CONDITIONAL USE PERMIT 93-01 - VARDEN STUDIOS - A request to
establish a photography studio within an existing industrial
building in the General Industrial designation (Subarea 3) of the
Industrial Area Specific Plan, located at 9607 Business Center
Drive, #A - APN: 209-021-40.
PROJECT AND SITE DESCRIPTION:
Site Characteristics: The photography studio is located within the
Cucamonga Business Center at the southwest corner of Archibald Avenue and
Arrow Route. With the adoption of the Industrial Area Specific Plan in
1981, this site was designated as General Industrial. The Specific Plan,
however, acknowledged the project's design as a business park and granted
special consideration to allow the project to be regulated by the
standards established for Industrial Park designations. While the
standards for this site are slightly different than the adjacent
properties, the photography studio does still require approval of a
Conditional Use Permit application.

ANALYSIS:
General: As noted in the applicant's letter (see Exhibit "A"), Varden
Studios is engaged in yearbook photography for high school and college
senior portraits and the schools' clubs, activities, and special events.
Most of the photography is conducted at the school with the processing of
the photographs being handled through the main processing facility in
Rochester, New York. The main function of the proposed location will be
as a distribution and storage facility for the photographs, which is a
permitted use in the subarea. During the s,,-~er months, however,
portraits will be taken at the Business Center Drive site. The sittings

would be conducted by appointment to distribute the customers throughout
the day. No more than two sittings will be scheduled at a time. There
may be occasions when customers will be waiting for their sitting.
Compatibility: Being developed as a business/industrial park, the
Cucamonga Business Park has typically leased space to less intensive
users, primarily office and related support services. Such is the case
with the subject building and surrounding buildings. The primary user in
the building occupied by Varden Studios is the administrative offices for
Chino Basin Municipal Water District. The adjoining buildings are
occupied by appraisers, manufacturers/wholesalers of custom products, and
a small restaurant. Because of the limited intensity of the proposed use,
staff does not perceive a conflict with adjoining uses - the uses are
compatible. Varden Studios has been in operation at this location for
four mo~ths an~l~h- City has received no complaints.
Parking: When the Cucamonga Business Center was approved and constructed,
parking was provided at a ratio of 1 space for every 246 square feet of
floor area. This ratio exceeds the City's requirement for office and
light industrial uses. Additionally, staff's inspection of the site
indicates that a number of vacant spaces are available during the day,
particularly on the south side of the building. Adequate parking exists
for the proposal.
RECOMMENDATION: Staff reco~ends that the Planning Co~nission approve
Conditional Use Permit 93-01 through adoption of the attached Resolution.

major cities of the United States, and also operates a national college yearbook

In 1987 ve moved our location to 9077 9~h Street, Rancho Cutamanda. This lease
has been terminated.

College. The territory covered by Varden'$ wast coast branch (Sancho Cucamenga)
for its college market is the .following stereo: Arizona. California, Colorado,
Idaho, Montana, Nevada, Oregon, Utah, Washington, and ~yomin$. In 1991
Vatdan's west coast branch photographed approximately 12,000 celless seniors.
Approximately 100 of these coileSs seniors were photographed at this studio

Portraits-DIRECT COLOk. Vatden ,ends its photographers from F~ancho
Cucamonsa to the various college campuses. After she eastors are
photographed, the exposed film (on a daily basis) is sent by the
photographers ~o the California Studio for recording and loggias in,
and ~han immediately forwarded to Rochester, New York for developinS
and proofs. A~er the proofs are made in kocheater, they are
back to the California Studio for further losgang in, and the California

were delivered personally at the California Studio).

hSgh schools within a 100 mile radius of the California Studio.

portrait orders and returns the completed por~rait order and yearbook

Vatdan representatives personally deliver conpitted portrait orders
each h~gh school student on the high school campus. The studanus are
notified by ma~l when ~he Vatden represen~ative w~ll be on ca~pus, The
¥arden representative personally delivers the order and collects any
balance due. The delivery data is returned to the California Studio
for compute~ entry and local haskins. ~n 19~1 approximately
completed high school orders were delivered at the studio.

The hl~h school yearbook staff s~udent photographers photograph a number

The exposed fllu is sent by ths high school yearbook sta~! to the
Ca~i~ornia Studio. All black and ~hite amateur f~l~ is processed in the
California Studio, So~e color processing is subcontracted ou~ on a local
basis. It is intended in the now studio to do some rush color processing.
The pickup and delivery of ~he film and prints, p~o£sss~ou&l and amateur,
is done by a private courier service.
I~ is obvious fr~n the above desc~iption that there Is very little retail activity
that is transacted In the California Studio. Almost all photography is dons on
the school ca~pus and almos~ all of the other work is ~ransactsd by ~ail in the
Cali~ornla Studio. The presses are used ~or (1) dis~ribution center fo~ its
various stages of work) (2) a home base for California photographers and the
warehousing of their equip~n~ and supplies, (3) Photoprocessing.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, APPROVING CONDITIONAL USE
PERMIT NO. 93-01, A REQUEST TO ESTABLISH A PHOTOGRAPHY
STUDIO WITHIN AN EXISTING INDUSTRIAL BUILDING IN THE
GENERAL INDUSTRIAL DESIGNATION (SUBAREA 3) OF THE
INDUSTRIAL AREA SPECIFIC PLAN, LOCATED AT 9607 BUSINESS
CENTER DRIVE #A, AND MAKING FINDINGS IN SUPPORT THEREOF -
APN: 209-021-40.
A. Recitals.
(i) Varden Studios has filed an application for the issuance of
Conditional Use Permit No. 93-01, as described in the title of this
Resolution. Hereinafter in this Resolution, the subject Conditional Use
Permit request is referred to as "the application."
(ii) On the 24th day of March 1993, the Planning Commission of the
City of Rancho Cucamonga conducted a duly noticed public hearing on the
application and concluded said hearing on that date.
(iii) All legal prerequisites prior to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined, and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A of this Resolution, are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced public hearing on March 24, 1993, including
written and oral staff reports, together with public testimony, this
Commission hereby specifically finds as follows:
(a) The

3. Based upon the substantial evidence presented to this Commission
during the above-referenced public hearing and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Commission hereby finds and
concludes as follows:
(a) That the proposed use is in accord with the General Plan,
the objectives of the Development Code, and the purposes of the district in
which the site is located.
(b) That the proposed use, together with the conditions
applicable thereto, will not be detrimental to the public health, safety, or
welfare or materially injurious to properties or improvements in the vicinity.
(c) That the proposed use complies with each of the applicable
provisions of the Development Code.
4. Based upon the findings and conclusions set forth in paragraphs
1, 2, and 3 above, this Commission hereby approves the application subject to
each and every condition set forth below:
Approval of this request shall not waive compliance
with all sections of the Industrial Area Specific
Plan and all other City ordinances.
If operation of the facility causes adverse effects
upon adjacent businesses or operations including, but
not limited to, parking or noise, the Conditional Use
Permit shall be brought before the Planning
Commission for consideration and possible termination
of the use.
Any signs proposed for the facility shall be designed
in conformance with the Uniform Sign program for the
Cucamonga Business Park and Comprehensive Sign
Ordinance and shall require review and approval by
the Planning Division prior to installation.
5. The Secretary to this Commission shall certify to the adoption
of this Resolution.

BACKGROUND: There have been recent Commission discussions regarding entry
requirements for multi-family projects. Staff has revised the Site
Planning page of the Residential Design Guidelines as a result of those
discussions.
RECOMMENDATION: Staff recommends that the Planning Commission review the
revised verbage.

RESIDENTIAL DESIGN GUIDELINES

· Multi-Family
Well thought-out site planning is crucial in the devel-
opment of successful projects. In addition to the
standards outlined in the Development Code, the
following should be considered. ·
Relate the location of site uses with adjoining proper-
ties to avoid possible conflicts and take advantage of
mutual potentials.
Consider sharing curb cuts with adjoining properties.
Buildings which are skewed in relationship to each
other cdn create variety of view orientafiohand
streetscape interest.
Adequate common open space should be provided,
including recreation facilities, tot lots, andlarge open
lawn areas.
Pedestrian connections between open spaces and
dwelling units, and to pe~meter streets, should be
provided in a logical fashion. Avoid design__ that
forces pedestrians throug13_ parking or circulation
areas or which results in shortcutting through
planters.
Circulation system should be logical and readily
understandable to the user.
Drive aisles should be treated like the streetscape:
curvilinear lanes and parkway trees.
Screen parking areas from the street with mounding,
landscaping, Vow profile walls, and lowering grade~f
parking areas below street.
Screen exterior trash areas, storage areas, utilities, etc.
from view using elements compatible with architec-
ture and landscaping.
Enhanced project entry statements should be pro-
vided, suchas expanded accent landscaping, and
special architectural features incorporated into
perimeter walls or monument signs. The entry
statement should terminate at an interior focal point,
such as unique architecture or landscape elements,
fountains, plaTas, stream and/or watei'fall elements
or landscape treatment which take aesthetic advan-
tage of variation in gl'ade.
Decorative paving should be provided at project
entrances to provide a strong entry statement.
Consider street setbacks on adjacent properties.
While variety is generally desired, the street should
function as a whole and the setbacks should relate.

Preserve existing healthy trees in place and design as
major feature.
Two means of ingress and egress should be pro-
vided, not incluffing emergency only access.
Buildings should be oriented to focus on good views.
Visitor parking beyond minimum code requirements
should be considered.
Parking should be evenly distributed throughout.
Avoid dead-end drive aisles over 150 feet in length.
· Single-Family
Placement of houses in single family subdivisions is
an important element in creating a functional, quality
living environment. ·
Provide larger sideyard setback (i.e., 10-12 feet
minimum) on garage side of lot to allow vehicular
access to the rearyard.
Greater variation in frontyard setback should be
provided on larger lots (i.e., 1/2 acre or larger).
Locate driveways as far as possible from intersec-
tions.
Provide substantial variation in frontyard setbacks.
Provide two means of ingress and egress, not includ-
ing emergency only access.
Buildings should be oriented to focus on good views.
Consider the use of a variety of garage treatments,
such as side entry, detached and semi-detached, rear
entry, etc.
On flag lots, that portion of driveway providing
access to the garage should be only 10 feet to rr~nl-
rnize concrete and maximize landscaping potential.
Consider pairing garages to create larger front yards,
greater seperation between driveways and create
variety along the streetscape.
Taper three or four car garage driveways down to a
standard two-car width at street. · ·
