NORTH TOWN AFFORDABLE HOUSING - Review of the conceptual site planning
with specific review of the revised on-site parking concept for an
8.7 acre site located south of the Rancho Cucamonga Middle School on the
south side of Feron Boulevard, west of Old Town Park.
Since the December 8, 1993 Pre-application workshop, staff has met with
the applicant on several occasions to address the parking concerns
raised at the workshop. The applicant has been continuing to work with
staff to develop a proposal that meets the design criteria of the North
Town Housing Development Corporation and all City standards. As of this
writing, staff is still considering alternative design solutions to the
parking concern. The latest alternatives considered eliminating
completely the use of tandem parking. One carport will be assigned to
the three and four bedroom units and 2 carport spaces to the five
bedroom homes, with the closet available space assigned to that units
(see Sheet 2 for a typical assignment situation). with this, all
required parking spaces have direct unobstructed access. Should revised
plans be submitted prior to the workshop, staff will attempt to have
them delivered to the Commission before the meeting.
In addition to the parking issue for the homes, the Commission raised
concern for the adequate parking and circulation for the neighborhood
and child care centers at the northeast corner of the project site. The
latest plan now reflects the required 12 spaces for the child care
center, which exceeds the parking requirement by 4 stalls. Loading and
unloading of students will be handled and appropriately marked for the
parking spaces immediately adjacent to the front entrance. It is also
anticipated that a large number of children using the child care center
will come from within the project and reduce the need for parking. The
use of the neighborhood center has not been officially determined yet.
Current thinking is that it will be used as a recreation center in which
case no additional parking is required beyond the 25 percent guest
parking already provided on the site. In addition, it is expected that
the hours of operation between the two center buildings will not overlap
and therefore, the 12 spaces immediately in front of the centers can be
used for both.
Staff Recommendation:
Staff recommends that the Planning Commission consider the proposed
design in light of how it addresses the parking issues and direct the
applicant to incorporate any Commission recommendations into the formal
plan package submittal.
