C~CA~)I~A, CAlifORNIA, OF PRELIMINARY APPROVAL OF CITY
ENGINEER~ S REPORT ~OR ANNEXATION NO. 15 TO STREET LIGHTIN~
HAI1TR~ANCE DISTRICT NO. 2
~HRREAS, on March 18, 1987. the City Council of the City of Rancho
Cucmonsa directed the City En$ineer to make and file with the Cit-y Clerk of
said Cit~ a report in writing ae required by the Landscapin$ and Lighting Act
of 1972~ and
~'HEREAS, the City Engineer has made and filed with the City Clerk of
said airy a report in writin~ as celled for pursuant to said Act, which report
has been presented to this Council for consideration~ and
~ltEREAS, said City Council has duly considered said report and each
and ever~ part thereof, and finds that each and ever~ part of said report is
sufficient, and that said report, nor any part thereof, requires or should be
modified in any respect.
NO~, THEREFORE BE IT RESOLVED by the ¢it~ Council of the Ci~ of
Rancho Cocaaonga as follows:
SECTION 1: That the Engineer's Estiaate of the itemized costs and
expenses of said work and of the incidentel expenses in connection therewith,
contelnsd in said report be, and each of then are hereby, prelhainsrily
approved and confimed.
SECTION 2: That the diagr~- sho~in~ the Asasssaent District referred
to and deacribed in said report, the boundaries of the subdivisions of )and
within said A~sesa~ent District are hereby preliminsrily approved and
confimed.
SECTION 3: That the proposed &sass~ient upon the subdivisions of
land in said A~ses~aent District in proportion to the estimated benefit to be
received by said subdivision, respectively, fro~ said work and of the
incidentel expenses thereof, as contained in said report is hereby
preliminarily approved and confiraed.
SECTION 4: That said report shell stand as the City Engineer's
Report for the purposes of ell subsequent proceedings, and pursuant to the
proposed district.

Engineer's Report for
Street Lighting Maintenance District No. 2
Annexation No. 15 for
Tracts 12650-2 and 12772
SECTION 1. Authority for Report
This report is in compliance with the requirements of Article 4,
Chapter 1, Division 15 of the Streets and Highways Code, State of
California (Landscaping and Lighting Act of 1972).
SECTION 2. General Oescription
This City Council has elected to annex the tracts enumerated in
Exhibit "A" into Street Lighting Maintenance Olstrtct No. 2. The City
Council has determined that the street lights to be maintained will have
an effect upon all lots within said tracts as well as on the lots
directly abutting the street lights.
Work to be provided for with the assessments established by the
district are:
The furnishing of services .an~ materials for the ordinary and usual
maintenance, operating and servicing of street light Improvements on
arterial and certain collector streets. I~rovement maintenance is
considered of general bene¢tt to all areas in the District and cost
shall be divided on a per lot basis. In the case of condominiums
with airspace ownership Dilly, and apartments, a dwelling unit shall
be considered to benefit the same as e lot.
SECTION 3. Plans and Spectftcettofls
The plans and specifications for street lighting have been prepared by the
developers. The plans end street lights are as stipulated in the conditions
of approval for the develog,~mt and as approved by the City Engineering
Division. Reference is hereby made to the subject tract map or development
plan and the assessment diagram for the exact location of the street lighting
areas. The plans and specifications for street lighting improvement on the
individual development is hereby mede a part of this report to the same extent
as if said plans and specifics were attached hereto.
Detailed maintenance activities on the street lighting district
include: the repair, removal or replacement of all or any part of
any improvement, providing for the illumination of the subject area.
SECTION 4. Estimated Costs
No costs will be incurred for street lighting improvement construction.
All improvements will be constructed by developers. Based on available data,
it is estimated that maintenance costs for assessment purposes will be as
indicated below. These costs are estimated only, actual assessments will be
based on actual cost data.

SECTION 6. Asses~nt
Improvers for the Dtstrtct are found to be of general beneftt to
dweZ]tng untts wtthtn the 0tstrtct and that assessment shall be aqua] for each
unit. Where thm'e ts more then one dwelltng untt per lot or parcel of
assessable land, the assessment for each lot or p~rcel sha!l be proportional
to the nm~Mr of dwe]]tng untts per lot or parce].
[t Is proposed that all future development shall be annexed to the
District.
SECTION 7. Order of Events
1. City Council adopts ResoTutton of Preliminary Approval of City Engineer s
Report. '
2. City Council adopts Resolution of Intention to annex a District and sets
public hearing date.
3. City Council conducts public hearing, considers a!l testimony and
detemines to form a Olstrict or abandon tine proc~dtngs.
4. Every ]Fear in May, the City Engineer files a report with the City Council.
$. Every ~ar in June, the City Councl! conducts a pub!lc hearing and
approves, or modifies and approves the individual assessments.
