Sowles, Library Director SUBJECT: CONSIDERATION OF RECOMMENDATION TO APPOINT A NEW MEMBER TO THE LIBRARY FOUNDATION BOARD OF DIRECTORS RECOMMENDATION: The Library Foundation's Recruitment Subcommittee recommends that the selected applicant be appointed by the Mayor and City Council. BACKGROUND: The Rancho Cucamonga Public Library Foundation is a 501(c)(3) organization dedicated to fundraising for the Library. Currently, there are 8 members appointed by the City Council with the maximum number of Foundation Directors stated by the By-laws to be 21 and the minimum 7. Vacancies were created on the Foundation Board on January 8, 2018 and March 7, 2018 with the resignations of Board Member, Kathy Sommer and Board Member, Leslie May, respectively. The successful Board applicant will be appointed for a full, four-year term. The City ordinance states that applicants will be appointed by the Mayor and City Council. Once the Library Subcommittee has completed its review, the determination and subsequent recommendation to City Council can be made. ANALYSIS: The City began recruiting for this Board vacancy on March 1, 2018 and the application deadline was 5:00 pm, March 29, 2018. The Library Foundation's Recruitment Subcommittee reviewed the applications that were received and interviewed the only qualified applicant on April 30, 2018. The Foundation Recruitment Subcommittee recommends the appointment of Noelia Chapa. Ms. Chapa has been attending Foundation Board Meetings for the past 9 months and is participating on multiple Foundation Board subcommittees. FISCAL IMPACT: None. University of Southern California-Master of Public Administration graduate work. PLEASE NOTE: the meeting date of the Library Foundation Board is the first Monday at 6 p.m. each month. Additional time may be required during fund-raising events. Foundation Boardmembers will be responsible for planning and implementing innovative community fundraisers to support the library,including the Library Telethon and cable broadcast. (Add additional sheets if necessary) Since my retirement, almost four (4) years ago, I have been volunteering at my grandson's elementary school. 1 have seen first-hand the importance reading programs have in the development of our students. Some of our children cannot afford to purchase books at our school's bi-annual book fair or our used book fair. Although we have a school library, the budget is often slim and the purchase of recently released popular youth books cannot always be purchased. Fortunately, the City's Book Mobile helps to supplement the need. However, the need is always greater. Are libraries are often the only other resource our children and families have to access books and literacy programs. 1 am interested in working with the Library Foundation to decrease the need and increase accessibility. After many years in city government management, I know that library and recreational program budgets are often impacted due to City budgetary constraints. 1 offer my services to the City and the Library Foundation Board to assist in the efforts to continue providing assess to literacy programs to our youth and families, especially during tough economic periods when city budgets are tight. What do you consider to be your major qualifications? Over a thirty-two (32) career in city government, 1 held the positions of City Manager in two cities and Assistant City Manager in three cities. 1 have extensive experience in community service programs (library and recreation), municipal finance, and public relationslnformation. During this same period, 1 served on various nonprofit boards which included fundraising initiatives. With confidence, I possess the qualifications needed to serve on the Library Foundation Board. RANCHO CUCAMONGA PUBLIC LIBRARY FOUNDATION APPLICATION Page 2 Please list your community service background. My community service is extensive spanning over twenty-five years. Most recently, in the City of Rancho Cucamonga, my service in the community started four years ago when i retired and moved back. I am an active Rotary Club member providing youth services and currently serving as Treasurer. Volunteer in the classroom at Banyan Elementary, Banyan Book Fairs and serve on the Banyan PTA (VP Membership, VP Programs, Chair Family Nights). Serve on an advisory board of Aspiranet, a nonprofit agency helping foster youth. Also, volunteer as a mentor in the No Boundaries (couch to 5K) program at Fleet Feet in previous years, I served on various Board of Directors including United Way, American Red Cross, Chamber of Commerce, House of Ruth and Committees-Christmas Parade, 4"'of July celebration. What do you see as the major library issues facing the City in the next year? In the next five years? Funding is always a concern for library services as well as continuing to be technologically relevant. Securing funding for the 2id floor initiative at the Paul A. Biane Library is a priority and a critical task of the Foundation Board for the next two years. Within the next five years, sustain the funding and work to make the Biane Library a destination point in the larger region. On the technology side, i can visualize checking out a book in electronic form and downloading over the internet as an option for those that cannot visit the library. Do you have any experience in fund raising? If so, what? Yes, 1 served on the House of Ruth Capital Fund Board which acquired funding to purchase a building for battered women and children. I have also worked on a smaller scale on specific fundraising efforts including Banyan PTA fundraising events, assisti%the Banyan Elementary library sell donated used books at a book fair, Soledad Chamber of Commerce 4 of July celebration, Christmas parade and Old Town Soledad Association Wind and Wine celebration. Would you object to fund raising? If so, why? No. Would you be able to devote tens hours per month to the Foundation? If not, how many hours could you spend? Yes. I recognize that the completion of the Library Foundation initiatives may require more than 10 hours per month and I have no hesitation to commit time to accomplish those tasks. REFERENCES 1.
