Planning Commission Agenda

7:00 p.m.
The regular meeting of the Historic Presentation Commission and Planning Commission was held on
May 10, 2023. The meeting was called to order by Chair Dopp at 7:00 p.m.
A. Roll Call
Planning Commission present: Chair Dopp, Vice Chair Morales, Commissioner Williams, Commissioner
Boling, and Commissioner Daniels.
Staff Present: Serita Young, Assistant City Attorney; Matt Marquez, Director of Planning and Economic
Development; Deborah Allen, Management Analyst; Justine Garcia, Deputy Director of Engineering;
Clarence De Guzman, Management Analyst; Elizabeth Thornhill, Executive Assistant.
B. Public Communications
Vice Chair Dopp opened the public communications and seeing no one, closed public communications.
C. Public Hearing - None
D. General Business
D1. Consideration of the City of Rancho Cucamonga Capital Improvement Program for Fiscal Year
2023/24.
Deborah Allen, Management Analyst, presented Commissioners with a Staff Report and presentation
(copy on file).
Vice Chair Morales asked where the different funds are coming from that go to the projects.
Deborah Allen replied that there are funds coming from Measure I, from state and federal grants.
Vice Chair Morales expressed how they had to work hard to get additional funding in conformance with
the General Plan.
Chair Dopp announced, although this is not a public hearing, the floor is open to the general public to
receive comments on the Capital Improvement Plans.
Tom Carr, Resident, requested how to get details on the Cucamonga Canyon Trail Head and expressed
concerns about the safety of the community.
Justine Garcia, Deputy Director of Engineering, stated no details at this time to provide but she will
connect Mr. Carr with the Project Manager.

Commissioner Boling thanked staff for answering questions that are outside of the scope of tonight’s
action. He clarified for the public that the Planning Commission is asked to review the CIP program,
as presented, to ensure conformance with the General Plan that was adopted by the City Council. The
issues raised by the public would be best talked about at City Council meeting where they will address
the policy and use of funds, as well as prioritizing the project
Vice Chair Morales commended staff on the public improvements keeping our city strong for the next
15-20 years and stated that he believes the CIP is in conformance with the General Plan.
Commissioner Daniels stated the report is very comprehensive and ambitious. He thanked staff for
their hard work.
Motion to adopt Resolution 23-11 action by Commissioner Daniels; second by Commissioner Boling. Motion
carried unanimously 5-0 vote.
E.Director Announcements
Matt Marquez, Director of Planning and Economic Development, introduced Clarence De Guzman from
Engineering to provide an update on the Healthy RC Transportation Plan.
Planning Commission will receive and file.
F. Commission Announcements - None
G. Adjournment
Motion by Commissioner Boling, second by Commissioner Daniels to adjourn the meeting. Hearing no
objections, Chair Dopp adjourned the meeting at 7:37 p.m.
