A RESOLUTION OF THE CITY COUNCIL OF RANCHO
CUCAMONGA, CALIFORNIA, APPROVING THE ANALYSIS OF
IMPEDIMENTS TO FAIR HOUSING CHOICE,A REVIEW OF THE
FEDERALLY REQUIRED ANALYSIS OF IMPEDIMENTS TO FAIR
HOUSING CHOICE,WHICH PROVIDES AN OVERVIEW OF THE
LAWS, REGULATIONS, OR OTHER OBSTACLES THAT MAY
AFFECT ACCESSIBILITY TO HOUSING.
A. RECITALS.
1. The City prepared an Analysis of Impediments (Al) to Fair Housing Choice as
described in the title of this Resolution.
2. On the 4th day of December 2002, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing on the Al and concluded
said hearing on that date.
3. All legal prerequisites prior to the adoption of this Resolution have occurred.
B. RESOLUTION.
NOW,THEREFORE,it is hereby found,determined,and resolved bythe City Council
of the City of Rancho Cucamonga as follows:
1. This Council hereby specifically finds that all of the facts set forth in the Recitals,
Part A, of this Resolution are true and correct.
2. Based upon the substantial evidence presented to this Council during the above-
referenced public hearing on December 4, 2002, including written and oral staff
reports,together with public testimony, this Council hereby specifically finds as
follows:
a. As a condition to receiving Community Development Block Grant
(CDBG) funding the U.S. Department of Housing and Urban
Development(HUD)requires the City to certify that it will affirmatively
further fair housing as required by the Code of Federal Regulations
(24 CFR 570.601(a)(1)); and
b. This certification specifically requires the City "to assume the
responsibility of fair housing planning by conducting an analysis to
identify impediments to fair housing choice within its jurisdiction,take
appropriate actions to overcome the effects of any impediments
identified through that analysis, and maintain records reflecting the
analysis"; and
c. The City has prepared an Al that provides (1) a comprehensive
review of the City's laws, regulations, administrative policies,
procedures,and practices; (2)an assessment how those laws, etc.,
affect location, availability, and accessibility of housing; and (3) an
assessment of conditions affecting fair housing choice in both the
public and private sector.

3. Based upon the substantial evidence presented to this Council during the above-
referenced meeting and upon the specific findings of facts set forth in
paragraphs 1 and 2 above, this Council hereby finds and concludes as follows:
a. The Al is consistent with the objectives of the General Plan,
Development Code, and Consolidated Plan; and
b. The City to certifies that it will affirmatively further fair housing as
required by the Code of Federal Regulations(24 CFR 570.601(a)(1));
and
c. This City assumed the responsibility of fair housing planning by
conducting an analysis to identify impediments to fair housing choice
within its jurisdiction, will take appropriate actions to overcome the
effects of any impediments identified through that analysis, and will
maintain records reflecting the analysis.
4. Based upon the findings and conclusions set forth in paragraphs 1, 2, and 3
above, this Council hereby approves the Al and authorizes the Mayor to submit
the report to the HUD for their consideration.
