A. CALLTO ORDER
A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, May 16,
2001 in the Council Chambers of the Civic Center located at 10500 Civic Center Drive, Rancho
Cucamonga, California. The meeting was called to order at 7:08 p.m. by President William J. Alexander.
Present were Boardmembers: Paul Biane, Grace Curatalo, Bob Dutton, Diane Williams and President
William J. Alexander.
Also present were: Jack Lam, City Manager; James Markman, City Attorney; Linda D. Daniels,
Redevelopment Agency Director; Kathy Wahlstrom, RDA Analyst; Larry Temple, Administrative Services
Director; Ingrid Bruce, GIS Supervisor; Lorraine Phong, Information Systems Analyst; Michael Toy,
Information Systems Specialist; Brad Buller, City Planner; Bill Makshanoff, Building Official; Joe O'Neil,
City Engineer; Michelle Dawson, Management Analyst III; Robert Lemon, Assistant Engineer; Deborah
Clark, Library Director; Kevin McArdle, Community Services Director; Paula Pachon, Management
Analyst Ill; Chief Dennis Michael, Rancho Cucamonga Fire Protection District; Captain Rodney Hoops,
Police Department; Duane Baker, Assistant to the City Manager; and Debra J. Adams, Secretary.
B. ANNOUNCEMENTS/PRESENTATIONS
B1. Presentation of a Proclamation declaring the week of May 20-26, 2001, as Emergency Medical
Services Week.
President Alexander presented the Proclamation to Chief Dennis Michael.
Chief Michael talked about EMS Day to be held May 21 at Red Hill Park.
C. COMMUNICATIONS FROM THE PUBLIC
No communication was made from the public.
D. CONSENT CALENDAR
D1. Approval to receive and file current Investment Schedule as of April 30, 2001.
D2. Approval of General Fund 01 Monthly Expenditure Report for April 2001, in the amount of
$682,776.50.
D3. Approval of Mello-Roos CFD 85-01 Fund 02 Monthly Expenditure Report for April 2001, in the
amount of $205,274.30.

D4. Approval to adopt the amended budget for Fiscal Year 2000/2001.
D5. Approval of three nominees to fill existing vacancies on the Governing Board of Directors of the
Fire Agencies Risk Authority of which the District is a Member agency.
D6. Consideration of A Resolution declaring results of a Special Election In Community Facilities
District No. 85-1, Annexation No. 01-1.
RESOLUTION NO. FD 01-007
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO
CUCAMONGA, CALIFORNIA, DECLARING THE RESULTS OF A
SPECIAL ELECTION IN COMMUNITY FACILITIES DISTRICT NO. 85-1,
ANNEXATION NO. 01-1
MOTOIN: Moved by Dutton, seconded by Biane to approve the staff recommendations in the staff
reports contained within the Consent Calendar. Motion carried unanimously 5-0.

President Alexander opened the meeting for public hearing. There being no response, the public hearing
was closed.

AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE RANCHO

CUCAMONGA, CALIFORNIA, AUTHORIZING THE LEVY OF THE
SPECIAL TAX IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT
NO. 85-1 FOR FISCAL YEAR 2001/02
MOTION: Moved by Biane, seconded by Williams to waive full reading and set second reading of
Ordinance No. FD 36 for the next meeting and to approve Resolution No. FD 01-008. Motion carried
unanimously 5-0.
E2. CONSIDERATION OF A RESOLUTION CONTINUING THE ANNUAL SPECIAL TAX RATE TO BE

Fl. APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT FOR ARCHITECTURAL DESIGN
AND ENGINEERING SERVICES FOR THE PROPOSED FIRE STATION 176 (NORTHEAST RANCHO
CUCAMONGA) WITH WLC ARCHITECTS (CO FD 01-003) IN THE AMOUNT OF $168,097 {$152,815
PLUS 10% CONTINGENCY) TO BE FUNDED FROM CFD 88-1, ACCOUNT NO. 3283516-5300.

MOTION: Moved by Biane, seconded by Alexander to approve the Professional Services Agreement.
Motion carried unanimously 5-0.
