CALL TO ORDER A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, November 20, 2002, in the Council Chambers of the Civic Center located at 10500 Civic Center Drive, Rancho Cucamonga, California. President William J. Alexander called the meeting to order at 7:08 p.m. Present were Boardmembers: Paul Biane, Grace Curatalo, Bob Dutton, Diane Williams and President William J. Alexander. Also present were: Jack Lam, City Manager; Pamela Easter, Deputy City Manager; Craig Fox, Assistant City Attorney; Linda D. Daniels, RDA Director; Jan Reynolds, RDA Analyst; Jim Frost, City Treasurer; Larry Temple, Administrative Services Director; Bob Bowery, Information Systems Manager; Ingrid Bruce, GIS/Special Districts Supervisor; Joe Kamrani, Sr. Information Systems Analyst; Sam Davis, Information Systems Specialist; Dawn Haddon, Purchasing Manager; Joe O'Neil, City Engineer; Brad Bullet, City Planner; Larry Henderson, Principal Planner; John Thomas, Acting Building Official; Kevin McArdle, Community Services Director; Paula Pachon, Management Analyst III; Dave Moore, Recreation Superintendent; Deborah Clark, Library Director; Captain Pete Ortiz, Rancho Cucamonga Police Department; Chief Dennis Michael, Rancho Cucamonga Fire Protection District; Fire Marshall Mike Bell, Rancho Cucamonga Fire Protection District; Fire Inspector Tim Fejeran, Rancho Cucamonga Fire Protection District; Michelle Dawson, Management Analyst III; Kimbedy Thomas, Management Analyst II; Kathryn L. COMMUNICATIONS FROM THE PUBLIC No communication was made from the public. D. CONSENT CALENDAR D1. Approval of Minutes: September 18, 2002 October 22, 2002 (Special Meeting - Biane & Dutton absent) D2. Approval to receive and file current Investment Schedule as of October 31,2002. D3. Approval of General Fund 01 Monthly Expenditure Report for October 2002, in the amount of $1,074,123.40. Fire Protection District Minutes November 20, 2002 Page :2 D4. Approval of Mello-Roos CFD 85-01 Fund 02 Monthly Expenditure Report for October 2002, in the amount of $361,960.00. D5. Approval to reject all bids received for the construction of Fire Station 176 (Northeast Rancho Cucamonga) as non-responsive to the needs of the Fire District, and authorize the advertising of a "Notice Inviting Bids" for new bids for Fire Station No. 176. D6. Approval for the purchase of personnel safety equipment and gear from UN. Curtis & Sons (CO FD 02-003) as a sole source vendor, in the amount of $23,000; $13,000 is to be funded from Acct. No. 3- 281508-5285 and $10,000 funded from Acct. No. 3-282508-5285. MOTION: Moved by Biane, seconded by Curatalo to approve the staff recommendations in the staff reports contained within the Consent Calendar. Motion carried unanimously 5-0. E. PUBLIC HEARINGS El. INTRODUCTION AND FIRST READING OF AN ORDINANCE ADOPTING THE 2001 CALIFORNIA FIRE CODE AND AMENDMENTS AND SETTING THE DATE FOR THE ADVERTISED PUBLIC HEARING AND ADOPTION FOR DECEMBER 18, 2002 Staff report presented by Mike Bell, Fire Marshall. President Alexander opened the meeting for any public input. There being no comments, public input was closed. Debra J. Adams, Secretary, read the title of Ordinance No. FD 39. ORDINANCE NO. FD 39 (first reading) AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, ADOPTING THE 2001 CALIFORNIA FIRE CODE, PART 9 OF TITLE 24 OF THE CALIFORNIA CODE OF REGULATIONS, INCORPORATING THE 2000 UNIFORM FIRE CODE WITH ERRATA AND UNIFORM FIRE CODE STANDARDS, AS PUBLISHED BY THE WESTERN FIRE CHIEFS ASSOCIATION, TOGETHER WITH CERTAIN AMENDMENTS AND DELETIONS, INCLUDING FINDINGS OF NECESSITY, FEES, AND PENALTIES MOTION: Moved by Dutton, seconded by Williams to waive full reading and set second reading of Ordinance No. FD 39 for the December 18, 2002 meeting with the public hearing to occur on December 18, 2002.
