The meeting was called to order by Sean McPherson, Staff Coordinator, at 6:04 p.m. Design Review Committee members present: Vice Chair Commissioner Tony Morales and Commissioner James Daniels. Public Communications Staff Coordinator opened the public communication and after noting there were no public comments, closed public communications. C. Consent Calendar C1. Consideration to adopt Regular Meeting Minutes of November 1, 2022. Motion carried 2-0 vote to adopt the minutes as presented. D. Project Review Items D1. DESIGN REVIEW - LEAP DEVELOPMENT, LLC — A request for a site plan and architectural review of a mixed-use development comprising 160 residential units and 1 live-work unit with 745 square feet of commercial area and a Variance for a reduction in the non-residential requirement for mixed-use projects for 4.41 acres of land at the southwest corner of Foothill Boulevard and Vineyard Avenue in the Corridor 1 (C01) Zone. Site Characteristics and Background: The 4.54-acre project site was previously used as a recycling facility with a large parking lot/outdoor storage area. The building and its associated parking/outdoor storage area will be demolished as part of this project. The rectangular project site has dimensions of about 315 feet (east to west) and 520 feet (north to south). A majority of the site is paved with a parking lot/outdoor storage area and existing vegetation is limited along the site's frontage along 6th Street. The existing Land Use, General Plan, and Zoning Designations for the project site and adjacent properties are as follows: Land Use General Plan Zoning Site Office/Warehouse and Neo Industrial Neo Industrial (NI) Outdoor Storage Area Employment North Industrial/Warehouse Industrial Industrial Employment (IE) Employment South Industrial/Warehouse Industrial Industrial Employment (IE) Employment East Industrial Complex Neo Industrial Neo Industrial (NI) Employment West Industrial Complex Neo Industrial Neo Industrial (NI) Employment Project Overview: The applicant proposes to construct two industrial buildings totaling 74,387 square feet. Building 1 measures 25,635 square feet and is located toward the southerly portion of the site, closest to 61h Street. Building 2 measures 48,752 square feet and is located toward the northerly portion of the site. No specific uses are currently proposed for either of the two buildings. The site will be accessed via two driveways from 61h Street. Building 1's parking and loading area are ungated, while the rear parking and loading dock area of Building 2 will be gated. Required parking for the project was calculated with the assumption that both buildings will be tenanted with a warehouse use and an ancillary office. Based on this calculation, the project will require a total of 101 vehicle parking stalls. The project provides 101 stalls, meeting the parking requirement. There is a total of 7 dock doors proposed between the two buildings. Therefore, a matching number of trailer parking stalls are also provided in compliance with Development Code requirements. Landscaping is generally distributed along the project's 611 Street frontage toward the southerly portion of the site and within the building's parking areas. All trees proposed along the public right- of-way and within the subject property are at least 24-inch box in size, in compliance with the Development Code. The project will be conditioned to incorporate landscape lighting along its street frontage to enhance the site's nighttime aesthetics. The proposed building will be of concrete tilt-up construction painted with a palette of three colors. The building will have form-lined concrete panels at various locations. As the uses within these buildings are expected to be logistics or warehouse oriented, there is limited articulation throughout the wall planes to maximize the efficiency of the interior space. However, this limited articulation does not result in an overwhelming building mass, as vertical columns of sandblasted concrete break up the building fagade. Additionally, the application of glass panels along the building's office frontages adds architectural interest to the fagade. ■■ice■ice■ Man- 0 ��- s The project meets the intent of the Neo-Industrial land use designation of the General Plan, which is intended to provide for light industrial uses that result in low environmental impacts. The proposed buildings meet this intent by constructing smaller sized buildings that could accommodate a variety of low-impact industrial uses. APN: 1100-161-01, 02, and 03 (DRC2022-00280). Site Characteristics and Background: The 6.14-acre project site is located at the northeast corner of Foothill Boulevard and Etiwanda Avenue. There is an existing single-family residence on a separate parcel located at the northwest corner of the site that will be removed and all three parcels will be merged. The dimensions of the roughly square project site are approximately 544 feet from north to south and 505 feet from east to west. The site gently slopes from north to south from approximately 1,209 feet along the north property line and 1,193 feet at the south property line for a grade change of approximately 16 feet. The project complies with General Plan Goal LC- 1.4 (Connectivity and Mobility) by keeping the majority of the project ungated for pedestrian circulation around the building providing more access options. The only exceptions will occur at the entrance to the parking structure, and the private resident courtyards. The proposed design will help facilitate strong connectivity throughout the site and will also assist with improving emergency access to the site to better serve the safety needs of the community. Architecture: The project's exterior design is a modern interpretation of farmhouse architecture which includes a combination of gable and flat roof elements to help break up the building massing and provide visual interest. Building materials include fiber cement siding, stucco, metal panels, brick veneer, flat concrete roof tiles, and metal awnings carried to all elevations. The fagade of the commercial units includes the use of brick veneer, storefront glazing, and metal awnings with signage. One potential issue with the current design is the possible visibility of the 5-story garage at the center of the project. The applicant insists that the garage will not be visible from the public view. A condition of approval will be added to the project that will require enhancement of the garage if visible for the public view.
