Staffi r Dominick ,Associate Planner Exhibits: ExhibitA - TrailsvisaCommittee t c r Exhibit B - Proposed BollardConfiguration Exhibit Bollard t Cut Sheet 1—Pg3 AILS ADVISORY COMMITTEE COMMENTS :00 pen,, Dominick Perez October 11, 2017 SITE DEVELOPMENT REVIEW DRC2017-00795 - IVAN RICHARDSONON BEHALF OF THE CORAL SECY HOME OWNER'S ASSOCIATION - A review of proposed local feeder trail improvements within an existing single-family residential tract (Tract 1 41) located within the Very Low Residential (VL) District of the Etiwanda North Specific Plan and Equestrian Overlay ( ) District at the northwest corner of Wardman Bullock Road and Wilson Avenue, rdi dtSetting_and Background: The project site is comprised of an existing53-lot single- family tract (Tract 18741), known as Coral Sky, approved by the Planning Commission on January 23, 2013, The site, which includes half-acre minimum sized lots, is Iodated within the Very Low Residential, (VL) District of the Etiwanda North Specific Plan at the northwest corner of ardrnan Bullock Road and Wilson Avenue (Exhibit A), Per the tract map, the tract contains 0-foot wide community trail along the west perimeter, a ®foot wide local feeder trail along the north perimeter and 1 -foot wide local feeder trails Meng the south and east perimeters and throughout the interior of the site (Exhibit ), To the north are vacant lots which are also located within the Very Low (VL) Residential District of the Etiwanda North Specific Plan. To the east, across Wardman Bullock Road, are single-family residences. To the south, across Wilson Avenue, are single-family residences and a vacant Iota To the west is a flood control channel. The subject tract and all surrounding properties are within the Equestrian Overlay District ( ). Since the project site containshalf-acre minimum sized lots and is located within the Equestrian Overlay District, trail improvements were required to be constructed as a condition of approval to the tentative tract map. This included the installation of a gated drive approach with equestrian step-through posts at each drive entrance to the trail, per the City standard (Exhibits ). However, the Planning Department was recently contacted by Ivan Richardson, a member of Coral ky`s HomeOwner's Association, to discuss a proposal to Install trail improvements at various trail access points. Mr. Richardson indicated there were multiple trail entrances within the tract that did not have the gated drive approach with equestrian step- through posts. A subsequent site inspection by the Planning Department confirmed that these trail entrance improvements were only installed at the southwest and northeast corners of the site and were not installed throughout the remaining trail entrances within the tract (Exhibit ). Staff advised Mr. Richardson of the City standards for feeder trail gates with ste -throughs, but was informed, due to cost and appearance, a different type of,barrier is desired by the HOA. r, Richardson explained the proposed improvements are in response to two recent home invasions that occurred within the last 12 months, in which the Invaders used the trails to access the rear of the lots by vehicles Mr. Richardson explained that the HOA believes the improvements will help restrict motor vehicles from accessing the trails and will therefore resolve this isse4 Overview f r o d 1 rove s:.T e applicant, Mr. Richardson, on behalf of the Coral Sky HOA, is proposing the following improvements within the tract's equestrian trail: (1) install steel bollards along seven local feeder trail entrances in lieu of the City standard, and (2) reduce EXHIBIT A 1— 4 TRAILS ADVISORY I T CORAL SKY UNITY— IVAN RICHARDSON October 1 , 2017 Page two vinyl fence openings along the trail at the northwest corner of Wardman Bullock Road and Wilson Avenue (Exhibit ). Coral Sky has a total of eleven trail entrance points. Of the eleven trail entrances, nine are accessible by vehicle while the remaining two, which are both located at the northwest corner of Wilson Avenue and Wardman Bullock Road, are not accessible by vehicle, Of the nine trail entrances accessible by vehicle,; a total of two entrances currently include the City standard gate with step-through posts. Those entrances are located at the northeast and southwest corners of the site. The remaining seven trail entrances accessible by vehicle do not have a gate with step-through posts, These entrances are located throughout the interior of the tract and at the easterly entrance to the site, along the northwest and southwest corners of Wardman Bullock Road and Coral Sky Drive. It is at these seven entrances that the HOA is proposing to install the steel bollards. The bollards are designed to be 35-inch tall and removable (Exhibit ). r. Richardson informed Staff that, depending on the width of each entrance, two to three removable bollards would need to be installed at each of the trail entrances. The second trail improvement involves a redaction in width of the vinyl fence openings at the northwest corner of Wardman Bullock Road and Wilson Avenue, Currently, there are two 15- foot wide fence openings at this location. However, the HOA is proposing to reduce the width of the fence to 4 feet to eliminate the potential for a vehicle to access the trail at this location. The applicant has indicated the improvements i t be constructed to match the design of the existing vinyl fence throughout the tract to maintain consistency in material and appearance. Staffo nts: The it `s General Plan and Development Code both reference the Trail Implementation ,Ian. The purpose of the plan is to provide design standards for all types of trails and to provide implementation entat'ion strategies of the trail system. Per the Development Code, "All new developments are to be designed in accordance with the trail implementation plan and adopted trail standards." Furthermore, per Section 6,2 of the Trail Implementation Plan, 'Every effort shall be taken to ensure that all hiking and riding trails are constructed to these standards," Upon a thorough review of the request, Staff determined the proposed improvements to be inconsistent with the City standard design. ,although the proposed improvements will accomplish the H 's goal of restricting vehicular access throughout the Coral Sky tract, if allowed,; the proposal may have long-term ramifications by setting a precedent that inconsistency in trail improvements is acceptable. For these reasons, Staff is not in favor of allowing the proposed improvements. It should be noted that if the proposed trail improvements are determined to be acceptable by the Committee, approval from all homeowners that are adjacent to the trail entrances would be required, as the bollards are proposed to be installed within the private equestrian trail easement portion of 12 lots within Coral Sky.
