PUBLIC COMMUNICATIONS This is the time and place for the general public to address the Trails Advisory Committee on any item listed or not listed on the agenda. State law prohibits the Trails Advisory Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual or less, as deemed necessary by the Staff Coordinator, depending upon the number of individual members of the audience. This is a professional business meeting and courtesy and decorum are expected. Please refrain from any debate between audience and speaker, making loud noises or engaging in any activity which might be disruptive to the decorum of the meeting. C. The list provides the Committee'srecommended order of construction for trail improvements ct to availablefunding. The FiscalYear 2017/18 budgetincluded trail projects to complete mis in trail segments on Archibald Avenuefrom Norbrook Drive to Carrari Street and north of Sunflower Street. Funding for the construction of trail improvements such as those listed above is limited ecse traditional funding sources such s the Beautification Fee program and the former Redevelopment Agency have been eliminated, ter funding sources such as Federal or State grants typically have narrow scopes o eligible projects. The majority of recent grant programs beingreleased focus on bicycle and pedestrians improvements and have become very competitive. The projects listed above may not meet the requirements of future grant opportunities or might be considered noncompetitive. As grant opportunities become available, staff ill use this list as a starting it to identify projects for submission. houl the projects on the list not meet grant requirements or be determined to be noncompetitive, staff ill identify additional projects that will be most appropriate for the grant and will help to further the development of the City's trail system. The Trail Priorities List has remained nrall unchanged over the past few years, therefore staff is requesting that the list be adopted for a period of 5 years.
