•This item was advertised as a public hearing with a regular legal
advertisement in the Inland Valley Daily Bulletin newspaper,the
property was posted,and notices were mailed to all property owners
within a 1,500-foot radius of the project site on June 28,2023.To date,
no comments have been received regarding the project notifications.
•The following public meeting was held:

Environmental Review
•This item is exempt from the requirements of the California
Environmental Quality Act (CEQA)and the City’s CEQA guidelines
under CEQA Section:
•The project qualifies as a Class 32 exemption under State CEQA
Guidelines Section 15332 -In-Fill Development Projects
Public Art
•The project is subject to the City’s public art ordinance and will be
required to provide public art on the project site with a minimum value
of $83,218 or pay an in-lieu fee to the City’s public art fund,equal to the
minimum value of art that would otherwise be included in the
development project.A condition has been included pursuant to the
Development Code that requires the public art requirement to be met
prior to occupancy.
Recommendation
•Staff recommends that the Planning Commission approve Design
Review DRC2022-00209 through the adoption of Resolution 23-15
and its attached conditions.

Public Private Partnership
Infrastructure owner:The City constructs, owns, and maintains the physical broadband infrastructure.
Conduit, Fiber Cables, Pullboxes, Vaults, Data Center POP, equipment.
Retail content provider:Onward delivers retail gigabit internet services, and Voice services
Handles all billing and customer service to select residential and business.
Public Policy Changes
•Condition all new developments to put in-tract fiber optic
infrastructure.
•ROW management, wireless ordinance, joint trench/dig
once.
•Request Right of Entry (ROE) into existing private
developments.
•Repurpose existing fiber assets: Traffic, Utility and IT fibers
and infrastructure for future network expansion.
