SUBJECT: LANDMARK ALTERATION DRC2005-00160 -- DAVID L. .ROSIN — An application to
modify the Historic Stegmeier Residence-Barn by removing the carport and addition on the
south and east side of the barn respectively, and restoring back to original structure,
located at the southwest corner of Etiwanda and Saddleridge - APN: 1089-071-24.

PROJECT AND SITE DESCRIPTION:
n A. Historical Si nTg nce: Jacob Stegmeier, the original owner of the house played an important roll
.,
in the development of Etiwanda because he was deeply involved in two of the most important
businesses in the area: agriculture and communications. Built in 1908, the house is virtually
unchanged and, as such, is a perfect example of the character which existed in the Etiwanda area,
and therefore, preservation.is encouraged.
From 1904 through 1905, Mr. Stegmeier served as one of the Board of Directors for the Etiwanda
Fruit Company which packed and shipped Muscat Raisins. In 1906, Stegmeler began operating a
business as a packer and shipper of the dried fruits. He also grew and packed oranges and
lemons. Dried fruits were popular at this time because of the lack of refrigeration. According to A
History of Etiwanda, Stegmeier used to let children come to his drying sheds-and cut peaches and
apricots. He helped them earn summer spending money while at the same time they prepared fruit
for drying.
In 1907, Stegmeier was signed as one of the Board of Directors, Vice President and Manager of
one of the first telecommunications companies in Southern California, the Home Telephone
Company. The switchboard was located south of the Stegmeier House at the Fischer House, now
located just north of Grapeland Elementary School. Stegmeier kept his title as Vice President and
Manager through 1909. In 1930, the Home Telephone Company was sold to General Telephone
Company.
B. Site Characteristics: The Stegmeier House is currently located at 7050 Etiwanda Avenue. The
house is covered with wood board siding and a semi-steep hipped roof with two gables. The house
has a large front porch with round column supports and fieldstone foundation. These are elements
of Queen Ann style architecture. The barn is in fair to good condition and is an original structure
which was built approximately the same time as the house. The barn roof is enhanced with a
cupola.

ANALYSIS:
A. General: The Stegmeier House received Landmark Designation status (LD 90-01) and approval of
a Mills Act Agreement (MA90-01) on April 4, 1990. Although the date of the carport and storage
structure addition to the barn is unknown, they are clearly not part of the original structures. The
homeowner, David Rosin, is intending to replace the deteriorated barn roof this year and also
rebuild the cupola at the same time. Removing these two additions from the barn is the first step
toward restoring the landmark barn to its original condition and preserving its historic nature.
B. Landmark Alteration: The landmark alteration involves the barn only and consists of removal of two
structures: a 12-foot 1-Inch by 18-foot 1-inch storage addition and a 20-foot 2-inch by 13-foot
4-inch carport. Since neither affected barn portions appear historic, the removal of these two
structures will restore its original construction.
C. Environmental Assessment: The project is categorically exempt under Class 1 existing facilities,
Subsection "E" of the California Environmental Quality Act Guidelines.
FACTS FOR FINDING: The proposed Landmark Alteration meets the following criteria established in
Chapter 22.24.120 of the Rancho Cucamonga Municipal Code.
FINDING: The action proposed is consistent with the purpose of this Ordinance.
FACT: The Landmark Alteration as presented will enhance and promote the visibility of this historic;`
landmark.
FINDING: The action proposed will not be detrimental to a structure or feature of significant aesthetic,
cultural, architectural, or engineering interest or value of historic nature.
FACT: The proposed alterations are architecturally compatible and will enhance the continued use
and viewing of the structure.
CORRESPONDENCE: This item was advertised as a public hearing in the Inland Valley Daily Bulletin
newspaper, the property was posted, and notices were mailed to all property owners within a 300-foot
radius of the project site.
RECOMMENDATION: Staff recommends that the Commission approve Landmark Alteration Permit
DRC2005-00160 through adoption of the attached Resolution of Approval.

` A RESOLUTION OF THE'HISTORIC PRESERVATION COMMISSION OF
THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, APPROVING
LANDMARK ALTERATION PERMIT DRC2005-00160,FOR ALTERATIONS
AT THE HISTORIC STEGMEIER HOUSE, LOCATED AT 7050 ETIWANDA
AVENUE; AND MAKING FINDINGS IN SUPPORT THEREOF -
APN: 1089-071-24.
A. Recitals.
1. David L. Rosin filed an application for the approval of Landmark Alteration Permit
DRC2005-00160, as described in the title of this Resolution. Hereinafter in this Resolution, the
subject Landmark Alteration Permit request is referred to as "the application."
2. On the 23rd day of March 2005, the Historic Preservation Commission of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the application and concluded said
hearing on that date.
3. All legal prerequisites prior to the adoption of this Resolution have occurred.
B. Resolution.
NOW,THEREFORE, it is hereby found,determined,and resolved bythe Historic Preservation
Commission of the City of Rancho Cucamonga as follows:
y4 1. This Commission hereby specifically finds that all of the facts set forth in the Recitals,
Part A, of this Resolution are true and correct.
2. Based upon the substantial evidence presented to this Commission during the
above-referenced public hearing on March 23,2005,including written and oral staff reports,together
with public testimony, this Commission hereby specifically finds as follows:
a. The application applies to the property located at 7050 Etiwanda Avenue with a
street frontage of 115 feet and lot depth of approximately 200 feet, and is presently improved with
the historic Stegmeier house and bam.
b. The property to the north of the subject site is developed with single-family
residential,Very Low Density; the property to the south is developed with single-family residential,
Very Low Density; the property to the east is vacant, zoned residential, Low Density; and the
property to the west is developed with single-family residential, Very Low Density; and
C. The Stegmeier house and bam,on the property of the proposed application,was
designated as an Historic Landmark by the City Council on April 4, 1990; and
3. Based upon the substantial evidence presented to this Commission during the
above-referenced public hearing and upon the specific findings of facts set forth in paragraphs 1
and 2 above, this Commission hereby finds and concludes as follows:
a. The proposed alteration is in accord with the General Plan, the objectives of the
Development Code, and the purposes of the district in which the site is located; and

b. The proposed use, together with the Landmark Alteration Permit, will not be
detrimental to the public health, safety, or welfare or materially injurious to properties or

C. Based upon the changes and alterations which have been incorporated into the
proposed project, no significant adverse environmental effects will occur.
4. Based upon the findings and conclusions set fort in paragraphs 1,2,and 3 above,This
Commission hereby approves Landmark Alteration Permit DRC2005-00160, subject to each and
every condition set forth below.

of the Development Code, State Fire Marshall's regulations; Uniform
Building Code, or any other City Ordinances.

MILLS ACT APPLICATION DRC2005-00179 - AMANDA LOPEZ-CASTANON -
A request to implement the use of the Mills Act to reduce property tax for the

BACKGROUND
A. Historical Significance: The "Buehler" home was constructed pre 1913 by an unknown
Architect and Builder near the Cucamonga town center. The dwelling is part of a group of
turn of the century residences built on smaller City lots instead of large agricultural lots
that were standard in Cucamonga. The merchants and business owners lived in these
homes because of their proximity to their businesses.
In 1920, Walter A. Buehler purchased the home and lived there with his wife Lillian and
their two sons and two daughters until 1944. He established Buehler Tank Works, which
was a major local industry and employer of the community during World War II.
B. Site Characteristics: The house sits on an 11,880 square foot parcel (.27 acre) on the
north side of San Bernardino Road as part of a group of turn of the century residences,
surrounded by residential and commercial areas. The land use zoning of the site and the
surrounding area is designated Low Residential (2-4 dwellings per acre).
ANALYSIS
A. General: The house was first surveyed in 1987 (see Exhibit "D"). The house is a
two-story, wood-framed building with a composite shingle roof. It is rectangular in shape

with wood clapboard siding and double hung windows. An addition appears to have been

added on to the west elevation of the dwelling in the late 1920s; with the exception of the
front door and the 1920s addition, the home retains its original construction.
B. Landmark Designation: The subject site qualifies for landmark designation based upon
much of the criteria from the City's Historic Preservation Ordinance, including such
significant areas as historical, cultural, neighborhood, and geographic setting. Details
concerning these areas of significance are contained in the Facts for Findings section.
The requested designation is for the structure that is greater than 50 years in age. The
purpose of the designation is to preserve, protect, enhance, and perpetuate a significant
feature that contributes to the cultural and aesthetic benefit of Rancho Cucamonga.
C. Mills Act Agreement:. In accordance with City policy, the owner has requested a Mills Act
Agreement. The Agreement Schedule List of Improvements has been drafted and
reviewed and is attached for reference (Exhibit C).
The concept of the Mills Act program is to provide an incentive for the property owner to
protect and preserve the property by retaining its characteristics of historical significance.
This intent is encouraged through the reduction of property taxes, thus enabling the
property owner to reinvest the money saved from the reduced property tax on the
improvements. The properties that enter into the agreement are to be inspected by City
staff on an annual basis to determine whether notable progress has been made in
rehabilitating the property. Staff estimates the property tax savings to the owner could be
as much as $1,368 per year. The exact amounts are dependent upon the County
Assessor's property valuation, which is based on income potential and capitalization rate
at the time of the assessment.
D. Environmental Assessment: The project is categorically exempt under Section 15331 as a
Class 31 exemption.of the guidelines for the California Environmental Quality Act.
FACTS FOR FINDING:
A. Historical and Cultural Significance:
Finding 1: The proposed landmark is particularly representative of a historical period,
type,'style, region, or way of life.
Factts: The property is an excellent example of life in early Cucamonga, as the
residents needed to locate themselves towards the Cucamonga town center
to be closer to their businesses.
Factls: The dwelling is part of a grouping of structures built at the turn of the century
on smaller City lots that was different from the previous development of large
agricultural lots.
Finding 2: The proposed landmark is of greater age than most of its kind.
Factls: The dwelling was built pre 1913.

CORRESPONDENCE: The Historic Landmark designation was advertised as a public hearing
in the.Inland Valley Daily Bulletin newspaper, the property was posted, and notices were sent to
all property owners within 300 feet of the project site.
RECOMMENDATION: Staff recommends that the Historic Preservation Commission
recommend approval of Landmark Designation DRC2005-00173 and Mills Act Agreement
DRC2005-00179 to be forwarded to the City Council for final action.

SIGNIFICANCE

This structure is significant to the community, since it is one of a group of
structures built around the turn of the century that were near the Cucamonga town
center. Previously, most homes were located on large tracts of agricultural land.
This group was built on smaller, city type lots. Merchants or business owners
lived in these homes that were located near to their businesses. The particular
structure was the home of W. A. Buehler who established Buehler Tank works, a major
local industry that employed many people from the community. This industry was a
very large employer during World War II. Buehler owned the house from 1920 until
1944.

A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF THE
CITY OF RANCHO CUCAMONGA, CALIFORNIA, RECOMMENDING
APPROVAL OF HISTORIC LANDMARK DESIGNATION DRC2005-00173,
DESIGNATING THE.BUEHLER HOUSE A HISTORIC LANDMARK, LOCATED
AT 9650 SAN BERNARDINO ROAD; AND MAKING FINDINGS IN SUPPORT
THEREOF-APN: 0208-131-12.
A. Recitals.
1. Amanda Lopez-Castanon filed an application for a Landmark as described in the title of
this Resolution. Hereinafter in this Resolution, the subject Landmark is referred to as "the
application."
2. On April 13, 2005, the Historic Preservation Commission of the City of Rancho
Cucamonga conducted a duly noticed public hearing on the application and concluded said hearing
on that date.
3. All legal prerequisites prior to the adoption of this Resolution have occurred.
B. Resolution.
NOW,THEREFORE, it is hereby found, determined, and resolved by the Historic Preservation
Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts set forth in the Recitals,
Part "A," of this Resolution are true and correct.
2. The application applies to approximately .27 acre of land, basically a rectangular
configuration, located at 9650 San Bernardino Road.
3. Based upon substantial evidence presented to this Commission during the
above-referenced public hearing on April 13, 2005, including written and oral staff reports, together
with public testimony, and pursuant to Section 2.24.090 of the Rancho Cucamonga Municipal Code,
this Commission hereby makes the following findings and facts:
A. Historical and Cultural Significance:
Finding 1: The proposed Landmark is particularly representative of an historic
period, type, style, region, or way of life.
Facts: The property is an excellent example of life in early Cucamonga, as
the residents needed to locate themselves towards the Cucamonga
town center to be closer to their businesses.
Facts: The dwelling is part of a grouping of structures built at the turn of the
century on smaller City lots that were different from the previous
development of large agricultural lots.
Finding 2: The proposed Landmark is of greater age than most of its kind.
Facts: The dwelling was built pre 1913.

compliance with the California Environmental Quality Act (CEQA) of 1970, as amended, and the
Guidelines promulgated thereunder. The Council finds that this Landmark Designation is exempt
under CEQA, pursuant to State CEQA Guidelines Section 15331, as a Class 31 exemption
(Historical Resource Restoration/Rehabilitation).
5. Based upon the findings and conclusions set forth in paragraphs 1, 2, 3, and 4 above,
this Commission hereby resolves that, pursuant to Chapter 2.24 of the Rancho Cucamonga
Municipal Code, the Historic Preservation Commission of the City of Rancho Cucamonga hereby
recommends approval of Landmark Designation on the 13th day of April, 2005.
5. The Secretary to this Commission shall certify to the adoption of this Resolution.
