A. ENVIRONMENTAL ASSESSMENT AND VICTORIA COMMUNITY
PLAN AMENDMENT 98-01 AND ETIWANDA SPECIFIC PLAN
AMENDMENT 98-01 - AMERICAN BEAUTY DEVELOPMENT CO.
- An overview of the land use and village concept for a proposed
project known as the Victoria Arbors Village on approximately 420
acres in the Victoria Community Plan and the Etiwanda Specific Plan
area, generally bounded by Base Line Road to the north, Day Creek
Channel to the west, Etiwanda Avenue to the east, end Foothill
Boulevard to the south - APN: 227-201-04, 13 through 18, 22, 28
through 31, 33, and 36; 227-161-28, 31, 33, 35, 36, and 38;
227-171 --08, 11, 12, 20, 22, 23, and 25; and 227-211 - 40.

B. ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE
PERMIT 00-34 - COSTCO WHOLESALE- A proposal to construct a
149,705 square foot retail store, which also includes a tire sales and
installation center (5,200 square feet), food service (1,042 square
feet) and gas pumps, located on the north side of 4th Street between
Buffalo Avenue and the Interstate 15 on/off ramps, in the Industrial
Park District (Subarea 12) - APN: 229-263-19, 20, 21, and a portion
of 18.
* Meeting will occur immediately following regular Planning Commission meeting
IV. PUBLIC COMMENTS
This is the time and place for the general public to address the commission. Items
to be discussed here are those which do not a/ready appear on this agenda.
V, ADJOURNMENT
The Planning Commission has adopted Administrative Regulatio[~s that set an
11:00 p.m. adjournment time. If items go beyond that time, they shall be heard
only with the consent of the Commission.

SUBJECT: ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 00-34
COSTCO WHOLESALF - A proposal to construct a 149,705 square foot retail
store, which also includes a tire sales and installation center (5,200 square feet),
food service (1,042 square feet) and gas pumps, located on the north side of 4th
Street between Buffalo Avenue and the Interstate 15 on/off ramps, in the Industrial
Park District (Subarea 12) - APN: 229-263-19, 20, 21 and a portion of 18.
The attached plans and information are being provided for your review. The applicant's initial
submittal was made on August 5, 2000. After staff completed the initial completeness review of
the application and identification of design and technical issues, staff met with the applicants on
October 11 and encouraged substantial upgrade to tJ~e architectural design and style. At the
suggestion of staff, the applicants have agreed to initiate early discussion of these issues with
the Commission. The focus of this workshop will be on architectural style and building materials
only. The applicant has submitted Conceptual Plans for review and discussion. In an effort to
move this matter before the Commission as soon as possible, staff allowed the applicants to
make their submittal on October 19. Therefore, an oral report will be made by staff on the latest
submittal.
