PUBLIC COMMUNICATIONS This is the time and place for the general public to address the Trails Advisory Committee on any item listed on the agenda. State law prohibits the Trails Advisory Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual or less, as deemed necessary by the Staff Coordinator, depending upon the number of individual members of the audience. This is a professional businessmeeting and courtesy and decorum are expected. Please refrain from any debate between audience and speaker, making loud noises or engaging in any activity which might be disruptive to the decorum of the meeting. C. DISCUSSION ITEMS C1. ETIWANDA SCHOOL DISTRICT—A review of a preliminary concept to construct and use a temporary vehicle and pedestrian access to the parking lot of Windrows Elementary School, during the construction of a new administration building for the school, via an existing emergency access driveway and trail connection between Windrows Park and Bougainvillea Way in the Low Medium (LM) and Park (P) Districts (Victoria Planned Community) located at 6849 Victoria Park Lane; APNs: 1089-461-42 and 1089-471-23 and -24. This action is Categorically Exempt from the California Environmental Quality Act(CEQA)pursuant to State CEQA Guidelines Section 15301 — Existing Facilities. D. Mike Smith February 14, 2018 ETIWANDA SCHOOL DISTRICT — A review of a preliminary concept to construct and use a temporary vehicle and pedestrian access to the parking lot of Windrows Elementary School, during the construction of a new administration building for the school, via an existing emergency access driveway and trail connection between Windrows Park and Bougainvillea Way in the Low Medium (LM) and Park (P) Districts (Victoria Planned Community) located at.6849 Victoria Park Lane; APNs: 1089-461-42 and 1089-471-23 and -24. This action is Categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15301 — Existing Facilities. Background: The Etiwanda School District ("the District") is preparing to construct a new administrative building at Windrows Elementary School located at 6855 Victoria Park Lane. The area of this work is at the west side of the elementary school campus. The existing administration building will be demolished and the new building will be constructed in its place. To facilitate pre- construction preparations and construction of the building, the District proposes to close the drive aisle that is adjacent to the work area. Currently this drive aisle is primarily used by the parents as an on-site loading/unloading `zone' for their children. As this zone will be temporarily closed during construction, the District plans to utilize the existing parking area along the south side of the campus for this purpose. This will require a new, temporary vehicle drive aisle onto the campus. The District proposes to construct a drive aisle along the east side of the campus that will connect the existing parking area with Bougainvillea Way (Exhibit A and D). The District has not formerly submitted plans for the drive aisle for review by the City. As it encroaches onto City property, they met with the City on November 14, 2017 to discuss their proposal and determine any applicable constraints. They followed this with a community meeting on December 20, 2017 to obtain input from the residents in the school's vicinity and parents of the children enrolled at the school. Site Characteristics and Project Overview: The proposed temporary drive aisle connection between the parking area at the south side of the subject school campus and Bougainvillea Way will include an area currently improved with an emergency vehicle access (EVA) drive aisle located near the northeast corner of the campus. This EVA is coterminous with a pedestrian pathway (Exhibit B). The EVA consists of concrete pavers with open 'cells'to allow grass to grow in them (commonly referred to as "grasserete"). The pedestrian pathway is a standard concrete walkway and functions as a trail connection between Windrows Park, Bougainvillea Way, and the neighborhoods to the north. It is generally aligned along the center line of the EVA (Exhibit C). Both the EVA and the pathway are within Lot G of Tract 12045. Lot G is about 112 feet in length (north to south) and about 25 feet in width (east to west) and is identified on the final map as "...for public trail purposes and open space purposes". Aside from three bollards at the north end of the EVA, there are no other improvements within Lot G. To the east of Lot G is a single-family residence at 12505 Bougainvillea Way. The District's proposal will require removal of the above-noted improvements within Lot G and modification of part of the campus property immediately adjacent to it including the removal of Cl—Pg1 TRAILS ADVISORY COMMITTEE COMMENTS ETIWANDA SCHOOL DISTRICT February 14, 2018 Page 2 chain link fencing and trees. A 30-foot wide drive aisle with 5-foot wide sidewalks on both sides will be constructed. The sidewalk on the east side of the drive aisle will maintain the trail connection. The sidewalk on its west side will continue to the south side of the campus. The bollards will be replaced with gates to prevent unauthorized vehicle access when the school is closed (Exhibit E). Pedestrian access will not be restricted. Existing improvements on the east side of Lot G will remain in place. As noted previously, the drive aisle will encroach into Windrows Park. This segment of it, between Lot G and the parking area at the south side of the campus, will be reviewed separately by the City's Community Services Department. Staff Recommendation: None at this time. Staff is presenting the attached preliminary plans to the Committee to obtain comments and design directions. Following this meeting, the District will revise the proposal as necessary and then submit the plans for formal review by the City. The proposal will be scheduled for a second, more comprehensive review by the Committee and recommendation to the Planning Director.
