ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2011-00629 - WATER MILL HOMES - The design review of 16 homes associated with the development of Tentative Tract 18819, the proposed subdivision of 10.6 acres into 17 lots in the Very-Low Residential District of the Etiwanda Specific Plan, located at the southwest corner of Etiwanda Avenue and Victoria Street. APN: 1089-081- 16, 17, 20, and 21, Related Files: Tentative Tract SUBTT18819, Variance DRC2011-00383, and Tree Removal Permit DRC2011-00638. Design Parameters: The applicant is proposing the development of a 17 lot subdivision located at the southwest corner of Etiwanda Avenue and Victoria Street. Within the proposed subdivision, 16 lots will be developed with the applicant's single-story and two-story housing product; one lot (Lot 17) will contain the relocated Johnston House. The design of the subdivision provides for 6 lots (Lots 1 thru 6) fronting onto the south side of Victoria Street and 10 lots fronting onto an east-west cul-de-sac. The proposed local equestrian trails to be located within the tract provide for a 15-foot wide east-west equestrian trail centered on the rear property line of Lots 1 thru 6 and 7 thru 11, a 15-foot wide north- south equestrian trail located on the east side of Lots 7 and 16, and a 15 foot wide east-west equestrian trail located on the rear property line of Lots 12 thru 16. Access to the equestrian trail is provided off of Grape Place, between Lots 1 and 11 and at Lot 12. ANALYSIS: The proposed Tract has an 8-foot wide sidewalk (Class I Bike Path running along the Victoria Frontage (north side) and Etiwanda Avenue (east side), in accordance with the Etiwanda Specific Plan. This bike improvement will fill in a needed transportation link from the surrounding neighborhood to the nearby Middle School. Staff recommends a condition for Class I signage be provided on the applicable streets. The project has been designed to meet many of the technical requirements for trails, including trail widths, and grading. Several other trail issues are still in need of review. 1. The type of fencing to be used along the Local Feeder Trails. It has been City policy to require decorative solid block walls with metal yard gates (2 — 5 foot wide gates with metal mesh screen) along the trails. The applicant has proposed PVC Trail Fencing. 2. A detail concerning the vehicular gate step through design needs to be provided to clearly indicate how the 20 foot wide section and the 5 foot side drainage easement and v-gutter will be handled. 3. Details concerning trail cut offs or radius at trail intersections need to be provided to show that horse maintenance associated vehicles (horse trailers and hay deliveries) can gain access. Staff recommendation: Staff requests that the Trails Advisory Committee members review the proposed project trail design and provide input and direction. At a minimum the Standard conditions should be considered below: Staff Planner: Tom Grahn 1. A detailed plan indicating trail widths, maximum slopes, physical conditions, fencing, and weed control, in accordance with City Master Trail drawings, shall be submitted for Planning Director review and approval prior to approval and recordation of the Final Tract Map and prior to approval of street improvement and grading plans. Developer shall upgrade and construct all trails, including fencing and drainage devices, in conjunction with street improvements. 2. Local Feeder Trail entrances shall also provide access for service vehicles, such as veterinarians or hay deliveries, including a 12-foot minimum drive approach. Entrance shall be gated provided that equestrian access is maintained through step-throughs in accordance with Engineering Department Standard Drawing 1006-B and 1007-B. 3. Local Feeder Trail grades shall not exceed 0.5% at the downstream end of a trail for a distance of 25 feet behind the public right-of-way line to prohibit trail debris from reaching the street. Drainage devices may be required by the Building Official, 4. For single-family residential development within the Equestrian/Rural Overlay District, at least one model home shall be provided with a constructed 24-foot by 24-foot corral with appropriate fencing. 5. Where corner side, interior side or rear yard property lines are adjacent to local equestrian trails, construct minimum 6-foot high decorative masonry walls. Decorative masonry shall mean split-face double sided block, 'slump stone' or an alternative material that is acceptable to the Design Review Committee. 6. The Covenants, Conditions, and Restrictions (CC&Rs) shall not prohibit the keeping the equine animals where zoning requirements for the keeping of said animals have been met. Individual lot owners in subdivisions shall have the option of keeping said animals without the necessity of appealing to boards of directors of homeowners' associations for amendments to the CC&Rs.
