HomeMy WebLinkAbout04-280 - ResolutionsRESOLUTION NO. 04-280 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, OPPOSING PROPOSITION 68, THE "GAMING REVENUE ACT OF 2004" WHEREAS, Proposition 68, the "Gaming Revenue Act of 2004," is a Statewide proposition that would allow eleven privately -owned card clubs and five privately -owned racetracks to expand their existing facilities to include 30,000 slot machines; and WHEREAS, this measure exempts these card clubs and racetracks from future State and local tax increases; and WHEREAS, Proposition 68 would effectively undermine local control and regulation of the operation of gaming devices authorized in the measure; and WHEREAS, funds generated by this measure cannot be used to reduce existing budget deficits of the State of California or of individual cities and counties, and the measure denies cities and counties the right to use funds where local governments determine they are most needed; and WHEREAS, according to the former California State Auditor General, the funding this measure provides for local police and fire services is exclusively for additional personnel and cannot be used for any other purposes such as equipment, support, training, supervision and other necessary expenditures required to support new personnel; and WHEREAS, proponents of Proposition 68 claim it will benefit local public safety programs, yet the measure is opposed by nearly all public safety organizations, including the California Police Chiefs Association, the California State Firefighters Association, and the California District Attorneys Association; and WHEREAS, numerous cities and counties, and the League of California Cities, are opposed to Proposition 68 because any additional benefit to local government under this measure would not outweigh the additional costs. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rancho Cucamonga that the City of Rancho Cucamonga hereby expresses its opposition to Proposition 68, the Gaming Revenue Act of 2004.
