C ALL TO O RDER – R AINS C ONFERENCE R OOM A special meeting of the Rancho Cucamonga Public Works Subcommittee was held on Wednesday, September 21, 2022, in the Rains Conference Room of the Rancho Cucamonga City Hall located at 10500 Civic Center Drive, Rancho Cucamonga, California, Mayor Pro Tem Lynne B. Kennedy, and Council Member Ryan A. Hutchison called the meeting to order at 4:00 p.m. A1. Roll Call: Present Council Members: Mayor Pro Tem Lynne B. Kennedy, and Council Member Ryan A. Hutchison. Staff Present: Matt Burris, Deputy City Manager of Economic and Community Development; Jason Welday, Director of Engineering Services/City Engineer; Frank Lopez, Principal Civil Engineer/Assistant City Engineer; Clarence de Guzman, Management Analyst I; Public: None present. B. P UBLIC C OMMUNICATIONS B1. No public communications were made. C. I TEM(S) FOR D ISCUSSION C1. Approve and File Minutes of June 21, 2022. Councilmember Ryan A. Hutchison motioned for approval and Mayor Pro Tem Kennedy seconded approval of previous meeting minutes. C2. Consideration of an On-Street Accessible Parking Zone Program. Jason Welday introduced the proposed program that provides on-street accessible parking for individuals with disabilities or special needs. Frank Lopez then provided the presentation. He explained that accessible parking is another term for disabled parking, recognized by blue striping or curb, and the International Symbol of Accessibility (ISA). While requirements for on-site private parking lots are typically addressed through building codes, on-street accessible parking guidelines are provided through the California Vehicle Code, which authorizes cities to establish such parking zones and gives authority to the city via its municipal code. In turn, authority is granted to the City Engineer or City Traffic Engineer to regulate these parking zones. Due to past and recent requests from the community, City staff has developed a program, which is being brought forth for the City Council’s recommendation. The guidelines include: Evidence that applicant is a full-time resident of the residential property in front of where the parking zone is requested Evidence of CA DMV authorization to use disabled parking placard or license plate Evidence showing a need for accessible parking at the requested location, which means that they do not have the ability to have on-site parking Certification by the applicant that no existing on/off-street parking space meets their needs Mr. Lopez stated that the documents package includes the application’s drafted guidelines and eligibility requirements. Applicants need to certify that they are providing accurate information, and authorize staff to conduct a site inspection to ensure that the parking zone is warranted. An additional \[no parking\] sign is also required by the municipal code, which subjectsunathorized parkedvehicles togettingtowed. Mr. Lopez reiteratedthat the City is not required by statute to establishthese parking zones, as the City’s main purpose for implementation isto serve the residentsthat need them. Mr. Welday clarified that these parking zoneswould not beexclusive parking spaces, as anybody with a valid parking placard would be able to legally park there. The application would be valid for a two-year periodand could be re-evaluated after twoyears. By doing so, theCitycanregularly assess and remove, if necessary, parking zones withno current applications. Mr. Lopez affirmed thatif at any point, a parking zonebecomes hazardous for the community, the City Engineer has the authority to remove itwith notice to the applicant. Councilmember Ryan Hutchison expressedhis supportforon-streetaccessibleparking zones that do not exist in perpertuity. Heinquiredif these parking zones would only be placedinlocations directly adjacent to the applicant’sresidence. Mr.Welday responded that while this would be ideal, itmay not always be the case, especially if the location isdeemed unsafe orcould create other issues. Nonetheless,the City’s goal is to havethesedesignated parking zones within a reasonable distancefrom the applicant’s home. While the programallows for parking zones to go in front of somebody else’s house, heencouraged applicantsto coordinate withthe property owner directly to avoidany unnecessary conflict.Mr. Weldayreiterated that ultimately, theCity will maintaindiscretion over determining the most appropriate locations for these parking zones. As long as this is the case, Councilmember Hutchison is satisfied with the proposed guidelines. Mayor Pro Tem Lynne Kennedynoted thepotential issues with theprovisionfor apartments, condominiums,ortownhomes, particularly if someonerequestedadditional parkingon the street. She asked if the process wouldgo through HOA or the property ownerfirst. Whilethere is a provision forthis, Mr.Welday explained thatbuildingand accessibility code requirementsregulate thenumber ofrequired parking spaces on site, which are generally not fully occupied. Healso statedthat for sites with accessible parking spaceslocated on the other side of the complex and not directly out front, the City would work with HOA to determine the best possible solution. Mr. Welday confirmedthat this itemneeds a full Council approval, because the municipal code would need to be modifiedto implement the program. Councilmember Hutchison made the recommendationto move forward the On-StreetAccessible Parking Zone Program for the full City Council’s consideration. Mayor Pro TemKennedy seconded the motion.
