyst; Kevin McArdle, Community Services Director; Paula Pachon, Management Analyst IIh Jodi Sorrell, Marketing Manager; Joe O'Neil, City Engineer; Brad Buller, City Planner; Allen Warren, Associate Planner; Sa1 Salvador, Associate Planner; Bill Makshanoff, Building Official; Tamara Layne, Finance Officer; Michael Toy, Information Systems Specialist; Lorraine Phong; Information Systems Analyst; Chief Dennis Michael, Rancho Cucamonga Fire Protection District; Captain Rodney Hoops, Police Department; Duane Baker, Assistant to the City Manager; Kimbedy Thomas, Management Analyst II; and Debra J. Adams, Secretary. B. ANNOUNCEMENTS/PRESENTATIONS B1. Presentation to Captain Spain in recognition of his retirement from the Rancho Cucamonga Fire Protection District. Chief Dennis Michael introduced Bill Spain and talked about his accomplishments. Mayor Alexander presented Mr. Spain with a plaque honoring his service to the community. C. COMMUNICATIONS FROM THE PUBLIC No communication was made from the public. D. CONSENT CALENDAR D1. Approval to receive and file current Investment Schedule as of June 30, 2001. D3. Approval of General Fund 01 Monthly Expenditure Report for June 2001, in the amount of $839,561.28. MOTION: Moved by Dutton, seconded by Biane to approve the staff recommendations in the staff reports contained within the Consent Calendar. Motion carried unanimously 5-0. E. CONSENT ORDINANCES El. SECOND READING OF AN ORDINANCE AUTHORIZING THE LEVY OF A SPECIAL TAX IN COMMUNITY FACILITIES DISTRICT NO. 85-1, ANNEXATION 01-1 Debra J. Adams, Secretary, read the title of Ordinance No. FD 37. ORDINANCE NO. FD 37 (second reading) AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, AUTHORIZING THE LEVY OF A SPECIAL TAX IN COMMUNITY FACILITIES DISTRICT NO. 85-1, ANNEXATION NO. 01-1 MOTION: Moved by Biane, seconded by Williams to waive full reading and approve Ordinance No. FD 37. Motion carried unanimously 5-0. F. ADVERTISED PUBLIC HEARINGS Fl. CONSIDERATION OF APPROVAL OF A RESOLUTION ADOPTING THE FIRE DISTRICT'S GENERAL FUND FINAL BUDGET FOR FISCAL YEAR 2001/02 IN THE AMOUNT OF $9,583,240. Staff report presented by Jack Lam, City Manager. President Alexander opened the meeting for public hearing. There being no response, the public hearing was closed. RESOLUTION NO. FD01-016 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, FIXING A FINAL BUDGET FOR THE FISCAL YEAR JULY 1,2001 THROUGH JUNE 30, 2002 MOTION: Moved by Dutton, seconded by Williams to approve Resolution No. FD 01-016. Motion carried unanimously 5-0. Fire Protection District Minutes July 18, 2001 Page 4 G. BOARD BUSINESS Gl. REPORT ON ANIMAL RESCUE PROGRAM (Oral Report) Chief Dennis Michael stated this was providing another service to the community. He introduced Captain James Curatalo, Jr. who gave a power point presentation, which is on file in the City Clerk's office. Councilmember Blanc asked what the cost was for the harness and if funds had been raised by the Alta Loma Riding Club to pay for this. Chief Dennis Michael stated the Fire District will partner with the Alta Loma Riding Club to pay the balance of $2500. A representative from the Alta Loma Riding Club spoke about the program and how they got together to start it. ACTION: Report received and filed. H. IDENTIFICATION OF ITEMS FOR NEXT MEETING No items were identified for the next meeting. I. ADJOURNMENT MOTION: Moved by Williams, seconded by Dutton to adjourn. Motion carried unanimously 5-0.
