A. PRE-APPLICATION REVIEW 00-10 - EAGLE CASPIAN
ENTERPRIZES - A review of a master plan for a 12.26 acre site
with approximately 93,000 square feet of commemial building area,
within the Regional Related Office/Commercial (RR) District of the
Victoria Planned Community, on the south side of Foothill
Boulevard between the 1-15 Freeway and the future Day Creek
Boulevard.

This is the time and place for the general public to address the commission. Items
to be discussed here are those which do not already appear on this agenda.
IV. ADJOURNMENT
The Planning Commission has adopted Administrative Regulations that set an
11:00 p.m. adjoumment time. If items go beyond that time, they shall be heard
only with the consent of the Commission.

Cucamonga, or my designee, hereby certify that a true, accurate copy of the

- A review of a master plan for a 12.26-acre site with approximately
93,000 square feet of commercial building area, within the Regional
Related Office/Commercial (RR) District of the Victoria Planned
Community, on the south side of Foothill Boulevard between the 1-15
Freeway and the future Day Creek Boulevard.
Planning staff has concerns regarding the site plan's lack of cohesiveness and central design
theme. The dispersion of the buildings and lack of "connections" presents a scattering affect on
the overall plot. The planter along the interior north/south property line and the unlandscaped
east wall of Retail Building #2 enforces a strongly implied division within the site. The site plan
"reads" like three separate developments (fast food/gas, retail, and hotel). The curvilinear drive
provides some central circulation, but because the uses "show their backs to each other," it
doesn't provide much as a unifying element. A gateway concept (monument entry sign "Rancho
Cucamonga") to the freeway and mall site should be provided with the design of this site.
Architectural concepts were not included with the site plan and, therefore, staff can only discuss
how features of the site plan address significant design issues.
For discussion, the Planninq Commission may wish to address the followinq issues as they
apply to staff's concerns -
Does the site plan:
· avoid parking areas that dominates the streetscape?
· address the needs of both motorists and pedestrians?
· create a strong entry statement?
· avoid "strip-commercial" appearance?
· create a feeling of "place?
· provide logical planning boundaries (and phasing lines) based on site conditions,
rather than being limited by individual parcel lines?
· have harmonious site plan relationships, such as the potential for shared access and
reciprocal parking?
· does this design lend itself to complement an "urbanized" design concept being
proposed for the mall site on the north side of Foothill Boulevard, opposite this site?
· are there sufficient points of interest (plazas and sidewalks) to promote a unifying
theme between the varying uses and structures and to encourage pedestrian
movement throughout the development?

The Enqineerin.q Division has provided the following comments that relate to the site plot:
1. No median opening is allowed on Foothill Boulevard between Day Creek & 1-15
Freeway.
2. Driveways on Foothill Boulevard shall be 600 feet apart and 300 feet from the
intersection.
3. First median opening on Day Creek Boulevard shall be 700 feet minimum south of
Foothill Boulevard.
Planning staff suggestions:
Staff feels there may be an inherent problem with the car wash and fast food outlets on the east
portion of the site. While they are close to the freeway on and off ramps, they are difficult to
reach by motorists coming off the freeway because of the median. Perhaps it would be better to
site the car services and fast foods near the future street (closer "by travel distance" to the off
ramp) and place the retail buildings against the freeway embankment. Such a layout could
provide a strong building line (retail and hotel) along the base of the freeway oriented to the
future intersection entrance to the mall.
Also, it is recommended that the narrow triangular piece of land at the far southwest corner also
be included in the site's master planning.
