A. CALL TO ORDER
A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, July 17,
2002, in the Council Chambers of the Civic Center located at 10500 Civic Center Drive, Rancho
Cucamonga, California. The meeting was called to order at 7:11 p.m. by President William J. Alexander.
Present were Boardmembers: Paul Biane, Grace Curatalo, Bob Dutton, Diane Williams and President
William J. Alexander.
Also present were: Jack Lam, City Manager; Craig Fox, Assistant City Attorney; Linda Daniels,
Redevelopment Agency Director; Kevin McArdle, Community Services Director; Paula Pachon,
Management Analyst III; Joe O'Neil, City Engineer; Michelle Dawson, Management Analyst III, Dan
James, Sr. Civil Engineer; Brad Buller, City Planner; Brent LeCount, Associate Planner; Cathy Johnson,

C. COMMUNICATIONS FROM THE PUBLIC
C1. John Lyons thanked District Attorney Dennis Stout and the Fire District for their efforts in getting
people out to see the memorabilia from the 9-11 Disaster that had traveled to Rancho Cucamonga
from New York.

RESOLUTION NO. FD 02-014
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO
CUCAMONGA, CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF
COMMUNITY FACILITIES DISTRICT NO. 85-1, ADOPTING A
BOUNDARY MAP SHOWING PROPERTY TO BE ANNEXED TO
COMMUNITY FACILITIES DISTRICT NO. 85-1
D7. Approval to adopt a Resolution of Intention to Annex Territory referred to as Annexation No. 02-2
into Community Facilities District No. 85-1, specifying facilities and services provided, to set and specify
the special taxes to be levied within the annexation and set a time and place for a public hearing related
to the annexation.
RESOLUTION NO. FD 02-015
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO
CUCAMONGA, CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF
COMMUNITY FACILITIES DISTRICT NO. 85-1, DECLARING
INTENTION TO ANNEX TERRITORY TO COMMUNITY FACILITIES
DISTRICT NO. 85-1
DS. Approval of a Resolution to amend contract with the California Public Employees Retirement
System to provide Section 21354.4 (2.5% @ 55 full formula) and Resolution authorizing the
establishment of the PARS Retirement Plan.
RESOLUTION NO. FD 02-016
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO
CUCAMONGA, CALIFORNIA, AUTHORIZING AN AMENDMENT TO
THE CONTRACT BETWEEN THE RANCHO CUCAMONGA FIRE
PROTECTION DISTRICT AND THE BOARD OF ADMINISTRATION OF
THE CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM TO
PROVIDE SECTION 21354.4 (2.5% @ 65 FULL FORMULA) FOR LOCAL
MISCELLANEOUS MEMBERS
RESOLUTION NO. FD 02-017
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO
CUCAMONGA, CALIFORNIA, AUTHORIZING THE ESTABLISHMENT
OF THE PARS RETIREMENT SYSTEM PLAN TO BE ADMINISTERED
BY PHASE II SYSTEMS, PARS TRUST ADMINISTRATOR FOR
DISTRICT EMPLOYEES
MOTION: Moved by Biane, seconded by Curatalo to approve the staff recommendations in the
staff reports contained within the Consent Calendar. Motion carried unanimously 5-0.

E. ADVERTISED PUBLIC HEARINGS
El. CONSIDERATION OF APPROVAL OF A RESOLUTION ADOPTING THE FIRE
DISTRICT'S GENERAL FUND FINAL BUDGET FOR FISCAL YEAR 2002/03 IN THE
AMOUNT OF $10,620,900
Staff report presented by Jack Lam, City Manager.
President Alexander opened the meeting for public hearing. There being no response, the public hearing
was closed.
RESOLUTION NO. FD 02-018
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO
CUCAMONGA, CALIFORNIA, FIXING A FINAL BUDGET FOR THE
FISCAL YEAR JULY 1, 2002 THROUGH JUNE 30, 2003
MOTION: Moved by Williams, seconded by Curatalo to approve Resolution No. FD 01-018. Motion
carried unanimously 5-0.

No items were identified for the next meeting.
G. ADJOURNMENT
MOTION: Moved by Biane, seconded by Dutton to adjourn. Motion carried unanimously 5-0. The
meeting adjourned at 7:19 p.m.
