A. CALLTO ORDER
A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, May 15,
2002 in the Council Chambers of the Civic Center located at 10500 Civic Center Drive, Rancho
Cucamonga, California. The meeting was called to order at 7:09 p.m. by President William J. Alexander.
Present were Boardmembers: Paul Biane, Grace Curatalo, Bob Dutton, Diane Williams and President
William J. Alexander.
Aisc present were: Jack Lam, City Manager; James Markman, City Attorney; Linda Daniels,
Redevelopment Agency Director; Paula Pachon, Management Analyst Ill; Dave Moore, Recreation
Superintendent; Joe O'Neil, City Engineer; Michelle Dawson, Management Analyst III; Dan Coleman,
Principal Planner; Jerry Grant, Acting Building Official; Larry Temple, Administrative Services Director;
Tamara Layne, Finance Officer; Ann Haworth, Accounting Services Supervisor; Sharon Leonard, Senior
Accountant; Kathy James, Sr. Account Technician; Michael Toy, Information Systems Specialist; Lorraine

B. ANNOUNCEMENTS/PRESENTATIONS
B1. Presentation of a Proclamation to Dr. Nancy Collins in appreciation for her assistance with the
Large Animal Rescue Program.
President Alexander and Peter Bryan, Battalion Chief, presented the Proclamation to Dr. Collins.
B2. Presentation cfa Proclamation in recognition of Emergency Medical Services (EMS)Week, May 19
- 24, 2002.
President Alexander presented the Proclamation to Stephanie Rasmussen, EMS Coordinator.
B3. Presentation of a Commemorative Plaque in honor of the retirement of Ralph Crane, Fire Marshal,
for the Rancho Cucamonga Fire Protection District.
Chief Michael told about the career of Ralph Crane and commented on the contributions he has made to
the community and the Fire District.
President Alexander and Chief Michael presented him with a plaque.
Ralph Crane thanked the Fire District and the City for the opporlunity to have worked in the City of
Rancho Cucamonga.

C. COMMUNICATIONS FROM THE PUBLI~
C1. John Lyons congratulated Ralph Crane on his retirement. He talked about a recent adicle
pertaining to fire fighting statistics. He also commented he did not feel the grape vineyard near the
Buddhist Temple should be dug up until construction starts.
D. CONSENT CALENDAR
D1. Approval of Minutes: April 17, 2002
D2. Approval to receive and file current Investment Schedule as of April 30, 2002.
D3. Approval of General Fund 01 Net Monthly Expenditure Report for April, 2002, in the amount of
$776,932.65.
D4. Approval of Mello-Roos CFD 85-01 Fund 02 Net Monthly Expenditure Report for April 2002, in the
amount of $206,496.44.
D5. Approval of Mello-Roos CFD 88-01 Fund 03 Net Monthly Expenditure Report for April 2002 in the
amount of $38,703.00.
D6. Approval of Amended Fiscal Year 2001/02 appropriations.
D7. Approval to extend the existing agreement with MuniFinancial (a Willdan Company) (CO FD 99-
001) in the amount of $14,650.00 for contract engineering services to update the County Assessor's tax
rolls for tax year 2002/03 within Community Facilities District No. 85-1.
MOTOIN: Moved by Curatalo, seconded by Biane to approve the staff recommendations in the staff
repods contained within the Consent Calendar. Motion carried unanimously 5-0.
E. ADVERTISED PUBLIC HEARINGS
El. CONSIDERATION OF FIRST READING OF AN ORDINANCE CONTINUING THE ANNUAl
SPECIAL TAX RATES FOR FISCAL YEAR 2002/03 IN MELLO ROOS COMMUNITY FACILITIES
DISTRICT NO. 85-1

President Alexander opened the meeting for public hearing. There being no response, the public hearing
was closed.

AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE RANCHO

CUCAMONGA, CALIFORNIA, AUTHORIZING THE LEVY OF THE
SPECIAL TAX IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT
NO. 85-1 FOR FISCAL YEAR 2002/03

MOTION: Moved by Williams, seconded by Biane to waive full reading and set second reading of
Ordinance No. FD 38 for the next Fire District Board meeting. Motion carried unanimously 5-0.
E2. CONSIDERATION OF A RESOLUTION CONTINUING THE ANNUAL SPECIAL TAX RATE TO BE
LEVIED IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 88-1 FOR FISCAL YEAR
2002/03
Staff report presented by Chief Dennis Michael.
President Alexander opened the meeting for public hearing. There being no response, the public hearing
was closed.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO
CUCAMONGA, CALIFORNIA, ESTABLISHING THE ANNUAL SPECIAL
TAX FOR COMMUNITY FACILITIES DISTRICT NO. 88~1 FOR FISCAL
YEAR 2002/03
MOTION: Moved by Dutton, seconded by Biane to approve Resolution No. FD 02-002. Motion carried
unanimously 5-0.

G. ADJOURNMENT
MOTION: Moved by Biane, seconded by Curatalo to adjourn. Motion carried unanimously 5-0. The
